The suggestions of the Selectmen in regard to the offer of the Roberts heirs was considered and discussed, no action taken. The recommendations of the Chief of Police in reference to an extra regular man on the force was refered to the Selectmen to report at the adjourned meeting.
ART. 27. Taken up on motion of H. B. Sprague it was unanimously voted : That, whereas it was heretofore determined by the voters of the Town in Town Meeting, assembled on the 22nd day of July, 1903, that the rate of interest upon series E, F and G of the Swampscott sewerage bonds amounting to $35,000.00, in all, be three and one-half per centum per annum, it is now voted that said rate of interest be increased from three and one-half per centum to four per centum per annum, and that said bonds be issued as heretofore voted bearing interest at four per centum.
Voted, That, the Selectmen be empowered to accept the offer of Mr. Leonard H. Phillips to donate land for the purpose of widening Orient street, opposite the Smith property.

Voted, That the lease executed by William C. Stone dated August 28, 1895, whereby the Town of Swampscott acquired the right to use a certain lot of land on Humphrey street for a public dump is hereby canceled, and Thomas Stone, the present owner of said land is released from the observance of the con- ditions of said lease.
Voted, To appropriate for the Cemetery $1,000 including the expense of grading material and a new map of lots.

To the citizens of Swampscott :
Your committee, appointed at the last Town Meeting to consider the matter of salaries of the Town officials for the current year report that, in view of the large appropriations made this year and a prospective increase in the rate of taxation, that it would be inadvisable at this time to make any change. We

therefore recommend that, with the exception of the Overseers of the Poor, the same salaries be paid the Town officials as they received last year.
At the suggestion of some of the members of the Overseers of the Poor, your committee recommend that the sum of two hundred and forty-five dollars ($245.00) be paid them, including clerical work, being the same amount as last year, but to be divided as they may elect.

On motion of Mr. Stubbs, it was voted, That all salaried officials of the Town shall present an itemized bill to the Select- men for their approval and no money shall be paid out of the Town Treasury to any salaried official in excess of his salary for services rendered.
The following appropriations were voted :
ART. 18. To construct a 12-inch drain from Greenwood avenue, through Humphrey and Orient streets, to the Marshall street drain, with proper catch-basins and manholes and branches for connections with the buildings along the route, to provide for both surface water on the streets and drainage of cellars, $2,000 to be raised by loan, payable $500 in each year from date of issue.
ART. 21. For expense of removing the Town Scales to the Town land on New Ocean street, to be raised by loan, $250, and that the Town accept from the Roberts heirs, thirty feet of land starting from the westerly end of present line of fence.

ART. 16. To place a fire alarm box near the bend of the road on Humphrey street and relocate box 24, $80.
ART. 28. For paving the gutters on Crescent street, $50.
ART. 30. For a horse and vehicle for the Superintendent of Streets, $250 by loan.
ART. 32. For laying an 8-inch sewer in Ingalls terrace with particular sewers to line of estates abutting thereon, $1,200 and that said sum be paid from money now in the treasury credited to the Sewer Department.
ART. 33. For resurfacing Farragut road, $500, to be raised by loan.
ART. 34. Voted, To accept Mapledale place as laid out by the Selectmen and to appropriate $200 for the same.
ART. 36. For rebuilding the culvert on Humphrey street, $100.
Your committee deem it inexpedient for the Town to enter upon private property for the purpose of cleaning out brooks, any improvement on present conditions should be made by the owners. Signed by the Committee.
For improving the approach to the Pest House $100.
The Selectmen having accepted the offer of Mr. L. H. Phillips to donate land for the widening of Orient street opposite the Smith property, the sum of $300 was appropriated for expense incident to same, to be raised by loan.
ART. 29. Voted, 186 to o, that the sum of $6,500 be appro- priated, to be raised by a loan, for the purchase of the lot of land containing about 95,000 square feet lying between Middlesex avenue, the State road and Ellis road, for a play ground.

ART. 35. Voted, That the prayer of the petitioners be granted, and that the matter of leasing a piece of land on Pine street to the G. A. R. and the Womens' Relief Corps, be left with the Water Commissioners.
ART. 19. The petitioners were given leave to withdraw, as the Town has no jurisdiction.
ART. 20. Indefinitely postponed.
Voted, To indifinitely postpone the matter of an extra police- man.
Voted, To place the property number 7 Minerva street in hands of a real estate agent for sale.
Resolved, That a committee consisting of E. A. Farnham, Joseph M. Bassett and David K. Phillips be appointed to solicit subscriptions for the benefit of a stone fountain to be erected at the junction of Humphrey and Orient streets. Voted, to refer Article 25 to the Selectmen.

