SELECTMEN'S REPORT - 1935
To the Citizens of Ipswich :
With the passing of the year 1935 we hope that our Town has at last passed its low point and that signs indi- cating a brighter future are now visible. Our factories report an upward trend in business for the past year and other business men report an improvement in their sales.
Our clamflats have helped considerably, as over 300 claming permits have been issued, and although the clams were not large enough the first half of the year for much digging, during the last few months many men have sup- ported themselves and their families from our flats, and under the intelligent direction and supervision of the clam commissioners we feel that in the coming year this busi- ness will be of immense help to our community.
The Police Department and the Fire Department have been handled very efficiently and we believe have met with the approval of most of our citizens.
Our Highway Department is still more or less a prob- lem to us owing to the often repeated statement of trying to make our limited budget take care of the needs of more than a hundred miles of roadway. Our board feels that as soon as the Town is financially able that we should take up our former program of the building of permanent roads. We are trying to replace certain pieces of obsolete equip- ment, consistant within the limit of our budget.
We make the following recommendation :
That the Chapter 90 work, so called, for the Tops- field and Mill roads, be continued.

For the past two years our board, with Mr. Wallace as E.R.A. administrator, has had the care and responsi- bility of all E.R.A. and P.W.A. work. For the year just ended we have received from the Federal Government more than $100,000. together with approximately $43,000. of Town funds that has been used to carry on our unemploy- ment work and we recommend that the Town grant us such sum as we shall name in our budget for the coming year's needs.
Regarding the Soldiers Relief Department; if you will look up in our report the record of expenditures you will find that we have shown a fairly substantial reduction over the past few years. This has meant considerable effort but with the assistance of the Clerk of the Board we have been able to reduce to the Town the cost of this department.
We desire to express our appreciation and thanks to our Town Counsel, George A. Schofield, for his unstinting labor and his advice to us during the past year and also to Mr. Robert T. Bamford who was acting Town Counsel during Mr. Schofield's annual vacation.
In accordance with the law the Selectmen have peram- bulated the lines between the Towns of Rowley, Boxford, Topsfield, Hamilton and Essex. The markers have all been found and re-dated, some that were down have been reset and two, damaged beyond repair, have been replaced. The lines between our clam area and that of Essex have been relocated and markers placed so that disputes between the clammers over bounderies have been curbed, and much to Essex' sorrow we had included in our section flats that they long claimed.
We have tried, to the best of our ability, to economize in every way possible consistant with what we believe to be good business in the handling of our departments' bud- gets, and in making up our budget for the coming year we have kept this thought constantly in mind. The fact that for the second consecutive year the departments under our direction have completed their year's work without any unpaid bills proves that we have had the welfare of the taxpayer in mind at all times.

We also wish to express to all of the departments of the Town Government our appreciation and thanks for the loyal co-operation that they have given us at all times and we believe that the unity of public service that has been manifest between all departments is beginning to show in our reduced costs. We believe that the heads of all the departments have had the taxpayer in mind in their budget estimates for the coming year and the Selectmen feel at this time that every department of the Town should con- tinue to use strict economy in order that we may be able to keep our tax rate as low as possible.

NOTICE
The attention of parents is called to the law relating to the registering of births. The present requirements are as follows :
Chapter 29, Section 6 of the Revised Laws. Parents within forty days after the birth of a child ... shall cause notice thereof to be given to the Clerk of the town or city in which such child is born.
Section 8. A parent ... who neglects so to do for ten days after the time limited therefor . .. shall forfeit not more than five dollars for each offense.
ATTENTION OF PHYSICIANS AND MIDWIFES IS CALLED TO CHAPTER 280, SEC. 1 ACTS OF 1912
Section 1. Physicians and midwifes, shall, within forty- eight hours after the birth of every child in cases which they were in charge, mail or deliver to the Clerk of Regis- trar of the City or Town, in which the birth occured, a no- tice stating the date and place of the birth, giving the street number, if any, the number of the ward in a city and the family name. Failure to mail or deliver the said notice shall be punished by a fine not exceeding twenty-five dollars for each offense.
I wish to call attention to the following vital statistics :
It is improtant that these records shall be correct. If any errors are discovered the Clerk will deem it a favor to have them reported at once, so that correction may be made.
Some of the many reasons why births should be re- corded :
To prove legitimacy.
To establish identity.
To prove nationality.
To show when a child has the right to enter school.

To show when a child has the right to seek employ- ment under the Child Labor Law.
To show when a child has the right to apply for a license to operate a motor vehicle.
To establish the right to inheritance to property.
To establish liability to military duty as well as ex- emption therefrom.
To establish the right to hold public office.
To qualify to hold title to, and to buy and sell real estate.
To prove the age at which the marriage contract may be entered into.
To make possible statistical studies of health condi- tions.
As required by Chapter 46, Section 15, General Laws of Massachusetts notice is hereby given that the Town Clerk will furnish blanks for returns of births to parents, householders, physicians and registered hospitals' officers applying therefor.

For the benefit of the owners and keepers of dogs, the following extract of the General Laws is hereby sub- mitted :
General Laws, Chapter 140, Sections 136A-175
Ammended by Ch. 289 of 1932 and Ch. 320 of 1934
SECTION 137. Licenses and Tags. The owner or keeper of a dog which is three months old or over shall annually, on or before March thirty-first, cause it be regis- tered, numbered, described and licensed for one year from April first following, if the dog is kept in Boston in the office of the police commissioner, or if kept in any other town in the office of the clerk thereof. The license shall be in a form prescribed by the director, upon a blank to be furnished, except in the county of Suffolk, by the county in which the town is located, and shall be subject to the con- dition expressed therein that the dog which is the subject of the license shall be controlled and restrained from kill- ing, chasing or harassing live stock or fowls. The owner or keeper of a licensed dog shall cause it to wear around its neck or body a collar or harness of leather or other suit- able material to which shall be securely attached a tag in a form prescribed by the director, and upon which shall appear the license number, the name of the Town issuing such license and the year of issue. Such tags shall be fur- nished in the same manner as the license blanks, and if any such tag shall be lost the owner or keeper of such dog shall forthwith secure a substitute tag from the town clerk, at a cost of ten cents which shall be retained by the clerk unless otherwise provided by law. Any person may bring or cause to be brought from another state or country any dog licensed under the laws thereof and keep such dog in this commonwealth for a period not exceeding thirty days without licensing it hereunder, and during such period the foregoing provisions of this section not apply to such dog.
