PUBLIC LIBRARY REPORT
LIBRARIAN'S REPORT, 1945
Flint Public Library has been open as usual from 7 to 9 P.M. on Tuesday evenings and Saturdays 3 to 5 and 7 to 9 P. M. (Holidays excepted). Both V. E. Day (May 8) and V. J. Day (Aug. 14) came on library nights. The library closed as libraries in other cities and towns were closing as part of the celebration.
Deposits of books were sent to the Howe-Manning School for special reading. The books were chosen from the State Reading List recommended by the Division of Libraries, Department of Education. Certificates were awarded at the end of the School year. Many cer- tificates were awarded at graduation exercises.

Book Week in November was observed with an exhibit of new books for children and young people. The theme was similar to 1944, and carried the same thought of good-will among nations. Through books the American children will read about the children of other nations, their customs, the way they live and dress and play. There are so many delightful books for boys and girls, which are also ed- ucational. Many parents enjoy the books too, as they read to their children.
With the return of war veterans and less work in the Red Cross and other organizations working on the war effort, it is hoped that the circulation will increase in 1946. Many interesting books were purchased during the year.
The librarian wishes to express her appreciation to the trustees for their cooperation during the past year.

SELECTMEN'S REPORT
SELECTMEN'S REPORT
To the Citizens of Middleton:
The Board of Selectmen submits for your approval a report of its activities for the year ending December 31, 1945.
Meetings have been held each Tuesday evening in the Town Hall. All routine business was taken care of on the first and third Tuesday of each month.
The past year has been one in which many great events have oc- curred. Especially the termination of war with Germany and Japan and the return to their homes of many of the men and women from the armed forces.
Several post-war projects have been planned: a new Town build- ing, roads, sidewalks and extension of water mains. The committee favors the extension of water mains as the first project, if and when the funds are available.
Preambulation of town boundary posts were completed during the fall months. City officials from one city and Selectmen from six towns inspected all angle and corner markers and same were found in good condition.
There were several worthwhile improvements in the Town Hall. Repairs, were made to meet with the requirements of the State Department of Public Safety. The furnace room in the Town Hall was remodelled to meet with the requirements of the State Fire Laws and an oil burner installed in the furnace. The old school house has been painted on the front and two sides. The honor roll has been relettered and redecorated.
Two flags have been purchased and hung in the auditorium of the Town Hall: one the State flag and one the National flag.
Again this year we were able to provide busses for transport- ing the children to Salem Willows for their annual picnic.
On behalf of the Citizens, the Selectmen wish to extend their appreciation to all who served on the Rationing Board.
To the Town Officers and members of all Departments we wish to express our sincere appreciation for their cooperation during the year.

ELECTRIC LIGHT COMMISSIONERS' REPORT, 1945
The report of this Department covers a time when conditions have made it impossible to conduct any business along normal lines.
Not being able to buy needed materials coupled with an unusual number of stormy days has prevented doing all reconstruction, exten- sion of service and repair work that should have been done, except on a temporary or emergency basis.
Even with this handicap there have been very few interruptions of service, the two most serious were caused by a necessary shut down of the Eastern Mass. Co. main feeder line to replace insulators broken by rifle shots by boys or irresponsible hunters. We have an auxiliary source of supply from Danvers, to cover this condition but owing to their own increased load, it is inadequate to supply us. Negotiations are under way to remedy this condition. Induction volt- age regulators costing $4,479.79 are giving very satisfactory results.
Many street light fixtures should be replaced but it has been im- possible to get delivery of replacements, and owing to the unsettled labor conditions, there is no certainty as to when they will be availa- ble. Several requests have been received for street light extensions, but by law these can only be made by a vote by the Town authorizing the extensions and appropriating the money for them. If at the end of the fiscal year in which the extensions are made, we have current funds available to pay for the extensions, we may ask a vote of the Town to recind the appropriation, and pay the cost from our surplus funds.
The financial report of the Town Auditor, published elsewhere shows the Department to have money to do much in the way of neces- sary reconstruction, extension of service lines and repairs, if and when materials are available. Our distribution lines are now loaded to nearly the limit of safe operation, and plans are being made to increase line capacity to provide a proper factor of safety.
We again thank you for your cooperation in making it possible to keep our rates among the lowest in the State for towns under 5,000 inhabitants, and shall continue our aim to work for the lowest possible rate consistant with rendering satisfactory service.

HIGHWAY DEPARTMENT REPORT
To the Honorable Board of Selectmen and the Citizens of Middleton :
HIGHWAY
Chapter 90 and Chapter 81 money was spent mostly for mainten- ance work with only a small amount of new construction being done. The new work being on Log Bridge, Essex and Webb Streets.
A new all steel bridge was constructed over the Ipswich River on East Street.
With the return of Chapter 90 construction it will be possible to do more new work on Chapter 81 roads. In 1946 it is planned to hard surface portions of Mill, Locust, Webb and the rest of Essex Street.
MOTH AND TREE
All work in these Departments was done by the Highway Depart- ment. Spraying being done in the Spring and some wooded areas painted for gypsy moth. Dead wood"was taken from the trees along the roadside and all brush cutting was done from the tree funds.
FIRE
During the past year 34 alarms were sounded over the fire alarm and 69 calls were answered without sounding any alarm. The equip- ment of this Department is in very good condition, with only the Fire Alarm System needing special attention the coming year.
