Sewers and Drains.


1. All sunin druins and sewers shall I be constructed, altered or repaired and rarrd for by the Board of Selectmen. 2. The Board of Selcetmen shall enuse to be made nil plans and profiles of all main drains and common sewers constructed or laid by it, showing their localion with reference to other drains and seweis, and the street lines with all entrances thereto, which pinus and pio- files shall be kept in the office of said board.


3. When any atreet aball be opened for Inying or repairing any water or gas pipes, or for other purposea, the work shall be exernted so as not to ob- strucl the course, capacity or construe- tion of a main drain or common sewer, and whenever pipes for That purpose or any work of construction shall be found to exist in such location as to Inter- fele with the main drain or common sewerr, the corporalion, person, or per- sons having charge of maintoining samo shall on notice remove, alter or change sneh pipes in anch innnner as The Board of Selectmen may direct.


4. No person shall eut into, inter- fere with or obstruct a main drain or common sewer.


5. Every sewer drain Inid in any street or way, public or private, to be opened for public tinvel, shall be deemed a mnin drain or sewer, aud shall not be connected with any existing conmon sewer except by authority of the Board of Selectinen.

When such sewer or drain is laid in any prirate way or land, it shall he at the expense of the Owner or Owners of such private way or land, and such Owner or Owners ghalf not be linble to nny nssessmient levied or to be levied for such sewer or drain, except for the cost of connecting sncb sewer or drain with The Town iliniss or sewere already established.


7. All applications for entrance to the public sewer shall be made to the Boarit of Selectiuen

12 Within one year from the time of the adoption of these rules and reg- ulations by the Town, every house not already connected to a main drin or sewer, shall be connected, provided sucb main drain or sewer is accessible.


These By-laws, except as herein pro- vided, sball apply throughont the whole of the Town of Plymouth, but shall not apply to buildinga or other structures owned or occupied by the United States or by the Commonwealth, or apply to bridges, quays, or wharfs.


Whoever violates any provision of these Ry-Inws shall forfelt for each offence a mim not exceeding one hun- dred dollars,

Section 28, Furnaces.


All furnares shall have at least twenty inch space between the top of furnare und underside of floor joists, and the floor joists be protected by a metul shield or some other incombust. ible material exteniling at least three feet in front, and not less than six feet square.


Section 29. Smoke Pipe. Section 30. Heaters nnd Fireplaces. REPORT OF THE COMMITTEE ON TOWN WARRANT 1911.


The Committee on Town Warrant, 1911. submit the following report and recommendations upon the several arti- cles in the warrant involving the ex- penditure of money by the Town.


Article 5. To make the necessary ap- propriations to defray the expenses of the Town, and for other purposes, and to raise such sums of money as the Town shall deem expedient.


The Committee recommend the fol- lowing approprintions as asked for by the several departments and for the reasons set forth fully and clearly in the reports of those departments.

The committee recommend that no appropriation be made for the macadam- izing of Court street until all neces- Gary widening and straightening has been made as recommended by the Selectmen on page 17 of their report for the year 1009.


The committee further recommend the following appropriations to meet the deficiencies in the departments :

Article 6. To take such action as the Town may see fit in aid of the pub- lie library.


The Committee recommend the fol- lowing vote:


Voted: That the dog fund amount- ing to $1,367.66 and the additional sum of $132.34 be appropriated for the use of the publie library.


This sum of $1,500 in aid of the pub- lie library is the same as last yenr.


Article 8. To see what appropria- tion the Town will make for the care and improvement of the varions pub- lie parks and of Training Green.


The Committee recommends the ap- propriation asked for by the depart- ment of $1,200 for parks, and $103.56 for overdraft, and $175 for Training Green.


Article 9. To see if the Town will appropriate a sum not exceeding two hundred and twenty-five dollars to pay the expenses of Memorial day.


The Committee recommends tlie ap- propriation of two hundred and twenty- live dollars to pay the expenses of Memorial day, this being the fiftieth year since the first Plymouth Company set out for war.


Article It. To Je ale action the Town will take in regard to Bghting the streets of the Town and the Town


House, including making n contract for ( to reconstruct and furnish the said a term of years.


As the Board of Gas and Electric Light Conunission has made no decision on the complaint of the Selcetmen, authorized by vote of the Town passed nt the annual meeting of 1910, the committee deem it inexpedient for the Town to enter into any contraet for a term of yenrs. The committee recom- mnend however that the subject matter of this article be referred to the Select- men, with full power to take such ac- tion in the premises as they may deem for the best interests of the Town.


Article 12. To see whether the Town will accept and allow the alteration of


Main street extension as altered by the ! such appropriation as may he needed Selectmen, and reported to the Town, and make an appropriation therefor.


The Committee recommend that no action be taken under this article, un. til the Selectmen can assure the Town as to the aetnal cost to the Town of the layout of said alterations as reported to the Town.


