REPORT OF SEALER OF WEIGHTS AND MEASURES.

To the Honorable Board of Selectmen;

Gentlemen:

I have the honor to present to you my report for the year ending December 31, 1918.

I assumed the duties of this office April 1st, at the resig- nation of Mr. Homer Caswell, the former Sealer.

The routine of the work has been attended to and I have adjusted, sealed or condemned 928 scales, weights and meas- ures, most of the work being done outside of the office.

I have cautioned not a few dealers as to improper weigh- ing and measures and I am pleased to say my suggestions have been complied with.

The small 10 lb. balance has been repaired and I want to emphasize the recommendation of Mr. Caswell in his report for 1918 as to the 50 lb. weighing scale. It should be put in thorough adjustment and repair, but if not practical there should be a new one purchased.

The other property of the Department is in good condition.

REPORT OF SUPERINTENDENT OF STREETS.

To the Board of Selectmen of the Town of Middleboro:

HIGHWAY.

The work of this Department has been confined, the present year with the exception of East Main Street, to repairs, and has been under the supervision of Victor A. Malm as Superintendent of Streets, Mr. W. H. Connor, having resigned on that date.

The construction of East Main St. from No. Main St. to Nemasket River Bridge, a distance of 1,797 feet was built under unfavorable conditions as to labor and material.

Material was high and hard to obtain, men were scarce and it was difficult to hire enough men to do the work econ- omically and the wages paid was very much in excess of the wage on which the estimate of the cost of the construction was based.

The construction was widened out to take in the gutters for about 1,300 feet at an additional expense of approxi- mately $1,100.00 and sidewalks were built on the South side of the street and a portion of the North side.

The principal Streets in the center of the Town were given a coat of oil, also East Main, Carmel and Plympton streets were also oiled, the expense of which was assumed by the Massachusetts Highway Commission and the Pierce Trustees.

Substantial repairs have been made on many of our side- walks.

A code of Street Regulations governing Motor Vehicles has been adopted by the Selectmen and Street signs have been placed in conspicuous locations for the benefit of the public.

Itemized receipts and expenditures follow :