To either of the Constables of the Town of Swampscott, in said County, Greeting :
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Swampscott, qualified to vote in elections, and in Town affairs to meet at the Town Hall, in said Swampscott, on Thursday, the fifth day of May, current, at seven-thirty o'clock in the evening, then and there to act on the following articles, viz :
ARTICLE I. To choose a Moderator.
ART. 2. To see if the Town will vote to raise by loan, for permanent improvements, the sum of fourteen thousand ($14,000) dollars. Said sum having been appropriated at the last Annual Town Meeting, for several permanent improvements.
ART. 3. To see if the Town will appropriate the sum of three hundred ($300) dollars for watering carts, harnesses, etc., said sum having been reimbursed on account of work not being completed.
ART. 4. To see if the Town will vote to extend the system of sewerage through Thomas road from Burrill street to Elm- wood road, with connections to the property lines of the abutters, and appropriate money for the same.

In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Swampscott, qualified to vote in elections, and in Town affairs to meet at the Town Hall, in said Swampscott, on Thursday, the seventh day of July, current, at seven-thirty o'clock in the evening, then and there to act on the following Articles, viz :-
ARTICLE I. To choose a Moderator.
ART. 2. To see if the Town will vote to erect a new School Building, and appropriate money for the same, as petitioned for.
ART. 3. To see if the Town will place a stone crossing on Salem street, crossing Harrison avenue, and appropriate money for the same, as petitioned for.

To see if it is the sense of the voters of the Town that the lot of land at the junction of Orient and Humphrey streets, beginning at the westerly intersection of said streets, and running along Humphrey street at least eighty-five feet, thence southerly in a direct line to Orient street at a point eighty-five feet at least from the point begun at, thence along said Orient street to the point of beginning, be purchased or taken by the Town as and for a public park, and to see if the Town will request the Park Commissioners to take the necessary legal steps to secure said land for said purpose.
ART. 6. To see if the Town will accept Franklin avenue as laid out by the Selectmen.
ART. 7. To see if it the sense of the voters of the Town that any action be taken toward widening Humphrey street between Monument square and land of E. M. Wardwell.
And you are directed to serve this Warrant by posting attested copies thereof at the Town Hall, Depot, Post Office, and three other public and conspicuous places in the Town, seven days at least before the time of holding said meeting.

Return on the Warrant.
Pursuant to the within Warrant to me directed, I have notified the inhabitants of the Town of Swampscott, qualified as herein expressed, to meet at the time and place and for the purpose herein mentioned, by posting up attested copies of said Warrant at the Town Hall, Depots, Post . Offices and twenty-five other public and conspicuous places in said Swampscott, on Monday, the twenty-seventh of June, 1904, the posting of said notices being, at least, seven days before the time of said meeting.

ART. 2. Rev. W. B. Shumway, Chairman of the School Committee, submitted a motion, "That the Town appropriate the sum of $19,000 for the purchase of a site and the erection of a new school-house thereon, the money to be raised by loan," and was proceeding to explain to the meeting the requirements of the Town for such a building, and the result of investgations of the Committee looking to a suitable location, when Mr. Robert Leslie moved the indefinite postponement of the matter, which was carried.
ARTS. 3 and 4 were indefinitely postponed.
ART. 5. On motion of Charles S. Haskell, it was voted, That the lot of land at the junction of Orient and Humphrey streets, beginning at the westerly intersection of said streets and running along Humphrey street at least eighty-five feet, thence southerly in a direct line to Orient street at a point eighty-five feet at least from the point begun at, thence along said Orient street to the point of beginning ought to be purchased or taken by the Town as and for a public park, and that the Park Com- missioners are requested to take the necessary steps to secure said land for said purposes.

In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Swampscott, qualified to vote in elections, to meet at the Town Hall, in said Swampscott, on Tuesday, the Eighth day of November next, it being the Tuesday next after the first Monday of said November, at six o'clock in the forenoon, then and there to bring in their votes to the Selectmen, on one ballot, for
Electors of President and Vice-President, Governor, Lieuten- ant Governor, Secretary, Treasurer, Auditor, Attorney-General, Representative in Congress, Councillor, Senator, Representatives in General Court, District Attorney, County Commissioner, Associate Commissioners, Sheriff.
The polls to be kept open until 4.30 o'clock P. M.

And you are directed to serve this Warrant by posting attested copies thereof at the Town Hall, Depot, Post Office, and three other public and conspicuous places in the Town, seven days at least before the time of holding said meeting.
