We would call attention to the amount paid to Dr. C. E. Ames, $120.00, which may seem a large sum when the town has a Town Physician. As stated last year, the poor were allowed to have a Homopathic Physician if they desired. and one family has so requested throughout the year, and over $100 of the amount paid Dr. Ames was for that family, which was all charged to Rowley as the family has a resi- dence at that place. The report of Dr. Macarthur, the Town Physician shows that he attended calls as follows: .Jan., 66; Feb,, 22; March, 18; April, 37; May, 23; June, 65; July, 53; Aug. 46, Sept., 50; Oct. 15; Nov .. 41; Dec .. 54; a

total of 490 calls during the year. For this he received $200, and nearly 90 per cent. of all the medicine was also furnished by Dr. Macarthur free. The extra $35.97 receiv- ed by him, was for surgical work, which was not included in his contract. Of the $200 paid him $193 has been paid back by other towns, so that it will be seen that the cost of the Town Physician to Ipswich has been very small.


It should be stated that the increased prices on almost every article purchased, has been a factor in increasing expenses in this department this year.


The same is true at the Farm. The expenses have been increased from $3695.75 to $4229.41. The larger part of this increase however, is due to the painting of the barn and other buildings, which cost $212, and which was badly needed. $64.00 additional expense for insurance came due this year also, It will be seen that the receipts for sales from the farm have been increased from $1595.75 last year to $2211.26 this year, which is a very gratifying increase.


The inventory of the property at the farm as shown by the tables. shows also an increase. in spite of the fact that we have decreased the list value of many articles, allowing for a fair per centage of decrease for wear and tear. The total increase is $1374.00 while the decrease is $1176.00, making a net increase of $197,50 If this amount were add- ed to the receipts for sales at the farm, as has been the cus- tom in the past, it would be found that the average cost of keeping the inmates is reduced from $2.04 per week, to $1.84, but as stated last year. we do not believe in that system of bookkeeping. Should prices drop the coming year below the quoted prices in the tables, it will readily be seen that that system of bookkeeping would throw a large extra expense on the Farm account, which would not prop- erly be chargeable to it for the year, so we simply state the value of the property, as a separate item and do not use it for getting a low average rate, preferring to let each year show for itself. We also call attention to the fact that al- though the expenses at the farm have increased during the past year, the receipts are also much larger, and the stock on hand of more value, so that on the whole, the year has been a fairly successful one.

The question of whether or not it is good policy to own and run so large a farm for a Poor Farm, is one on which men have and will differ, but there is one proposition which we submit, and that is, that the critics take a trip to the farm; stay 24 hours and get acquainted with the inmates; see the condition in which sickness and misfortune has left one half of them; ascertain how pleasant it is to deal with them, and then come back to town tell the people where they can get them boarded, nursed and clothed. at a net cost of $2.04 a week each. It must be remembered that farming is not the first care there. The care of the inmates comes first, and what farming can be done, afterwards, and no criticism in which that is not taken into consideration is a just criticism.


In conclusion we wish to thank those who have rendered assistance to us in our work, (and there are many such), and to recommend the same appropriations as last year.

TO THE SELECTMEN OF IPSWICH,


GENTLEMEN :


Following is the report of the Board of Engineers of the Fire Da- partment for the year ending Jan. 1st, 1900.

We have disposed of the Neptune Engine to the Veteran Fire Co., of Newburyport, for the sum of $500 00. A new hose wagon has been placed in Hose 2 House, at a cost of $346 00. Also swing har- ness in Hose 1 and in Hose 2 houses, at a cost of $95 00. We have also bought weights for harness at a cost of $25 00, Our fire alarm has worked satisfactory. We have placed 8 boxes in locations as follows: Box 1, Hose 2 House; Box 2, Head of Warren st; Box 3. L Willcomb's store; Box 4, Green st Bridge; Box 5, Frank Goodhue's store ; 2 Boxes in ward 6, one at the foot of Central st and one at Depot square; Box 7, Griffing's Corner. We recommend a change in some parts of the alarm system the coming year. Water and Gas have been put in both Hose 1 and 2 houses.


We recommend that $1,500 00 be raised and appropriated to run the Fire Department the ensuing year.


We also recommend the purchase of 300 feet of new hose, to take the place of condemned hose.


We extend thanks to the members of the department for their willing response to all calls, also to those not in the department, who rendered aid at fires.
