ASSESSORS' REPORT
Ipswich, in common with many other communities, faced during the year 1922 materially increased public ex- penditures of money, due almost entirely to causes over which the town had no control. These increased expend- itures at the town meetings, together with reduced amounts received in the distribution of taxes assessed by the state, necessarily meant an increase in the tax rate for 1922. Tak- ing the expenditures of 1922, and the amount to be actually raised on property, with the valuations of the preceding; year, the 1922 rate would have been very close to $35.00, y: hich would have been approximately $7.50 above the aver- age tax rate of the state for that year, the average for the state for 1922 having been $27.49.
In order to keep the rate within bounds, it was deemed advisable to make certain increases in valuations, and these increases were made generally throughout the town. During the war-time period of inflation, assessed valuations changed here but little compared with the large increases that took place in practically all cost prices, and in making increases in 1922 the assessors tried to distribute the increased costs of town government among a large number of taxpayers,

thereby making the individual increase, and individual bur- den, as small as possible. Some cases were encountered where it appeared as if material increases could be made in the amount assessed. These cases were considered by the board in an impartial manner, and an opportunity was afforded to each taxpayer to file a sworn return of the property owned, and its value, in order that the taxpayer might have every opportunity to show as to whether or not the assessments were excessive. The filing of a return, before abatement cases can be taken up by the assessors, is required by statute, and the board has insisted that these returns be filed by all applicants for abatements.
The board desires to call the attention of local tax- payers to the fact that in 1922 the average amount of as- sessed valuation, per capita, in the state, was $1,482.00 for each inhabitant of the state for that year. In the case of Ipswich, figured on a population of 6500, the indicated valuation here would be, on that basis, $9,633,000.00. This method of figuring is fair to all communities that do not have institutions caring for a material percentage of the population of such community. The total assessed valua- tion here for 1922, after making increases and numerov readjustments, was $7,190,577.00. It will readily be seen by these figures that the present valuation could be increase l by well over one third, and still would not be in excess of the average of the state.
