At the annual meeting in March last one hundred dollars was appropriated for the purpose of obtaining plans and looking up titles. Of that sum $36.14 has been expended. A portion of this amount was used in defining boundries, location and extent of property, to aid the collector in securing claims against estates liable to be sold for non payment of taxes.


Considerable time has been spent in searching the records for transfers and untaxed property. Investiga- tions thus far are quite satisfactory. Fine pieces of marsh land were discovered-three of them taxed and the balance placed on file for future assessment.


Eight new plans of streets and house lots have been secured at a cost of $12.75. Others on on a large scale are contemplated. For the Assessors' and Collector's use plans of this kind are indispensable ; they afford the means of obtaining an accurate description of house-lot

location, boundries and the number of feet contained in each lot. This is important where land is sold at prices ranging from five to fifteen cents per foot.


Over fifty parcels of real estate have changed hands since the first of last May, a large number being held by non-residents. These estates will require further attention, the dates of transfer should be known, for it is much better to assess property to the real owners than to owners unknown.


During the past year substantial progress has been made in building operations ; fifty-four dwelling houses were erected, an excess of thirty-nine over the previous year. Eighty-nine house lots have been sold, affording a a larger increase in taxable property, the land heretofore having been assessed by the acre at one-fourth its pres- ent value. The outlook for further improvement in land values and building operations, judging from present appearances, is encouraging.


It will be seen by the table of aggregates that the in- crease of real estate the year past was $132,301. The apparent decrease of personal property amounts to $23,886, showing a net gain of $108,415.


The regular increase in taxable property during the past four years has enabled the Assessors to reduce the tax rate from $20.00 per thousand to $16 50. Shall we be able to make a still lower rate for 1893? Of this there is some doubt, unless the appropriations are kept within a reasonable limit. This can be done if the legal voters so desire. If we must have an increase in our expendi- tures by reason of town improvements or otherwise, let them be to the extent of our ability to pay, bearing in mind-'tis the tax payers who pay the bills.


Complaint is often made that our valuation is too high. That may be true. Should we change the present system and make a general reduction in values, the rate would increase in like proportion. It makes but little difference

to the property owners, whether taxes are based upon a high valuation or vice versa, the result financially, would be the same.


Those who are impressed with the idea that they are taxed higher than their neighbors who own similar prop- erty must be aware that careful comparisons are made in the apraisment of such estates, the location and sur- roundings are fully considered. It is impossible to secure exact equality, or proportion, in the levy of all taxes based upon valuation. Assessments are made upon property in accordance with the best information obtainable, as to its true value, with the idea of making the burden of taxation as nearly equal as possible.


An extra room for the Assessors use is very much needed, not only for their benefit, but for the convenience of those having business with the Assessors, without being oblieged to make a statement of their private affairs in presence of others, as they are now compelled to do.


In accordance with the requirements of the town By- Laws, the Assessors would recommend the appropriation of $425,00 to meet the estimated expenses of their de- partment, for the year 1893.
