REPORT OF THE OVERSEERS OF THE POOR.
The Overseers of the Poor would respectfully submit the following report :
The calls for aid from the outside poor do not vary materially from the previous year. The inmates of the Almshouse are as usual well cared for, have an abundance of wholesome food, are comfortably clad and kindly and considerately treated, and, as you will see, we close the year with an undrawn balance of $514.99. It is thought an appropriation of $6,000.00 will be necessary for the ensu- ing year, and the same is recommended.
INSANE POOR.
The number of insane have decreased one within the year, and while it is difficult to estimate the probable cost in this Department, the Overseers feel that an appro- priation of $3,000.00, with an additional $77.24 for the defi- ciency, ought to be sufficient, and is recommended.

BOARD OF HEALTH.
The number of cases of contagious diseases reported for the year was eighty-eight, divided as follows :
Diphtheria 4

Nearly all the cases of scarlet fever were in a very mild form, and were mostly confined to the north part of the Town, and out of the fifty-six cases there were but two deaths. The twenty-eight cases of typhoid fever were distributed over that part of the Town lying between the Franklin House on the south and Kingston line on the north. Three of the twenty-eight cases proved fatal.
During the months of April and May an inspection of the Town was made, and the contents of sixty-eight cesspools and privy vaults were ordered removed. A num- ber of complaints have been made, all of which have been investigated. Eight houses have been connected with the sewer, by order of the Board.

REPORT OF THE DIRECTORS.
In accordance with the request expressed by the Town at its Town meeting held April 14, 1896, the Directors of the Plymouth Public Library respectfully submit to the Town the following report of the condition of the Library and of its work during the past year :
The Directors soon after the meeting made arrange- ment with the Librarian by which the Library has been, and is now, continuously open to the public from 10 A. M. to 9 P. M. every day in the week, except on Sundays and holidays.
A new Supplement to the Catalogue has lately been printed, so that, with the exception of the latest recent ad- dition of books, the original Catalogue and its various Sup- plements form a complete printed Catalogue of all the books in the Library. This is in addition to a complete Card Catalogue of all the books which have been added to the Library since the original Catalogue of 1880. The subject of an entirely new Catalogue has been, and is now, under consideration, but as it is a matter involving a heavy expense, and, if done at all, should only be done in the best and most effective manner, the Directors are carefully investigating the matter before making their decision.

No record has been made of the number of persons using the Reading Room, but the use has steadily in- creased, and emphatically proves its great usefulness as an essential part of the Library. Ten thousand would be a low estimate of the number of patrons of the Reading Room during the past year.
The annual appropriation of $1,300 by the Town, sub- stantially enables the Directors to pay the running ex- penses of the Library, viz .: The rent of the Library Rooms, salary of the Librarian and her assistants, the Janitor, gas and printing.

FIRE DEPARTMENT.
TO THE SELECTMEN OF PLYMOUTH :
Gentlemen - The Board of Fire Engineers respectfully present their annual report for the year ending Dec. 31, 1896.
The working force of the Department consists of six Engineers and 155 men, as follows: Two steamer com- panies of 30 men each, one steamer company of 15 men, two hook and ladder companies of 16 men each, one chemical engine company of 16 men, one chemical engine company of 8 men, and four hose companies of 6 men each.
APPARATUS.
The apparatus of the Department is the same as re- ported last year, and consists of three steamers, two hook and ladder trucks, two chemical engines and four hose carts, all in good order.
HOSE.
We now have about 5,000 feet of 24 inch cotton, rub- ber-lined hose, which is now in good condition, some of it having been re-lined the past year.
BUILDINGS.
The buildings used by the Department are owned by the Town, with one exception ; that used by Hose No. 3 on Whiting Street is leased from Mr. Seth W. Paty. All the

buildings are in fair condition, and suitable for the pur- pose for which they are used, except that on South Street, formerly a school building. When abandoned for school purposes, it was turned over to the Fire Department. This building is in no way suitable, as it is not large enough for the men and apparatus quartered there. It has no tower for drying hose and no tank for washing same. It has no sanitary arrangements, no sewer connections, and is not in any way convenient.
HYDRANTS.
Two hydrants have been added the past year, making in all belonging to the Town 93, and 23 belonging to pri- vate parties. There are 57 hydrants on high service and 36 on low.
RESERVOIRS.
There are five reservoirs belonging to the Town, all of which are tight and kept full.
FIRES AND ALARMS.
The Department has responded to 17 alarms the past year, 13 for fires in buildings and 4 for fires in the woods. Considering the number of alarms, the loss has been small, as compared with former years.

This was caused by the cost of a new boiler for Steamer No. 3 which was not contemplated when the expense account was made up for 1896, but afterwards was found to be necessary.
APPROPRIATION.
We estimate that an appropriation of $5,000 will meet the expenses of the Department the coming year, and this sum is recommended.
RECOMMENDATION.
At the meeting of the Board of Engineers, held on the second Monday in January, it was voted to recommend in our report that a new engine house be built on the site of the old South Street school-house, now used as an engine house, at a cost not to exceed $6,000.
