REPORT OF MILK INSPECTOR.


I herewith submit my annual report as Inspector of Milk. The Inspector is concerned chiefly with the wholesomeness of milk independently of its chemical composition. Unless great care is taken in its produc- tion, handling and keeping, milk undergoes rapid changes which render it an unwholesome food, especially for chil- dren and babies. Changes are produced principally by bacteria which enter the milk after it has been drawn from the cow, and which multiply in the milk. Their source is ordinary dust and dirt from the cows, stable workmen, utensils and milk room. Cleanliness is the principal condition on which the wholesomeness of milk depends. Milk which is perfectly clean contains few bacteria and will undergo changes so slowly that it may be marketed and kept for a reasonable length of time before undesirable changes occur. The most reliable test for the wholesomeness of milk is the number of bacteria in each cubic centimeter. Fresh clean milk con- tains less than 10,000 bacteria to a cubic centimeter. Milk of fair quality may contain 200,000 bacteria, and milk of poor quality, several millions of bacteria to a cubic centimeter.


The standard for quality adopted by the Com- monwealth of Massachusetts is: total solids 12 per cent fat 31-3 per cent. Below these figures is consid- ered dangerous to the health of children and babies. The number of bacteria to a cubic centimeter allowed by most cities and towns of the Commonwealth is 500,000, a larger number is a menace to the health.

Two collections of samples of milk collected for the purpose of learning the quality of milk produced in town, demonstrated by analysis that seventy-five per cent. were above 31/2 per cent. in fats, and twenty-five per cent. were above 4 per cent and in total solids ·sev- enty per cent. were above 121/2 per cent. and twenty-five were' above 13 per cent. In bacteria content sixty per cent were below 100,000 to a cubic centimeter and thirty-five cent. were below 200,00. One dealer's milk con- tained 6,000,000 bacteria, one 3,000,000 and one 1,500,- 000 bacteria to a cubic centimeter. Those with high bacteria count were informed that they must be more careful in caring for their milk, and later collection and analysis revealed that they were successful in producing milk of better quality.


The Health Officer issued 14 producers' permits, and 60 dealers' licenses, and these people produce and distribute 3,000 quarts of milk daily to consumers in town, which as demonstrated by analysis is wholesome milk of good quality.


There are 60 dairies producing milk for the con- sumption of Middleboro; 40 of these have been inspected and scored once, 10 have been scored twice, and 10 have been inspected and scored three or more times.

REPORT OF INSPECTOR OF SLAUGHTERING.


I herewith submit my first annual report as In- spector of Slaughtering under the new form of govern- ment.


CENTRAL SLAUGHTER HOUSE.


The regulation passed by the Health Department to change the custom of issuing a number of slaughter- ing licenses, and to grant a permit and a license to one person to conduct a central slaughter house has in the opinion of the Inspector been very successful, and the Inspector in his travels has not heard any adverse criti- cism or complaints of the plan. The residents of the town have their choice of three methods of having their slaughtering done. (a) They can have the licensed butcher call at their residence and transport the creature to be slaughtered to the slaughtering house and return it after it is dressed. (b) They may, if they choose, transport the creature to and from the slaughter house and pay for the dressing only. (c) Or they can do the transporting and slaughtering and pay a small fee for the use of the tools and hot water furnished. If a resi- dent insists on the Inspector going to his residence to inspect a creature that is to be slaughtered he must pay the traveling expenses of the Inspector. In the past it has been the custom for the resident to notify the In- spector that he wanted to slaughter on a certain day and the town paid the traveling expenses. That method was very expensive to the Town, and unjust to the tax-

payers, as it cost from $3.00 to $9.00 for each animal slaughtered. For illustration,-a resident in the su- burbs notifies the Inspector that he wants to slaughter a creature on his premises, the Inspector informs him at what hour he will arrive at his place and requests him to have the water hot and everything ready to begin work when he arrives; upon arriving the Inspector finds that the water is not hot enough, or that a person who is to assist has not arrived, or tools can not be found, and numerous excuses delay the beginning of the work a half or three-quarters of an hour. When operations begin, often there is not water enough, or not hot enough to scald the hog, or it is too hot and burns the hog and the bristles can not be removed without extra work. The Inspector has experienced all said troubles in doing slaughtering in the outside district; a creature is seldom dressed under two hours and it often takes three and four hours. Prior to this year the Inspector was com- pelled to hire an automobile to do inspecting in the out- side districts when not on the car line; the price paid for auto and driver was $2.00 per hour and time was charged from the time the machine left the garage un- til its return, and the average time required to kill a creature on the owner's premises was two and one-half hours.
