Along with 19 other Directors he attended a three month course on Survival Planning, having written a Survival Plan for the Town of Saugus and which said Plan has now been ap- proved by the State. 1958 Report of the Planning Board


To the Town Manager:


The Annual Report of the Plan- ning Board for the year ending December 31, 1958, is herewith sub- mitted:


With the close of the year 1958 came the completion of one of the largest "Title Seven Master Plans" in the State. This board has de- voted an immeasurable amount of hours discussing the problems with which the Town of Saugus is faced. Mr. Nord Davis of the Nord Davis Associates, who compiled this Mas- ter Plao. also met in long sessions with your Planning Board.


In executing the duties of the Planning Board, we held approxi- mately four meetings per month. In addition to our regular meetings we convened four rezoning hearings and two subdivision hearings, and received applications for one pro- posed subdivision and four proposed zoning changes.


There are six subdivisions on which construction is underway comprising approximately 125 lots, which upon completion will net an assessed valuation to the Town of approximately $625,000. The Plan- ning Board requires that the de- veloper absorb all cost for the in- stallation of water mains, sewer mains, drainage, road surfacing. ete., and is so bonded to the Town for the faithful performance of the 50.00 [ agreement between the developer and the Town of Saugus.


Among a few of the larger sub- divisions already in progress are Athens Drive. Donna Road and Norma Lane. Sterling Avenue, Mi- Jano Drive, McLean Road and Lau- rine Road.


Many weeks of work are consumed in the consideration and accept- ance of a subdivision, as each de- velopment requires preliminary


meetings with the developer as the tentative plans and requirements are meticulously analyzed.


Several meetings were held with Mr. Glen Weeks of the Melrose Public Works relative to the relo- cation of Stanley Street. This board has prepared and will submit an article In the next Town Meeting Warrant asking for the acceptance of this street by the Town. The re- construction of this Stanley Street relocation will be cost-free to the Town of Saugus, to be borne by the New England Power Company.


For the past several years tbe Planning Board has been the van- guard in preventing "spot zoning" within the Town of Saugus. This undesirable type of zoning is also corroborated in the Saugus Master Plan as being a detriment to the Town,


The Planning Board bas also viewed all street acceptances and will submit its recommendations on each at the 1959 Annual Town Meeting.

At the close of a very active year, the Planning Board and Town Manager, John B. Kennedy, were invited to attend a formal presen- tation of the completed Saugus Comprehensive Master Plan by Commissioner John T. Burke of the Massachusetis Department of Com- merce. This took place in December at the Department of Commerce in Boston. The formal presentation was attended also by newspaper photograpbers and televison camera- men. Wide publicity was given this event as it was the largest com- pleted Master Plan in the State to date.


The Planning Board would like to publicly express its appreciation for the timely suggestions and co- operation it has received from our Town Manager, John B. Kennedy. and many other Town officials. With this healthy spirit prevalling In 1959.

The Chapter 386 street improve- ments were completed at a savings of approximately $6,000.00 under current contractors' prices. Complete drainage systems were Installed at the following locations: Maple Street

The above drainage systems were completed by the highway division at a savings of approximately $27,- 240.00 under contract prices. This division bullt five new storm culverts at the following locations at a savings of approximately $700.00:

Collins Avenue Alfred Road extension


Geenrai grading, loaming, seed- ing, improvements and general po- licing was done at the various town playgrounds, also made provisions for skating rinks at some of the playgrounds. In addition we super- vised the hot-topping work per- formed at the various playgrounds. The replacement of concrete side- walks was done on Dudley Street, Adams Avenue. Central Street and Lincoln Avenue.


Filling, grading, Joaming and seeding was done on a new section of the Riverside Cemetery.


The total revenue from the sewer division for the year 1958 was $10,218.00 showing a slight increase over 1957; broken down as follows: 1957 1958 Sewer Rentals $9.811.50 $10.218.00 Eentrance Fees 225.00 none


Totals $10,036.50 $10,218.00 We now have 724 active sewer connections which is an increase of 25 over the year 1957.


Ali repairs, improvements and maintenance at our sewer pumping station are done, with large savings to the taxpayers, through the abii- ity of Mr. Day to make repairs and improvements and by his know- ledge of the workings of this sta- tion.


During 1958 the following main sewers and house connections were laid by private contractors and/or developers, under our supervision, at & savings of approximately $i1,- 400.00 to the town:


430 feet 8-inch on


Third and Forest Avenue


140 feet 8-inch on Central Street Under contract 875 feet of 10-inch Bewer main was laid on Lincoln Avenue, in conjunction with water main replacement, at an approxi- mate cost of $52,000.00. Contractor also laid 300 feet of 10-Inch sewer main on Lewis Lane at an approx- imate cost of $10,000.00


During 1958 we added 1,745 feet of sewer to our system so our miies of sewer is now 10.03 including two and two-fifths miles of outfail sew- er line from our pumping station to the Lynn outfall sewer located at the junction of Commercial and Friends Streets, Lynn.


