CHAPTER 5, ACTS OF 1943
Section 1. During the continuance of the existing state of war between the United States and any foreign country, any city, town or district may appropriate money for the purchase of defense bonds, war bonds or other bonds issued by the federal government, or other bonds which are legal investments for savings banks; provided, that the ag- gregate amount of such bonds held at any time under authority of this act shall not exceed five per cent of the assessed valuation of real estate and tangible personal property therein in the year nineteen hundred and forty-two. The aggregate amount purchased and in- vested under authority of this act and all interest earned thereon shall be set up as a separate fund in the custody of the treasurer of such city, town or district, who is hereby authorized, in case any bond held in the fund matures or is called, to reinvest, with the approval of the mayor, selectmen, prudential committee or commissioners as the case may be, in other bonds authorized by this act to be purchased. No bonds held under this act may be sold prior to the termination of the existing state of war.
The proceeds from the sale of any such bonds, shall be used only for purposes for which the city, town or district may borrow money for a period of not less than ten years in accordance with sections seven and eight of chapter forty-four of the General Laws; provided, that such proceeds may, in each instance with the approval of the board established under section one of chapter forty-nine of the acts of nineteen hundred and thirty-three, be appropriated and used in whole or in part for other purposes.
Said board in giving its approval shall give especial consideration to necessities then existing in such city, town or district involving rehabilitation following the war or due to unemployment conditions or otherwise. * * *
Section 6. Chapter four of the acts of nineteen hundred and forty-two, except sections three and six, is hereby repealed, and bonds purchased under section one of said chapter four shall, for the purposes of this act, be deemed to have been purchased hereunder and shall be held subject to the provisions hereof.

ANNUAL REPORT of the Board of Selectmen For the Year Ending December 31, 1945
The year 1945 was momentous in the annals of the nation's history bringing with it as it did the end of the world engulfing war and the total surrender of the aggressor nations. This ending of the war brought with it many problems, principal among them the rehabilita- tion of those who served in the armed forces and recon- version to our peacetime pursuits. Words of praise can- not suffice for those sons and daughters of Plymouth who answered their nation's call and, to them, we owe a debt of gratitude that cannot ever be repaid.
The end of 1945 disclosed the fact that our town was in a most excellent financial condition, a condition that we may not equal, if ever, for many years. The only funded debt of the town was the sum of $72,000 as the amount remaining unpaid of the high school building loan. On the other side of the ledger was the fact that the town had invested during the wartime years, the sum of $130,000 in a post-war rehabilitation fund and a favor- able balance in the excess and deficiency fund of approx- imately $300,000.
The year brought with it a disastrous storm along our coast that caused much damage to our shores and to property. Steps are now being taken to secure financial assistance from the state and county to aid the town in the repair of this damage.
It also marked the retirement of one who served the town long and faithfully as its Tree Warden and Moth Superintendent in the person of Abbott A. Raymond. The best wishes of the town go to him in his retirement.

During 1945, the Selectmen purchased a photostatic machine for the purpose of making it possible for our returning servicemen and women to obtain photostatic copies of their discharge and other important papers with- out charge to them. This work has been done under the direction of the police department in an efficient manner.
The combination sand and snow loading machine pur- chased during 1945 has proved its worth especially fol- lowing severe storms when it was possible to clear out main streets in a minimum of time and effort. The high- way department is deserving of commendation for the manner in which it has carried on despite the difficulty of obtaining necessary materials. The police and fire department are also deserving of praise for the efficient manner in which they have continued to guard the safety of the public.
During the preceding twelve months your Board of Selectmen has made many efforts to bring new indus- tries into the town and has obtained some measure of success. While on this subject it might be pointed out that lack of available facilities, such as buildings avail- able for industry, are almost entirely lacking and a de- cided deterrent to the prospects of getting new businesses to locate here. The census of 1945 disclosed a small gain in population.
In closing your Board of Selectmen would like to ask the cooperation of our townspeople with those who con- tinue or succeed us in office so that the problems of the difficult days that lie ahead may be made less difficult.
