ARTICLE 20. To see if the Town will vote to purchase from Esther P. Snow, Stanley L. Snow and Perry T. Snow for the sum of Four Thousand and 00/100 Dollars ($4,000.00), the land in West Chelmsford situated behind the Quessy School and bounded and describ- ed as follows:

ARTICLE 21. To see if the Town will vote to raise and appropriate a certain sum of money for the purpose of installing and erecting School Bus Signs and School Stop Safety Signs; or act in relation thereto.


Under Article 21:


George W. Marinel, of the Lions Club, moved that the Town vote to raise and appropriate the sum of $1,000.00 for the purpose of in- stalling and erecting School Bus Signs and School Stop Safety Signs. It was so voted.


ARTICLE 22. To see if the Town will vote to raise and appropriate a certain sum of money for the purchase of a Sidewalk Snow Plow for the Highway Department, such purchase to be made under the super- vision of the Board of Selectmen; or act in relation thereto.


Under Article 22:


George W. Marinel, of the Lions Club, moved that the Town vote to raise and appropriate the sum of $5,300.00 for the purchase of a Sidewalk Snow Plow for the Highway Department, such purchase to be made under the supervision of the Board of Selectmen. This motion was defeated.


ARTICLE 23. To see if the Town will vote to transfer from the Road Machinery Fund a certain sum of money for the purchase of a Steam Cleaner for the Highway Department, such purchase to be made under the supervision of the Board of Selectmen; or act in relation thereto.


Under Article 23:


Raymond J. Greenwood, moved that the Town vote to transfer from the Road Machinery Fund the sum of $550.00 for the purchase of a Steam Cleaner for the Highway Department, such purchase to be made under the supervision of the Board of Selectmen. It was so voted.


ARTICLE 24. To see if the Town will vote to transfer from the Road Machinery Fund a certain sum of money for the purchase of a Sand Spreader for the Highway Department, such purchase to be made under the supervision of the Board of Selectmen; or act in relation thereto.


Under Article 24:


Raymond J. Greenwood moved that the Town vote to transfer from the Road Machinery Fund the sum of $1,930.00 for the purchase of a Sand Spreader for the Highway Department, such purchase to be made under the supervision of the Board of Selectmen. It was so voted.


ARTICLE 25. To see if the Town will vote to transfer from the Road Machinery Fund a certain sum of money for the purchase of six (6) Snow Plows for the Highway Department, such purchase to be made under the supervision of the Board of Selectmen; or act in relation thereto.


Under Article 25:


Robert F. McAndrew moved that the Town vote to transfer from the Road Machinery Fund the sum of $5,208.00 for the purchase of 6 Snow Plows for the Highway Department, such purchase to be made under the supervision of the Board of Selectmen. It was so voted.


ARTICLE 26. In the event of an affirmative vote under Article 25, to see if the Town will vote to authorize the Selectmen to sell, by good

and sufficient Bill of Sale, six (6) old Snow Plows now being used by the Highway Department; or act in relation thereto.


Under Article 26:


Robert F. McAndrew moved that the Town vote to authorize the Selectmen to sell, by good and sufficient Bill of Sale, 6 old Snow Plows now being used by the Highway Department. It was so voted.


ARTICLE 27. To see if the Town will vote to transfer from the Road Machinery Fund a certain sum of money for the purchase of a Truck for the Highway Department, such purchase to be made under the supervision of the Board of Selectmen; or act in relation thereto. Under Article 27:


Edgar P. George moved that the Town vote to transfer from the Road Machinery Fund the sum of $3,861.00 for the purchase of a Truck for the Highway Department, such purchase to be made under the supervision of the Board of Selectmen. It was so voted.


ARTICLE 28. In the event of an affirmative vote under Article 27, to see if the Town will vote to authorize the Selectmen to sell, by good and sufficient Bill of Sale, a truck now being used by the Highway De- partment; or act in relation thereto.


Under Article 28:


Edgar P. George moved that the Town vote to authorize the Select- men to sell, by good and sufficient Bill of Sale, a truck now being used by the Highway Department. It was so voted.


ARTICLE 29. To see if the Town will vote to raise and appropriate, or transfer from available funds in the Treasury, a sum of money for Chapter 90 construction; or act in relation thereto.


Under Article 29:


Edgar P. George moved that the sum of $8,500.00 be appropriated to meet the Town's share of the cost of Chapter #90 highway construc- tion on Concord Road and to meet said appropriation the sum of $8,500.00 be transferred from the proceeds received from the State under the provisions of Chapter #718 of the Acts of 1956. It was so voted.


ARTICLE 30. To see if the Town will vote to appoint a committee of five (5) persons to be appointed by the Moderator for the purpose of studying the needs and cost of an Off-Street Parking Area near Central Square, and to raise and appropriate the sum of Five Hundred Dollars ($500.00) for the purpose of securing plans for same; or act in rela- tion thereto.


