To the Citizens of Ipswich:
A statement of the receipts and expenditures for the year 1937 for Memorial Hall will be found elsewhere in this report. We give a brief summary as follows:

The $60.00 donation was paid into the town treasury and there is also an unexpended balance of $118.68 of the 1937 appropriation left in the treasury.
We called attention last year to the fact that the steps in front of the building and also a part of the slate roof were in a condition that would soon require repairs. During the year certain temporary repairs were made on the steps. The Trustees felt that to make complete re-surfacing would cost more than the town appropriation would pay for and an effort was made to have the work done as a WPA project, but the project was not put through. We feel that work must be done on the steps as soon as warm weather comes and there will be a special article in the warrant for the annual town meeting to provide money for this work.

The following is a brief statement of the purposes for which the various funds were given.
Cowles Fund.
This Fund was given for the purpose of helping worthy graduates of the High School to continue their education. The Fund is ex- pended under the direction of the Town Treasurer, the Master of the High School and the Selectmen. They were named in the will as the parties to make the decision as to whom the awards should be given.
Jones Fund.
Marianna T. Jones bequeathed in her will to the town of Ipswich a sum of money but did not state any purpose for which the money should be used or that it should be kept in trust but left the whole matter to the town to dispose of the gift at such time and for such

purpose as the voters in town meeting should decide. The amount which came to the town under the will was $27,283.70. The town has voted to pay from this Fund at various times all but $691.68.
Savory Fund.
Martha I. Savory, under her will, bequeathed "to the town of Ipswich for the purchase of the best shrubs and trees to beautify the place, $500." Like the Jones Fund, this was not a trust fund. It was left to the town to appro- priate the whole or any part of the Fund for the purpose named.

ASSESSORS' REPORT
-
In making this, the annual report of the Board of Asses- sors, there has been included the work sheet that is used in com- puting the tax rate, and tables of aggregates covering the work of this Department.
The Board in making up the estimated receipts, used an amount equal to the receipts of the previous year, and the result shows we were justified for the only receipts falling short were those we received from the State. This is an estimate authorized by the Commissioner.
This year, we were able to make a reduction of $5.40 in our tax rate.
This reduction was possible principally because of reduced ap- propriations, available funds contributed by Electric Light De- partment, equal to the amount of taxes a private owner would to pay, and also transfers from funds laying idle.
