THE SCHOOL COMMITTEE
OF THE
TOWN OF QUINCY,
FOR THE SCHOOL YEAR ENDING FEBRUARY 5, 1865.

REPORT.
In the record of proceedings at the regular March meeting of the Town in 1861, we find the following : -
" Voted, That the School Committee be instructed to make up their Report to the first day of February next, and have it printed with the Auditors' Report."
It does not appear that these instructions were complied with at the time ; nor was it, indeed, an altogether easy matter to comply with them, inasmuch as the school year did not end until the first Monday in April, and it would have been neces- sary to prepare the Report, not only before the Winter Exam- inations, which have usually been the severer Examinations of the year, but so early as to leave the condition and progress of the Schools during the months of February and March quite unaccounted for.
A year ago, however, the Committee determined, at the earnest request of the Selectmen, to issue their Report in con- nection with the Town Report ; deeming, in their own words, that such disadvantages as those just referred to were " more than counterbalanced by the immense advantage gained through the opportunity afforded them of placing their Report in the hands of the people prior to the Annual March meeting, thus enabling all voters to vote understandingly upon any matters relating to the schools that may be brought forward at that meeting."

But this year our course has become plainer. In entire ac- cordance with the spirit of the above vote passed by the Town in 1861, and in order that there may be for the future no such discrepancy between the School Committee's and the Auditors' Reports as has heretofore existed, - a discrepancy due to the fact that the municipal year ended two months before the School Year,- we have decided that the School Year shall begin henceforth on the first Monday in February ; thus making the Municipal and the School years very nearly coincide.
GENERAL CONDITION OF THE SCHOOLS.
When we consider what our Schools might become; and how, with all that has been hitherto accomplished, the art of education seems even now to be but in its infancy ; and how we are only inaugurating that great revolution in the whole sys- tem of teaching which must take place before we can arrive at anything like perfection in our methods of instruction ; we are unable to declare ourselves really satisfied with the condi- tion of our Schools. A great deal remains to be accomplished before the eight or ten years usually devoted to a common school education shall be spent in such a manner as will be best suited to the interests of the pupils.
But, on the other hand, looking backward instead of forward, and comparing past methods with present, we have much reason to congratulate our fellow-citizens on the manifest and continual improvement in our Schools. With every year deepens and spreads among us interest in the great work of popular educa- tion. With every year is manifested an increasing anxiety to discover and eradicate faults of teaching, and to devise and use wiser and better plans. In almost every instance we have found Teachers ready and even glad to acknowledge deficiencies of former years, and to receive and adopt suggestions of improve- ment. In fact, we think that more and speedier improvements would have been effected hitherto, had not Teachers felt them- selves subjected to the pressure of an outward authority, bent

on resisting reform, and self-pledged to travel forever in the old ruts.
A word here as to the choice of teachers. In selecting them from among the many candidates who generally present them- selves whenever a vacancy is to be filled, it is the duty of the Committee to lay aside all personal preferences and private inter- ests, and consider solely the good of the Schools. It was stated in last year's Report that, " in determining the fitness of candi- dates for the office of teacher, four considerations have recently had much weight with the Committee : -
" 1. Whether the applicants are inhabitants of Quincy.
" 2. Whether they need the money.
" 3. Whether they are graduates of a Normal School.
" 4. Whether they are graduates of our High School."
We repeat the statement ; but it should be clearly understood that superior to any or all of these is the consideration : Which of the applicants is best fitted to take charge of the School ? It by no means follows that the selection of the Committee is unwise if in the successful candidate is fulfilled neither of the conditions mentioned above.
And let us urge again upon parents the importance of visiting the Schools. We are always glad to see the blank pages in the School Register well filled with visitors' names ; - especially glad when these names are the names of parents. Be assured that every visit of one who feels a real interest in the School gives a fresh inspiration both to teachers and to pupils.
CONDITION OF THE SCHOOLHOUSES.
There has been trouble again with regard to the heating of some of the buildings. In some instances, where the furnace has either worn out, or has been found for other reasons insuf- ficient, stoves have been set in the different rooms. *