Under Article 30:


Raymond J. Greenwood moved that the Town vote to appoint a com- mittee of 5 persons to be elected by the Board of Selectmen, for the purpose of studying the needs and cost of an Off-Street Parking Area near Central Square and to raise and appropriate the sum of $500. for the purpose of locating a site, securing plans and specifications, and what- ever other costs that are necessary for same, and to report to the next town meeting. This motion was defeated.


Warren J. Lahue moved for reconsideration but this motion was defeated.


ARTICLE 31. To see if the Town will vote to accept Beech Street, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and approp- riate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Beech Street; or act in relation thereto. Under Article 31:


Raymond J. Greenwood moved that the Town vote to accept Beech Street as laid out by the Board of Selectmen, and shown by their report and plan dulv filed in the Office of the Town Clerk, and appropriate the sum of $800.00 for the construction of said way. This motion was defeated.

To see if the Town will vote to accept Rogers Road, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk: and to raise and approp- riate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Rogers Road; or act in relation thereto. Under Article 3.2:


Robert F. McAndrew moved that the Town vote to accept Rogers Road as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk, and appropriate the sum of $300 00 for the construction of said way. It was so voted.


ARTICLE 33. To see if the Town will vote to accept East Sheppard Lane, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and appropriate, or transfer from available funds, a certain sum of money for the purpose of reconstructing East Sheppard Lane; or act in relation thereto.


Under Article 33:


Robert F. McAndrew moved that the Town vote to accept East Shep- pard Lane, as laid out by the Board of Selectmen, and shown by their report and plan dulv filed in the Office of the Town Clerk, and approp- riate the sum of $375.00 for the construction of said way. It was so voted.


ARTICLE 34. To see if the Town will vote to accept Murray Hill Road, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and approp- riate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Murray Hill Road; or act in relation thereto. Under Article 34:


Edgar P. George moved that this article relative to the acceptance of Murray Hill Road be dismissed. It was so voted.


ARTICLE 35. To see if the Town will vote to accept Arlington Street, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and approp- riate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Arlington Street; or act in relation thereto. Under Article 35:


Robert F. McAndrew moved that the Town vote to accept Arlington Street, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk, and appropriate the sum of $475.00 for the construction of said way. It was so voted.


ARTICLE 36. To see if the Town will vote to accept Dorrence Street, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and approp- riate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Dorrence Street; or act in relation thereto. Under Article 36:


Raymond J. Greenwood moved that the Town vote to accept Dor- rence Street, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk, and approp- riate the sum of $450.00 for the construction of said way. It was so voted.


ARTICLE 37. To see if the Town will vote to accept Navillus Street, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and approp- riate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Navillus Street; cr act in relation thereto. Under Article 37:

ARTICLE 38. To see if the Town will vote to accept Bailey Terrace, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and approp- riate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Bailey Terrace; or act in relation thereto. Under Article 38:


Raymond J. Greenwood moved that the Town vote to accept Bailey Terrace, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk, and appropriate the sum of $900.00 for the construction of said way. It was so voted.


ARTICLE 39. To see if the Town will vote to accept Buckman Drive, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and approp- riate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Buckman Drive; or act in relation thereto. Under Article 39:


Edgar P. George moved that the Town vote to accept Buckman Drive, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk, and appropriate the sum of $125.00 for the construction of said way. It was so voted.


ARTICLE 40. To see if the Town will vote to accept Larssen Circle, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and approp- riate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Larssen Circle; or act in relation thereto. Under Article 40:


Edgar P. George moved that the Town vote to accept Larssen Circle, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk, and appropriate the sum of $100.00 for the reconstruction of said way. It was so voted.


ARTICLE 41. To see if the Town will vote to accept Diane Lane, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and approp- riate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Diane Lane; or act in relation thereto. Under Article 41:


Robert F. McAndrew moved that the Town vote to accept Diane Lane, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk, and appropriate the sum of $75.00 for the construction of said way. It was so voted.


ARTICLE 42. To see if the Town will vote to accept Latch Road, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and approp- riate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Latch Road; or act in relation thereto. Under Article 42:


Raymond J. Greenwood moved that the Town vote to accept Latch Road, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk, and appropriate the sum of $750.00 for the construction of said way. It was so voted.


At 11:40 Mr. Edward Baron questioned the quorum. The tellers reported 172 present which did not constitute a quorum.


Mr. Hans H. Schliebus moved adjournment to Tuesday evening, March 10, 1959 at 7:30 P.M.

At 8:00 P.M. Moderator Vernon R. Fletcher called the meeting to order and requested adjournment which was moved by Selectman Robert F. McAndrew until Monday evening, March 16, 1959 at 7:30 P.M. MARCH 16, 1959


Moderator Vernon R. Fletcher called the meeting to order at 7:30 P.M. and recessed immediately at the call of the chair because of lack of a quorum.


