Sect. 15. No child under 18 years of age shall be employed at any time in any factory, workshop' or mercantile establishinent during the hours when the public school, of the city or town are in session.

Sect. 14. No child between 13 and 14 years of age, shall be em- ployed unless he has attended school 30 weeks of the school year.

Sect 6. The father, if living and a resident, must accompany the child to sign the certificate of age; if not, the mother; if neither the father or mother, the guardian.

No child shall attend school from a household in which there is a case of small-pox, diphtheria, or scarlet-fever. Two weeks after the death, recovery or removal of the patient, the child may return on presentation of a certificate from the attending physician or board of health.

In all the public schools in the Commonwealth, the last regular session prior to Memorial Day, shall be devoted to exercises of a patriotic nature.

VACATION OF TWO WEEKS.


Second term, 13 weeks, begins, Monday, January 2, 1899, and closes Friday, March 31, 1893.

Third term, 12 weeks, begins Monday, April 10, and closes Thurs- day, June 29, 1899.


There will be no school on Friday of Thanksgiving week; or on any of the legal holidays.


Regular meeting of the school committee, Tuesday before the first Wednesday in each month.

Report of Water Commissioners,


TO THE CITIZENS OF IPSWICH :


We have the honor of placing before you the Fourth An qual Report of the Board of Water Commissioners, for the year ending Jan. 1, 1898.


The previous arrangement of the financial tables is con tinucd and all extensions of new service piping, and addi- tions to the original plant are embraced under "Construc- tion Account.


The receipts from sale of water during the year 1897 have been $6,263.37, exceeding the Commissioners' esti- mate of $6,250 by $13.37, which, after taking into con- sideration the number of services that have been sealed during the year and the wet weather during the Summer months, shows a very gratifying result.


At the beginning of the year the Commissioners voted to change some of the rules and rates, which caused some considerable comment by some of the takers. This was not done until after careful consideration by the Commissioners and in their judgement was for the best interests of the

tax payers. They have not had a fair trial of the same owing to the small use of the hose the past year as com- pared with the year 1896, when the abuse was so great the Commissioners felt compelled to make the change.


WATER SUPPLY.


There has been an abundant supply of water during the year, and the samples submitted each month to the State Board of Health for analysis showed, that in quality, it is in every way satisfactory for domestic use.


We have 32 more takers than a year ago, and new houses and larger demands are every year emphasizing the wise judgment of the Citizens in voting to establish a water system.


PUMPING STATION AND PLANT,


They continue to be in a good condition, having required no repairs except some minor renewals and the placing of double windows on the main building.

WATER COMMISSIONERS


FINANCIAL


A full statement in detail of appropriations and expendi- tures and the cost of the works to date is appended to this report.


The receipts for sinking fund with investments of same is also given.


The payments made during the past year on construc- tion account have exceeded the estimate made by the Commissioners, Land Damage Suits have been settled dur. ing the year requiring an expense of $876,25 this with expenses on services has caused an expenditure of $1751.87 It was estimated that the balance carried from 1896, would cover all requirements for services, no estimate being made for the Land Damage Suits in court, These damages were settled by the Commissioners rather than put the Town to extra expense of a jury trial, which in the opinion of the. Commissioners would have incurred larger expendi- ture, hence while the amount paid to settle these claims was excessive, the award coupled with the expense might have been much larger.


Owing to the settlement of these Land Damage Suits without any provisions being made therefor, causes a de- ficit for the year of $443.53. To cover this deficiency in con- struction, the Commissioners suggest a vote be passed authorizing the Town Treasurer to borrow on Town Notes, the sum of $1000.00 until such time as these notes for con- struction shall amount to $3000.00. then bonds can be issued to cover the same.


In conclusion, the Board of Commissioners estimate re- ceipts for 1898 to be $6500.00, the disbursements $10,849,08 as follows: Sinking Fund, $1965.55; Interest on Bonds. $5440.00; Maintenance, $2500.00 ; Services, $500.00 ; Deficiency, $443.53.

They recommend appropriations to be levied by taxation the same as last year. $25 00 per Hydrant for fire service. amounting to $2775.00 and $1000.00 for Sinking Fund purposes. These with the income from water sales and the $1000.00 Town Note. will enable them to meet all expenses for the year 1898.

WATER COMMISSIONERS' REPORT,


ENGINEER'S REPORT,


To the Board of Water Commissioners:


GENTLEMEN :- I herewith present my report for the year ending December 31, 1897.


The water at the Storage Basın stood at the high water level until August 1. From them to October 4 it lowered 8 inches; from October 4 to October 25, 14 inches; which made 22 inches below the high water level.


This rapid fall in October is accounted for by a bad leak ir the main pipe which was not located until October 12. under Muddy River, The lead had almost entirely blowu out of a joint, caused probably by the settling of the pipe.


MAIN PIPE.


There have been eight leaks in the mains during the year as follows: two in 12 inch; two in 10 inch; one in 8 inch; three in 6 inch pipe; and one broken hydrant.

SERVICE PIPES,


There have been nine leaks in service pipes during the year, seven of them from bad soldered joints, two from defective fitting, and one service was stopped with au eel. 32 taps have been added this year making the total number to date 541.
