As your Committee have in mind the desirability of keeping your park properties up to the standard of those in other towns in the State, and while our system is partly self-supporting, in order to do some needed grading at the Blaney Beach Reser- vation and to meet the usual running expenses recurring for the care and maintenance of the properties, we would recommend that the sum of $1,000 be appropriated by the town to be used for park purposes.

Report of Water Commissioners.
To the Citizens of Swampscott :
The Water Board herewith respectfully submits its fourth annual report.
At the annual town meeting last March, the town voted to appoint a committee to consider several articles in the warrant. Of this committee the following gentlemen, Weston K. Lewis, Fred C. Marsh, John R. Merritt, and the present Water Com- missioners were appointed as a sub-committee to consider the advisability of building a new stand-pipe and selecting a lot of land for the same. After due investigation this committee was unanimous in its opinion that a new stand-pipe was needed and the highest point of land on the Palmer estate was selected for its situation, and so reported to the general committee, who accepted the recommendations and presented the same for action at the adjourned Town meeting, April 22, 1901. When articles 39 and 40 of the warrant were called for consideration Weston K. Lewis offered the following motion which was carried with- out a dissenting vote :-
That for the purpose of enabling the Town of Swampscott to purchase land and erect and equip a water stand-pipe thereon, and for the furnishing and laying of such pipe as may be neces- sary to connect the same with the present water supply of the town, and for other expenses incident to the construction and equipment of said stand-pipe and the works connected therewith, there be issued, coupon bonds of the Town of Swampscott with the privilege of registration to the amount at par value of twenty thousand dollars, in sums of one thousand dollars each, bearing

upon their face the words " Town of Swampscott Water Loan ; " said bonds to be signed by the Treasurer of the Town of Swamp- scott and countersigned by the Water Commissioners. Said bonds shall be issued under the seal of the Town, and bear date August 1, 1898, payable at the Colonial National Bank of Bos- ton, Mass., or at the office of the Treasurer of the Town of Swampscott, at the option of the holder, on the first day of August, 1928, with interest at three and one-half (3 1-2 per cent.) per cent. per annum, payable semi-annually on the first days of February and August principal and interest payable in gold coin of the United States, or its equivalent, and that the Treasurer of the Town, and said Water Commissioners, at their discretion cause such bonds to be prepared, offered, and disposed of in such manner, at such time or times, and for such prices as they shall determine, subject to the provision of Chapter 293 of the Acts of the Legislature of the year 1898.
The Sinking Fund heretofore established under the provisions of this Act, with all the provisions thereof, shall be, and the same is, hereby extended so as to provide for the payment of the bonds authorized by the foregoing vote, and any of said bonds, or any remaining proceeds thereof not needed for the uses before mentioned, shall be paid and contributed to said fund, and such other and further payments and contributions shall be made thereto from time to time, as are required by the provisions of said Act of 1898, Chapter 293, and by other provisions of law, and said Sinking Fund shall remain inviolate, and pledged to the pay- ment of said loan, and shall be used for no other purpose.
The stand-pipe was constructed according to the plans of Engineer Freeman C. Coffin, by W. J. Walsh of Holyoke, who was the lowest bidder. The contract for laying the foundation of the stand-pipe and the digging of some half mile of trench leading to it was given to M. McDonough, the pipe being laid by Supt. Pollard.
By referring to stand-pipe account you will note that the work was completed within the given estimate.

nearing that perfection which will class it among the first in the State.
The taking down of the old stand-pipe was completed December 18th under the direction of the purchasers, the W. H. Perry Co., whose bid of $525 was the highest of the several received. We think the removal of this unsightly structure from the centre of our town is a matter of general congratulation.
We have had inserted in the warrant, an article, asking that the appropriation made for the laying of the pipe on Phillips avenue be used for the greater need of laying a 12-inch cast-iron pipe from the hay scales to a point just beyond the Ocean House, the Phillips avenue extension to be carried out later. We consulted Engineer Coffin in reference to this change and we herewith publish his reply :

DEAR SIR :- In response to your inquiry as to the relative advisability of laying the pipe on Phillips avenue, which was proposed in my report of last spring as a means of improving the fire service in the vicinity of Hotel Preston, or relaying the 8-inch pipe on Orient street from the "hay scales" to the vicinity of the Ocean House, or about half the length of this street, from where it leaves Humphrey street on the west to where it joins it again on the east, I will report as follows :
That the latter improvement will increase the efficiency of the fire service at Hotel Preston, but not so much as the laying of the pipe on Phillips avenue ; in a rough way, it may be said that the efficiency will be about half way between what it is under present conditions and what it would be if the Phillips avenue pipe were laid. The laying of the new pipe in Orient street will, however, improve the fire service in the portion of the Town east of the Ocean House as a whole more than the laying of the Phillips avenue pipe would do, and taking everything into consideration I am of the opinion that if you are unable to make more than one of these improvements at the present time, it would be more

desirable to replace the 8-inch pipe in Orient street with a 12-inch pipe, as above stated, this work being considered as a part of the proposed plan of relaying the whole of Orient street with 12-inch pipe as fast as it can be done.

Our revenue this year has been somewhat increased by the sale of land on Paradise road, the old stand-pipe and some of the old machinery used by the Marblehead Water Co., aggre- gating some $2,000, which together with the unexpended balance of the stand-pipe appropriation will enable us to make the needed extension asked for in the article in the town warrant.
With the completion of this work the Water Department does not anticipate any imperative demands for the ensuing year.
