LIBRARIAN'S REPORT
Another year has passed and some may say, an uneventful one in Middleton, but it is entirely different with the outside world. There are so many unusual happenings in the world of today about which people like to read. You may read your newspapers or listen to your radio but you will find a wonderful fund of knowledge in your library. You will find a new Encyclopedia ("Americana': 1940 edition of thirty volumes) that is very useful to both adults and young people. The ad- dition of two new magazines, "Aviation" and "Popular Mechanics" will be of special interest to men and boys. Many new books of fic- tion, biography, travel and other interesting subjects have been added during the year.
Book deposits were placed at the Howe-Manning School, as usual, for special reading.
Book Week was observed with exhibits of books, which were dis- played in the balcony at the library.
Mrs. George W. Ewing of Peabody, formerly of Middleton, has kindly presented to the Flint Public Library, a small closet which for- merly was kept in the Town Hall as a book shelf. It may be consid- ered Middleton's first library. As the number of books increased, they were removed to the room now used as the selectmen's room and later the closet was sold to Mrs. Ewing's grandfather, Henry A. Wilkins.

ABSTRACT FROM THE WILL OF THE LATE CHARLES L. FLINT, OF BOSTON
Ninth: I give and bequeath to the Town of Middleton, in Essex County, the sum of Ten Thousand ($10,000.00) Dollars, to be expend- ed under the direction of the Trustees of the Flint Public Library of said Town in erecting a suitably permanent building for the use of said library. I also give to the said Town of Middleton the sum of Five Thousand ($5,000.00) Dollars to constitute a permanent fund for the support of the public library, the income only to be used for the pur- chase of books and periodicals, the Town to provide for the care and maintenance of the library.
THE CHARLES L. FLINT SCHOLARSHIP
"This scholarship, known as the Charles L. Flint Scholarship, was established in 1890 by a fund of five thousand dollars, the income of which may be used to defray the tuition and other expenses of worthy students in the Academic Department, Phillips Academy, preference to be given to students from the adjacent town of Middleton."
At the time of the establishment of this scholarship, the tuition rates were lower, and the income was sufficient to assist more than one student each year. Now the tuition charge is $350.00 per year, so this scholarship does not provide a full tuition scholarship but can cover the major part of the tuition charge.

SELECTMEN'S REPORT
To the Citizens of the Town of Middleton:
The Board of Selectmen submits for your approval a report of its activities for the year ending December 31, 1940.
As most of you will remember, the past year has seen many changes in the ranks of Town Officers, an unusual number of varied, unfortu- nate circumstances and events having caused permanent or temporary vacancies. This factor, combined with the natural increase of routine duties, made the work of this Board more difficult and exacting than usual, and made greater demands upon the time and efforts of every member.
In the always important matter of relieving the unemployment sit- uation, several worthy projects were carried on in cooperation with the Works Progress Administration. Early in the year a moth control project saw about 250 acres creosoted, cut and burned. Most of the summer months were occupied on sidewalk work, and the results of this project were highly gratifying; walks were constructed on Maple Street as far as the Page property. on both sides of North Main Street within the town lines, along Central Street, and in front of the library, with the required 330 tons of asphalt furnished in equal shares by the Federal government and the Town. Another large project was started in the cemetery, where 7} acres were cleared, 55 cords of wood cut for the Welfare Department 2,680 square feet of avenues built, and a total of 59 lots made ready to seed. Under State supervision, a drain- age system was installed along sections of Route 114, this being a sup- plementary project. The average number employed during the year was thirty men. It is hoped that the general upturn in business will allow a reduction in the number requiring work during 1941.