At 8:00 P.M. Moderator Vernon R. Fletcher called the meeting to order and appointed M. Edward Riney and Arthur Russell as tellers and reported 190 voters present, not the required 200 for a quorum. Moder- ator Fletcher then recessed the meeting once more.


At 8:30 P.M. Moderator Fletcher requested the tellers to return a count of voters present. The tellers reported 200 which was the required number to conduct the town's business.


ARTICLE 43. To see if the Town will vote to accept Walnut Road, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and approp- riate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Walnut Road; or act in relation thereto. Under Article 43:


Edgar P. George moved that the Town vote to accept Walnut Road, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk, and appropriate the sum of $250.00 for the construction of said way. It was so voted.


ARTICLE 44. To see if the Town will vote to accept Chestnut Avenue as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and approp- riate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Chestnut Avenue; or act in relation thereto. Under Article 44:


Robert F. McAndrew moved that the Town vote to accept Chestnut Avenue, as laid out by the Board of Selectmen, and shown by their re- port and plan duly filed in the Office of the Town Clerk, and appropriate the sum of $200.00 for the construction of said way. It was so voted.


ARTICLE 45. To see if the Town will vote to accept Spruce Street, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and approp- riate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Spruce Street; or act in relation thereto. Under Article 45:


Raymond J. Greenwood moved that the Town vote to accept Spruce Street, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk, and appropriate the sum of $50.00 for the construction of said way. It was so voted.


ARTICLE 46. To see if the Town will vote to accept Anna Street. as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and approp- riate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Anna Street; or act in relation thereto. Under Article 46:

ARTICLE 48. To see if the Town will vote to accept Scott Drive, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and approp- riate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Scott Drive; or act in relation thereto. Under Article 48:


Raymond J. Greenwood moved that the Town vote to accept Scott Drive, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk, and appropriate the sum of $100.00 for the construction of said way. It was so voted.


ARTICLE 49. To see if the Town will vote to accept Aberdeen Road, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and approp- riate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Aberdeen Road; or act in relation thereto. Under Article 49:


Robert F. McAndrew moved that the Town vote to accept Aberdeen Road, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk, and appropriate the sum of $800.00 for the construction of said way. It was so voted.


ARTICLE 50. To see if the Town will vote to accept Woodlawn Avenue, as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and ap- propriate, or transfer from available funds, a certain sum of money for the purpose of reconstructing Woodlawn Avenue; or act in relation thereto.


Under Article 50:


Robert F. McAndrew moved that the Town vote to accept Woodlawn Avenue, as laid out by the Board of Selectmen, and shown by their report and plan dulv filed in the Office of the Town Clerk, and appropriate the sum of $300.00 for the construction of said way. It was so voted.


ARTICLE 51. To see if the Town will vote to amend Section I B (2), Section 1 B (3) and Section I B (7) and the map ac- companying said sections and on file with the Clerk of the Town of Chelmsford, "Chelmsford. Massachusetts - Zoning District Map, 1956", by removing from Single Residence A-2 District and Single Residence A-3 District the portions of the following described premises that are now Single Residence A-2 District and Single Residence A-3 District, and bv including the entire following described premises as Limited Industrial District :


Beginning at the intersection of the southerly line of Billerica Road and the easterly line of Turnpike Road; thence southeasterly by the easterlv line of Turnpike Road about 8.250 feet to the northerly line of Mill Road: thence northeasterly and northerly by the northerly line of Mill Road about 3.950 feet to the southerly line of Billerica Road: thence northwesterly and westerly by the southerlv line of Billerica Road about 7,360 feet to the easterly line of Turnpike Road and the point of beginning.

After Article 53 had been disposed of, Mr. Paul Desmond moved reconsideration of Article 51. The vote was questioned so the tellers brought in the following count:

This being a majority, Article 51 came up for reconsideration. On a hand vote:


134 voted in the affirmative 32 voted in the negative


This being the required 2/3rds majority, the motion on Article 51 pre- vailed and it was so voted.


ARTICLE 52. To see if the Town will vote to amend Sections 1 B (2), 1 B (3), 1 B (4) and | B (6) and the map accompanying said Sections and on file with the Clerk of the Town of Chelmsford, "Chelms- ford, Massachusetts Zoning District Map, 1956", by removing from Single Residence A-2 District, Single Residence A-3 District, and General Resi- dence District the portions of the following described premises that are now Single Residence A-2 District, Single Residence A-3 District and General Residence District, and by including the entire following describ- ed premises as General Business District :


Beginning at the westerly line of Chelmsford Street and the southerly line of the new highway; thence southwesterly by the westerly line of Chelmsford Street about 3,030 feet to the inter- section with North Road; thence northerly along the easterly line of North Road about 2,160 feet to the southerly line of the new highway; thence easterly and southeasterly by the southerly line of the new highway about 2,380 feet to the westerly line of Chelms- ford Street and the point of beginning.
