REPORT.
TO THE SCHOOL COMMITTEE :-
Gentlemen :- In making my annual report on the state of the schools of the Town, it is a great pleasure to me to be able to say that there has been considerable progress all along the line ; perhaps, all the progress that could be expected under the circumstances. I have observed an unusual enthusiasm on the part of teachers ; a greater readiness to inquire into the best methods practised in other places ; a greater desire to perfect themselves in those departments of learning more immediately connected with their profession, and a stronger conviction of the very important truth, that the teacher must be more than the text-book ; must be able to clothe its lifeless skeleton with flesh and blood, and impart to it a living soul. This increased alertness on the part of the teachers has produced a very notice- able improvement in the quality of their work.
We are gradually working down to greater simplicity in our text-books, and are selecting those which have a less amount of matter in them. It is found that our

scholars have not reasoning powers sufficiently developed to master, in the time given, the large and advanced arithmetics and geographies now commonly in use ; con- sequently, we choose those that are more elementary. It is not desirable that the text-book should be any- thing more than a guide to help the teacher in the systematic treatment of his subject, and a source of supply to the scholar of all those elementary principles which need to be frequently repeated, in order to be deeply impressed upon the mind. Every teacher, who is properly qualified for his work, will range above, below, and all around his text-book, but the book will always be the center of his instructions. What is true in reference to too advanced text-books in our case, I think must be found true in other places ; for our scholars are, doubtless, equal to the average scholars of their age elsewhere.
I invite attention to another change which has been in progress for some time, but could not have been said to have any degree of completeness until the present. I have always regarded the ability to investigate a given subject in an exhaustive manner, and to put the results of that investigation on paper in an orderly, clear and simple way, as the very best criterion, on the whole, of a good education. Putting this high estimate on the power to think and write, I have long wished to intro- duce into our schools some efficient method of 'compo- sition, so elementary in its begining that it might be used in the primary schools, and so graded that it would

suit all the intermediate schools, and find its completion in the High School. Awkwardly enough, I began at the top and worked downward. For two years quite satisfac- tory work of this kind has been done in the High School ; irregular and incomplete efforts have been the outcome in the Grammar Schools ; and the results in the schools below have been entirely unsatisfactory. By the recent introduction, however, of Miss Stickney's Language Lessons, and with the assistance of some other changes, the plan of operations is now complete, and will doubtless work out results that will become a marked feature in our schools.
