Voted: that the town of Middleboro transfer the sum of three thousand ($3,000.) dollars from the Surplus Account of the Gas & Electric Dept. to the Welfare Dept. for its use in meeting the necessary expenses of that Dept. for the remainder of the year 1933.

Article 2: To see if the town will vote to transfer the sum of one thousand ($1,000) dollars from the Surplus Ac- count of the Gas & Electric Dept. to the Welfare Dept. for its use in meeting the necessary expenses in the Old Age Assistance account, and act thereon.


Voted: that the town of Middleboro transfer the sum of one thousand ($1,000.) dollars from the Surplus Account of the Gas & Electric Dept. to the'Welfare Dept. for its use in meeting the necessary expenses in the Old Age Assistance Account.


Article 3: To see if the town will vote to appropriate the sum of twelve thousand ($12,000.) dollars from the Sur- plus account of the Gas & Electric Dept. to re-imburse the town for money which has previously been raised by taxa- tion to pay bonds and notes issued in the past for the benefit of the Gas & Electric Dept. This sum to be used to reduce the Tax Levy for the year 1933, and act thereon.

Article 4: To see if the town will engage in certain public works projects included in any comprehensive program of public works under section 202 of Title 11 of the National Industrial Recovery Act, to wit: the work of constructing, improving or repairing a sewerage system and disposal plant for the town, and also for the purpose of constructing and improving and repairing its Water Works System, subject to the approval by the board and by the Governor, and also subject to the proper Federal authorities obligating the Federal Government to make a grant therefor for the Federal money under section 203 of the National Industrial Recovery Act.

Article 5: And for the purpose of carrying out such said projects to see if the town will vote to borrow from the United States of America such sums as may be fixed by the Board as is provided in Chapter 366 Section 2 of Revised Laws and issue bonds, notes or other forms of written ac- knowledgment of debt for such terms and carry such rates of interest as may be fixed by the Board as is provided in said Chapter 366.

Article 6: To see whether or not the inhabitants of the town of Middleboro will vote to accept the provisions of Chapter 406 of the Acts of 1928 as amended, being entitled an act to Permit Certain Sports and Games on the Lord's Day, and act thereon. Agreeable to the petition of William J. Cunningham, etal.

SEALER OF WEIGHTS AND MEASURES

Gentlemen:


The report of the Weights and Measures Department for the year 1933 is as follows :-


State Standards. The State Standards are owned by the State and loaned to the town and comes under the direct supervision of the Town Treasurer and he is directly re- sponsible for any loss or replacement. They have been in use now for about eleven years. They are very carefully watched and taken care of so as to keep them in the best pos- sible condition. They are inspected by the State Inspector several times yearly. They consist of a Balance, Standard Dry and Liquid Measure, also Standard Metric, Apothecary and Adv. Weights.


Field Equipment. The Working field equipment is owned entirely by the town. It is repaired or replaced as necessity requires or upon order from the Division of Standards. The Apothecary, Metric and Troy weights are in excellent con- dition. The Adv. weights are sadly in need of renickling as mentioned in my 1932 report. This should be done at once to save replacement. They are of old style and if condemned by the State Department it would mean a whole new set of up-to-date weights and the town can ill afford to go to such a great expense now. The 50 lb. Adv. weights have all been recalibrated and painted, putting them in A-1 condition. All other weights owned by the town are in very good condition.


Gasoline Cans and Measures. A battery of test cans from one gallon to five inclusive, are owned by the town, and

with the exception of new gauge glasses they are in excellent condition, and should be good for a long time to come. A five gallon bucket measure owned by the State is also in good condition. A set of measures from 1 gill to one gallon inclusive, are also owned by the town and are in good condi- tion.


Weights and Measures in town.


Gasoline Pumps. The number of gasoline pumps in town are diminishing, caused by the better way of measuring gasoline by metering it. They are a source of continued annoyance as they constantly need attention if the motorist is to get his measure.


Gasoline Meters. Gasoline meter systems are fast taking the place of the old hand Gas Pumps and are, I believe, the most satisfactory way to deliver gasoline to the motorist. Yet they need constant watching if the motoring public are to receive their just measure. The Viz Gauge and dial are put on each and every gasoline pump or meter, that the motorist may see just what he is getting and it behooves each car driver to watch carefully the Viz Gauge and dial at the time of each purchase of Gasoline.


Butter. Butter has caused very little trouble this year. But as most of our butter comes to us packed and sent to us from other towns and states, the Sealer is required to make frequent reweighing to determine if the weight is up to standard.


Potatoes. Potatoes that come to our merchants put up in paper and burlap sacks and bags are a constant source of trouble, both to the merchant and the Sealer. Store keepers should not offer them for sale until they have been reweighed and found to contain weight marked on the bag.


Flour. Flour has been reweighed a number of times during the year and it has been found to run very uniform in weight. As this flour is all weighed on Automatic mach- ines, constant checking and reweighing on these machines is necessary.

Wood. A number of complaints on wood have been investigated and settled to the satisfaction of each party. The dealers of wood in our town are trying their best to do everything required by law, pertaining to the sale of wood.


Bread. Bread being the "Staff of Life" is watched very carefully as to weight and it has been found to run very even during the last year. Each and every baker coming into town to peddle, have co-operated in every way.
