GENERAL FINANCIAL CONDITION5
Total Estimated Receipts received were $75,039.57 less than those anticipated in fixing the 1963 tax rate. This can be traced directly to the collections of Motor Vehicle Excise Taxes. In 1963 the state took over the billing of these Excise Taxes and late commitments failed to produce the estimated amount by December 31, 1963.
Unexpended balances in Appropriations in the amount of $135,592.85 were transferred to the Surplus Revenue Account bringing the balance in this account to $261,044.18 as of December 31, 1963.
"Free Cash" was $131,418.05.

said nomination papers, and further the Town Clerk's Depart- ment handled all the detailed work for the elections held in the Town of Saugus during the year 1963. With the enacting of Chapter 434 of the Acts of 1960 prohibiting the opening of ballot boxes and the counting of votes in Towns until the polls are closed a gen- uine personel problem exists in all Towns throughout the Com- monwealth and the Town of Sau- gus is no exception. Once again legislation has been enacted by the General Court without serious consideration to the mechanics of the problem. Towns in most in- stances, and particularly in pre- cinct towns, have precincts which run in number several times lar- ger than precincts in cities. In conclusion, the law now provides that the counting of ballots shall commence with the close of the polls, and shall continue without adjournment, until the counting is complete.
In addition to the foregoing ac- tivities, records were made of Town Meetings for the Town of Saugus, annual and special, for which payment records are kept in the Office of the Town Clerk and certified copies of all votes taken are furnisbed to the various departments and for Town, City, County and State Boards and Com- missions, and further the Town Clerk is charged with the respon- sibility of handling the mechanics of conducting a Town Meeting. Also, a complete listing of dogs taken from the census slips, are complled and given to the dog officer in order for him to check delinquent licensers.
. In April 1963, along with the aforementioned duties and respon sibilities the Town Clerk's office personnel also operate the Town Hall Switchboard. This is a time consuming device that occupies forty per cent of the working time of the office.
Records are also kept by the Town Clerk's Department for the Board of Selectmen, the Town Clerk by virtue of his office Acts as ex officio as the Clerk of the Board of Selectmen, and certified copies of votes of the Board of Selectmen are available in the Town Clerk's Office for all Town Departments and various boards throughout the Commonwealth. All Selectmen's correspondence is handled by the Town Clerk's Department, in addition to keeping a permanent file of all Selectmen's correspondence.

In addition to the above person- nel, there are 15 special police officers who are available to per- form police duty; 75 special of- ficers assigned to varied duties; 24 uniformed auxiliary police of- ficers; 18 guards of the General Electric Co. with police power on and about the company's proper- ty located in Saugus; 8 special of- ficers assigned to school traffic details; 2 special police for Lynn Water Dept. assigned to water sheds in Saugus; 2 special officers at Sears, 2 at Zayre's and 3 at GEM store, plus 3 at Arcade Bażaar.
The year 1963 has been a very" busy year for the police depart- ment starting with the serious fire at Walnut Street overpass on January 29, 1963, which took the lives of two men, causing in- convenience to motorists in cross- ing Route #1 and necessitating the assignment of a police detail on 24 hours basis at the Spring Street cut-through from April to October. On October 1, we had a disastrous fire at the Junior High School and another fire at the High School on October 22, causing ad- dítional police details for the pro- tection and security of all schools. This detail is still in operation.
Since February 24, Officer Ber- rett was relieved of his duties be- cause of serious illness. On september 1, Chief Mansfield re- tired and his duties were taken up by me. These additional duties and responsibilities added to my other duties kept me a very busy man.
During the year 1963, I have issued 119 licenses to carry fire -* arms, 1 license to possess a ma- chine gun and 7 licenses to gun dealers receiving a total of $275 for same. As a result of supplying insurance companies, attorneys, etc. photostatic copies of accident reports, I received the amount of $1.490.00. all of which together with the fees for the issuance of firearm licenses 1 have turned over to the Town Treasurer and hold a receipt for same.
Commendation was given to Of- ficer Philip Hyam oo August 4 and September 1 for the splendid police work and the courage that he displayed in the apprehension of culprits for breaking and emer-

Arrests
During the year 1963, there were 570 arrests made, 522 of which were males and 48 females. Resi- dents arrested amounted to 181 and nonresidents 389. The arrests were made for the following crimes: Violation of Town by- laws 13; Delinquency 39; A,W.O.L. I; Drunkenness 144; Forgery 3; Iiligitimacy 5; Lewd and Lascivi- ous Cohabitation 2; Adultery 3; Threats 1; Possession of Druge 1; Operating a Motor Vehicle while under Influence of Liquor 21; Oper- ating to Endanger 17; Leaving Scene of Accident 13; Speeding 41; Other Motor Vehicle Viola- tion 43; Neglect and Nonsupport 8; Stubborness 2; Unnatural Acts 1; Violation of Condition of Fro- bation 2; Uttering Forged Instru- ment 1; Escapee 2; Illegal pos- session of Explosives 1; Man- slaughter 1; Rape 1; Robbery 5; Assault and Battery 4; Assault by Means of a Dangerous Weapon 1; Breaking and Entering and Lar- ceny 14; Attempt to Commit Lar- ceny 65; Receiving Stolen Pro- perty 1; Using Motor Vehicle with- out Authority 3; Larceny of Motor Vehicle 2; Malicious Destruction of Property 4; Shooting Mīssiles 1; Possession of Burglarious Tools 2
Of all the above arrests only two persons were found not guilty. All others were either fined, filed, placed on probation or committed to the House of Correctionor State Correctional Institution. Total amount of fines assessed was $5,332.00.