Approximately 8,000 cubic yards Y gravel burrow for highway and miseelianeous projects was excavat- ed at the Town Dump for $1,200.00. This represents a saving of $10,- 800.00 had this material been pur- chased from gravel contractors,


In addition to the vast amount of work performed by each division of the Public Works Department our major street, sewer, water and drainage projects showed & savings of over $69,000.00. Our storekeeper was responsible


for the construction and painting


of numerous project barricades, such as wooden horsse, detour signs, etc., at a savings of approximately $400.00 under wholesale prices.


The mechanics in our garage were responsible for all mechanicai work and equipment repairs to town equipment including police, fre, building and other town depart- ments.


In addition to the above they were responsible for the construc- tion and rebuilding of one mobile lighting unit and one sand spreader at a savings of approximately $400.00 under prevailing sales priccs. During the winter months ali per- sonnel of the Public Works Depart- ment participated in plowing, show removai, sanding and saiting of highways, correcting drainage con- ditions, etc.


During inclement weather ali di- visions aided in equipment repairs, painting and lettering of equipment, servicing of equipment, painting of construction barricades, ctc.


ENGINEERING DIVISION


The plans and specifications pre- pared by this division, under direct supervision of the superintendent, for bid proposal purposes represents a great savings to the Town of Saugus. In previous years this work was done by private engineering firms at a high cost to the town. The principle function of this di- vision is to:


1. Make preliminary surveys and studies.


2. Prepare plans and specifica- tions.


3. Prepare cost estimates,


4. Inspect and supervise con- struction.


5. Give lines and grades.


8. Prepare payment estimates.


7. Approve and record pians, for the following phases of work:

3. Water Mains


4. Highways


5. Waterways


8. Engineering Services


Because of the many projects done under each of the above listed phases of work only the highlights of the work will follow in this re- port.


1. Sanitary Sewers:


With regard to sanitary sewers the personnel of this division in- spected, supervised and approved numerous house connections to the main sewer and new sanitary sewer mains.


2. Storm Water Drains:


This division made preliminary studies and surveys, prepared plans, gave the lines and grades and su- pervised the construction of the following: Maple Street Spencer Avenue

6. Engineering Services:


This phase of work deals primar- ily with the public and is a constant daily function. Some of the duties performed in connection with this work are:


1. Street lines for property


owners.


. Lines and grades for walks, driveways, etc.


3. General engineering inquiries over the telephone. lot


4. Survey information for surveys.


. Coordination of engineering work with State Engineers.


6. Sketches, pian reproductions, etc., for public, etc.


. Assessors' Office:


Correcting Assessors' plans in ref- erence to sub-division of land and changing of lot lines. This work entaiis the investigation of deeds and transactions, many of which had to be traced back for years, at the Registry of Deeds in Salem. 8. Law Department:


Providing the Town Counsel with information such as descriptions of land involved in street acceptance and descriptions and plans for ease- ments.


FORESTRY & PARKS DIVISION This division collected the sum of $177.16 for damage due to town owned trees.


This division topped and removed 53 Elm trees and removed 23 others including oak, maple, chestnut, etc. and pianted 55 new trees,


Roadside brush was cut or var- jous streets as requested, Aiso spray- ed poison ivy in various sections of the town.


Ali town elms were sprayed for alm leaf beetles and eim bark


beetles.


Checked all wooded areas for gypsy . moths and found the town to be in a very good condition with regards gypsy moths.


This division maintained ali town- owned greens and cut and main- tained ali the town playgrounds. In addition to the above work this division has also done other work since becoming part of the Public Works Department. This div- ision participated in emergency work, such as cleaning out brooks, road patching, snow removal, etc. The total cost of operating ail div- Isions of the Public Works Depart- ment for 1958 was as follows: Salaries and Wages ... ₹175,084.34

1958 Report of the Veterans' Benefits


Mr. John B. Kennedy, Town Manager Saugus, Massachusetts Dear Sir:


Herewith please find an outline of the work accomplished in the Veterans' Benefits Department for the year 1958.


Starting off in January there was a heavy demand made on the costs of medical and hospital expenses. This continued through- out the balance of the year caus- ing a shortage in active funds early in the fall which had to be supplemented by two transfers from the Reserve Fund.


There were 82 cases handled in which 220 persons were benefited. They were as follows: Mexican Insurrection, 1; World War 1, 18: World War 11. 31; and Korean Conflict, 8 cases. Most of these cases were on a temporary basis due to lack of work or illness on the part of the wage earner. There are at present 15 perman- ent cases on file. It was found necessary to deny several appli- cations that did not comply to the directives of the Commissioner. It is with appreciation and thanks that I wish to extend to the various help given me by the
