Rate of taxation, $16.80 per $1,000, an advance of $1.20. Total tax for State, County and Town purposes committed to A. Dudley Johnson, Collector $46,023 06


The increase in taxable property above that of last year is in real estate, $79,758, personal property $37,021, total $116,779. This is a much better showing than was antici- pated at the beginning of the tax year. The average increase for the last three years is, in round numbers, $112,500.


This steady gain in taxable property has been the means of gradually reducing the rates, showing a healthy and pro- gressive state of things; such facts and figures as the above must be gratifying to our taxpayers. It is generally con- ceded that a low tax rate serves as an incentive to capitalists to invest their money in towns where low rates of taxation prevail. Such being the fact, the town should practice economy to a reasonable extent, and the citizen taxpayer should oppose any unnecessary or useless expenditures, so that a further reduction in our tax rates may be assured.


In searching the records, three pieces of marsh and nine house lots were discovered that had escaped taxation for several years.


Seven lots were also found that had been taxed for a number of years to the supposed owners, which were traced to the real owners, who were, and have been assessed for them and the taxes paid.


It is the opinion of the assessors that there is other prop- erty remaining untaxed, to bring to light would require further investigation and searching of records; for this reason the assessors would recommend that at the annual meeting in March next, the sum of fifty dollars be granted, to be used for that purpose, if needed.


Also a like sum for the purpose of obtaining plans of cer- tain portions of the town. Several plans of new territory recently laid out into streets and house lots, have been secured. Others are needed, in the absence of which the assessors have had to rely upon their own judgment, and

such knowledge as could be obtained from others, who were often the owners and not always free to impart the desired information.


Of the $100.00, by the assessors supposed to have been voted by the town for the purpose of looking up land titles and untaxed property, $23.17 has been expended. By this means owners of property heretofore untaxed have been identified, and a profit to the town secured.


A Repository for the better preservation of plans of streets, house lots, etc., has been obtained at a cost of $25.00. Two other items of expense, amounting to $9.39 may be added, making the total expenditure in this depart- ment of $57.56.


The Assessors in the discharge of their duties have endeav- ored to be just to all in their discrimination of values. It is not always an easy matter to get at the exact cost, or true valuation of taxable property, especially buildings, and for the information of those who entertain the opinion that real estate should only be assessed for three-fourths of its value we would say it is a mistaken idea. The law requires that all property shall be assessed at a fair cash, or market value, giving reasonable time to dispose of the same, a forced sale not to be considered as fair and equitable.


It will be seen by the Auditor's Report that the sum of $300.00, set apart for the Assessors' salary, has been insuffi- cient to meet the expenses of their department.


Since the Valuation Book of 1889 was published, a large proportion of tlie taxpayers have applied for individual tax lists, all of which have been rendered upon application.


During the past year a large amount of property belonging to residents has changed to non-resident owners, who have, with few exceptions, called for assessors' valuation, or divided tax bills. These requests in all cases have been com- plied with.


Nearly every day letters requiring answers have come to hand, either by mail, or through the collector, relating to taxes and property. In many cases information obtained

from these sources was of considerable importance to the assessors.


By the above statement it will be seen that the assessors' duties multiply and increase each year in proportion to the gain in population and taxable property, which will require a proportionate increase of salary, that a fair compensation may be afforded for services rendered.


In accordance with the By-Laws of the Town of Saugus, the Assessors would recommend the appropriation of $400 to meet the estimated expenses of their department for the year 1892.

AUDITOR'S NOTE .- Mr. W. F. Hitchings reports a larger amount col- lected than he has paid over to the Town Treasurer and presented a bill in December for commissions on the amount as claimed by his own books. This bill was returned with the explanation that commissions could be allowed only on the amount received by the town. No correct bill has been presented, therefore the proper amount appears among the liabilities of the town, and the amount collected over the amount paid in, should be paid the Town Treasurer, when the Collector will be entitled to his commissions thereon. This amount will more than account for the difference between the balance due on 1888 list and the published list of unpaid taxes, the difference on other years of both collectors, appearing on the other side can only be adjusted by the pre- sentation of receipted bills by those whose names are incorrectly pub- lished.
