REPORT ON THE QUINCY TOWN DEBT.


At the adjourned annual town meeting held on the 26th of March, 1877, it was -


"Voted, That a committee of three be appointed to report on the origin, increase, and recent decrease of the town debt, and upon the best course to pursue to insure the more speedy and certain extinguishment of the same."


The undersigned, the committee appointed under the fore- going vote, would respectfully report as follows : -


It would appear from the records that the present town debt originated prior to the year 1830; that is, there has been no time since 1830 when the town was wholly clear of debt. The committee has not deemed it necessary to make any investiga- tion as to debts which may have existed anterior to 1830, as during several years immediately preceding that year those debts had all been extinguished, and the town owed nothing. At a meeting held on May 4th, 1829, it was voted to build three school-houses, and, to enable the building committee to carry this vote into effect, the treasurer was authorized to borrow on town notes a sum not exceeding ·$2000. With this vote the present town debt originated. During the fifty years which have since then elapsed, the population of Quincy has increased from 2200 to over 9000, its total valuation from $800,000 to $7,500,- 000, and its annual assessment from $4500 to more than $112,- 000. In 1830, as compared with the present time, the burden of taxation could have been but very slightly felt. Its increase has since then been out of all proportion to the increase either of population or of wealth. For years between 1830 and 1840 the rate was but $2.40 on a thousand ; it is now $ 14.00, and has been as high as $17.50. The increase of the valuation has been but nine-fold ; that of the annual levy has been twenty-five-fold. The total assessment of 1830 divided among the inhabitants showed an average annual payment of but $2.00 per head ; it is now over $ 12.00.

It will be noticed that the debt originated in an exceptional outlay for building school-houses. On the first of February, 1878, as will be seen from the statement in the town report, it amounted, after deducting from the gross debt the cash actually in the treasury, to $45,540. This amount is less by over $10,- 000 than the aggregate of the bounty and other war expenses ($32,000) incurred between 1862-5, and the cost of the Atlantic and Wollaston school-houses ($25,000) built in 1874. In a cer- tain sense, therefore, the debt may be called a war and educa- tional debt ; but it might far more appropriately be described as a debt incurred through the loose practice of not making the appropriations for the ordinary expenses of each year cover them. It is a deficiency rather than a war debt. The regular debt intentionally contracted to meet exceptional outlays, - the only debt any town ever ought to have, - has been repeatedly dis- charged by money raised for that purpose. This money has, however, up to a very recent time been almost regularly diverted from the purpose to which it ought to have been applied, and has gone to make good deficiencies which never ought to have existed. This carelessness, on the part both of town meetings and of town officers, seems, indeed, to be of more than forty years standing. In 1837, for instance, the debt was nearly ex- tinguished. By Act of Congress the surplus revenue of the United States had the year before been divided among the States, and of the amount appropriated to Massachusetts a sum no less than $5148.36, was paid to Quincy and was regularly appropriated to the payment of the town debt. It should have sufficed to extinguish it. But this, like most money which comes to a community from outside and unexpectedly, did the town nothing but harm. The old thrifty spirit was gone, and habits of waste and carelessness had been contracted. Accord- ingly the very next year after the United States money was received, the debt was again heavily on the increase ; and in 1839 the committee on appropriations, in recommending that a sum much larger than usual should be raised, added that they had been "induced to do this from the fact that the appropria- tions for several years past have not been sufficient to meet the