Article 14. To see what action the Town will take in regard to establish- ing the old South Street School house lot on South street as a park, and to make an approprintion therefor.


The Committee recommend that the Town lay out and establish the School Hlouse lot on South street as a public park, and that. the expense of main- tenance be paid out of the general ap- propriation for parks.


Article 15. To see what action the Town will take in regard to subscrib- ing for, purchasing and holding shares of the capital stock. bonds and notes of the Plymouth & Sandwich Street Rail. way Company, and make an appropria- tion therefor.


Article 16. To see if the Town will vote to issue bonds, notes or serip of the Town for the purpose of raising any money which may oe required to carry into effect the action of the Town under the previous article.


The Committee recommend that the Town subscribe for $50,000 in stock of the Plymouth & Sandwich Stret Bail- road. when the balance of the amount necessary for the construction and ognipment of said road is fully pro- vided for.


Article 17. To see what action the Town will take in regard to the dis- position of the money paid the Town by the Commonwenith for the Armory.


The Committee recommend that the inoney received by the Town from the Commonwealth in payment for the Ar- mory be applied to the liquidation of the Armory loan and to other out- standing indebtedness of the Town.


Artiele 18. To see if the Town will authorize tbe Selectmen to install a police signal system, and make an ap- propriation therefor.


The Committee recommend that no appropriation be made for the installa- tion of a police signal system the pres- ent year.


Article 21. To see if tbe l'own will accept and allow the layout of a com- mon landing place at Cedarville as laid out by the Seleetmen and reported to the Town.


The Committee recommend that the 'Town accept and allow the layout of a cominon landing place at Cedarville as laid out hy the Selectmien and re- ported to the Town, and recommend an appropriation of $100 therefor.


Article 24. To see if the Town will appropriate the sum of one hundred and twelve and 88-100 dollars ($112.88) to meet the deficit on expenses ineurred for the celebration of July 4, 1010.


The Committee recommend that the Town appropriate one hundred and twelve and 88-100 dollars ($112.88) for the deficit in expenses for tlie celebra- tion of July 4, 1910, as said deficit was inenrred by a committee appointed by the Selectmen of the Town.


Article 25. To see if the Town will authorize the Fire Department to 1.80 the Grammar School house at Manomet for a lire station, and nppropriate the sum of two hundred dollars ($200.00)

The Committee recommend that the Town authorize the fire department to use the Grammar School house at Manomet for a fire station, whenever the said building is abandoned for school purposes and recommend the ap- propriation of the sum of $200 for the purpose of making necessary altera- tions and for furnishing the said build- ing.


Article 27. To see what netion the Town will take to provide a building. or additional rooms, for the accom- modation of the schools now occupying the High School building, and to make therefor.


The Committec recommend that the Town suthorize the School Committee to take the South street Engine Hlouse for school purposes and recommend an appropriation of $4.000.00 for making necessary alterations and for furnish- ing the same.


Article 28. To see if the Town will authorize the Selectmen to take a lease of Pilgrim Wharf in Plymouth for such time and on such terms and conditions as the Selectmen may deem for the in- terests of the Town, and to make any necessary appropriation thercior.


The Committee recommend that the Town authorize the Selectmen to take a lease of Pilgrim wharf in Plymouth for such time and on such terms and conditions as the Selectmen may · deeni for the interests of the Town, and recommend an appropriation of $1,500 for the purposes therefor.


Article 11. To see what action the Town will take in regard to establish- ing a fixed yearly compensation for the Board of Assessors, and to make an ap- propriation therefor.


Article 29. To see if the Town will appropriate and fix the sum of five hun- dred dollars ($500.00) as the yearly salary of the Chairman of the Select- inen. (By request.)


Article 30. To see what action the Town will take in room.i to mereading the salary of the Tax Collector.


The Committee recommend that ar- tieles 11. 29 and 30. relating to the compensation of Assessors, Chairman of Selectmen and Tax Collector, be referred to a Committee to report at a future 'Town meeting what readjustment of the salaries snd compensation of the of- ficers of the Town is ndvisable, together with their recommendations as to the apportionment of duties and compensa- tion of the members of the several Boards and Committees of the Town.


Article 31. To see what action the Town will take in regard to establish :- ing public bath houses, including mak- ing an appropriation therefor.


The Committee recommend that $250.00 he appropriated for the erection and maintenance of public bath houses under the direction of the Park Com- missioners, at such places as they may ‹leem advisable.


Article 32. To see what aetion the Town will take in regard to increasing the pov of the Town laborers to thirty cents (50 cents) per hour. (By peti- tion.)


The Committee recommend that no action be taken by the Town under this article.


The subject matter of the remaining articles, not already disposed of, is more or less routine; and not requiring any special appropriations of money the present year, are considered out of the jurisdiction of this committee.
