Twenty-fourth Report.


The Trustees of Flint Public Library herewith submit their report for the year ending February 1, 1903.


During the past year the various needed improvements have been made in the way of repairing the roof of the building and also painting the trustee's room. The building is now in good condition and but slight repairs will be needed the coming years.

TOWN MEETING WARRANT.


Middleton, ss. To Oscar Cram, Constable for the Town of Middleton, in the County of Essex.


GREETING :


In the name of the Commonwealth of Massachu- setts, you are directed to notify the inhabitants of the Town of Middleton qualified to vote in elections and in town affairs, to meet at the Town Hall in said Town, on


Monday, the Second day of March, next.


at six o'clock A. M., for the following purposes, viz: To choose a Moderator to preside at said meeting and all other meetings to be held under this warrant.


To choose by ballot the following town officers for the ensuing year, viz: Town Clerk, three Selectmen and Assessors, one Overseer of Poor for three years, one School Committee for three years, one for two years, Highway Surveyor for one year, two Trustees of Flint Public Library, for three years, Constable for

one year, Treasurer, Tax Collector, Auditor, three Fence Viewers, Tree Warden and Superintendent of Burials.


Also on the same ballot to give in their votes, "Yes' or "No" in answer to the following question: Shall licenses be granted for the sale of intoxicating liquors in this town ?


The polls will be opened at six o'clock A. M. and closed at three o'clock P. M.


You are hereby required to notify and warn said qualified inhabitants to meet subsequently, at the Town Hall, on Wednesday, March 4, 1903, at 7.30 o'clock P. M., for the following purposes, viz:


ART. 1. To choose such other town officers as are required to be chosen in the months of February, March or April, annually.


ART. 2. To see if the Town will have cut on the town lot what wood will be necessary for the ensuing year, and hauled to the lock-up to be sawed and split by persons applying for a night's lodging, and deter- mine how the wood when sawed and split, shall be dis- posed of.


ART. 3. To see how much money the Town will raise to defray town charges during the ensuing year, and determine how the same shall be appropriated.


ART. 4. To see what action the Town will take in relation to discount and interest on taxes.


ART. 5. To act on the list of Jurors prepared and posted by the Selectmen.

ART. 6. To see what action the Town will take in regard to letting the Town Hall.


ART. 7. To see what action the Town will take concerning the cemetery.


ART. 8. To see what action the Town will take for the prevention of fires, and in respect to compen- sation of firemen.


ART. 9. To see what measures the Town will adopt for the removal of snow from the sidewalks.


ART. 10. To see if the Town will authorize its treasurer to bring suit in the name of the Town to recover any moneys now due or which may be due for the ensuing year, or take any action thereon.


ART. 11. To see how much money the Town will raise for the proper observance of Memorial day.


ART. 12. To see if the Town will authorize the Treasurer, under the direction of the Selectmen, to hire such sums of money as may be necessary to meet current expenses, in anticipation of taxes of the pre- sent year, and payable therefrom.


ART. 13. To see if the Town will authorize the collector to use all means of collecting the taxes which a Town Treasurer when appointed, may use.


ART. 14. By petition of W. P. Early and twelve others: To see if the Town will appropriate a sum of money sufficient to clean out and lower the bridge crossing Maple Street, near Mrs. Tiernan's house, and determine how the same shall be expended or take any other action thereon.

ART. 15. To see what action the Town will take in regard to observing Old Home week or a part of the same, in accordance with an act passed and ap- proved in the Legislature, February 25, 1902.


ART. 16. To see if the Town will authorize the Treasurer to hire money, as may be necessary, to meet current expenses.


And you are directed to serve this warrant by post- ing attested copies thereof, one at the Town Hall and one at the Center Post Office, and one at the Post Office in South Middleton, in said Town, seven days at least, before the time of holding said meeting. Hereof fail not and make due return of this warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting aforesaid.
