REPORT OF DEPARTMENT FOR SUPPRESSION OF GYPSY AND BROWN TAIL MOTHS.
Middleborough, Mass., Jan. 1, 1915.
To the Selectmen of Middleborough:
Gentlemen:
The conditions throughout the residential sections have shown a marked improvement during the past year and as this work is of a self supporting nature it can be cared for in an excellent manner, in fact, it is seldom that complaints are received from the owners of improved property.
The same cannot be said of our woodlands where a marked increase has been noted, especially in sections where pine is being transported to the mills.
It is a conceded fact that better Forestry methods are" needed if our woodlands are to be saved and the State For- ester's warning should be heeded as to the removal of non- resistant trees as it is a fact that the Gypsy Moth is rarely ever found except in the vicinity of oaks and grey birches.
A woodland composed of pine, hemlock, cedar, ash, hickory, maple, birch, hornbeam, black or yellow birch as a mixed growth or in single stand will check any natural increase of the Gypsy Moth. Further information on this subject should be obtained by the owners of infested woodlands from this Department.
Particular attention is called to work being done under the supervision of the State Forestry Department on the New Bedford Water Board property near the Rochester line. With slight modification the same method can be applied to other woodland property. Our roadsides will receive more attention during the coming season than in the past and it should be a fixed policy in this Town as in others that they receive the best of care, not only because they are a source of enjoyment to the many, but because they are the chief source of Moth distribution throughout and between our neighboring towns.

Co-operation with the owners of infested woodlands border- ing along our woods is desired by this Department with a view to checking the further spread of the Gypsy Moth in the other sections of the Town.
Spraying as a method of suppression is advocated only when the aesthetic or commercial returns will warrant the expense. The great bulk of our woodlands cannot be sprayed successfully from a financial standpoint, but protection belts sprayed around infested areas will prevent futher spread into non-infested sections.
Residential property throughout the Town would derive a great benefit from spraying as this method destroys all insects injurious to trees at once, also greatly increased the yield and quality of fruit and enhances the beauty and value of our shade trees.
Protective spraying will be done on a large scale during the coming season, and as the State will loan a Travelling Sprayer to be used in connection with the one owned by the Town, better and more work can be done than in former years; in fact, a vigorous campaign is being outlined at the present time and work will soon be started to remedy existing con- ditions.
Recommendations have been made to the State Forester that financial aid will be needed to carry on the large amount of work planned and as the Town has always appropriated the full liabilities a liberal reimbursement will be available.

REPORT OF THE MUNICIPAL LIGHT BOARD FOR 1914

Last year, upon the recommendation of the commissioners, the Town voted and appropriated $7,500.00 for the exten- sion of the gas mains, said sum to be raised by bonds of $1,500.00 each, payable in five yearly installments. The Trustees of the Peirce Estate unexpectedly facilitated mat- ters by paying the above amount.
The many town extensions and increased business-both commercial lighting and power-have brought the Electric Plant to near its load capacity. With the reserve of the depreciation, the policy of the Commissioners will be to pro- vide for the emergency when it arises, without asking the Town for a special appropriation.
We have charged off on the Profit and Loss account (loss) $964.37. This is the balance of that legacy of bills receiv- able which the Board has been reducing the past three years. Anything paid on the above will be credited to Profit and Loss account (profit). The balance of bills receivable December 31, 1914 of $6,869.77 in our opinion is collectible.
Owing to the general financial depression and high rate of taxes, the Board does not recommend this year great exten- sions and expenditures; but believe we should manage the business of the plant so as to relieve as much as possible the burden of taxation.
