GENTLEMEN,-The Commission direct me to inform you that it is intended to put in a flight of steps, as requested by you, near the end of Phillips street. They would be glad to consider a request from your Board that this Commission move the edge- stone along Humphrey street where it borders on the reservation, so that the greater part of the present sidewalk will be thrown into the roadway, as it does not seem that a sidewalk would be needed on that side of the street after the granolithic walk is laid along the edge of the new wall.

Resolved, That it is the sense of this Town that the claim of the said A. O. Cahoon is an honest one, and that it is the duty of the Town to adopt all legal measures to the end that said claim be satisfactorily and fairly adjusted ; be it

Resolved, that our Senator and Representatives be requested to further the wishes of the Town in this matter, and that Town Counsel be requested to draw such bill and petition as may be required in its proper presentation to said Great and General Court.

Return on the Warrant.


Pursuant to the within Warrant to me directed, I have notified the legal voters of Swampscott by posting up attested copies of said Warrant at the Town Hall, Depot, Post Office and twenty other public and conspicuous places in said Swampscott, on Tuesday, the second day of May, 1905, the posting of said notices being at least seven days before said meeting.

Pursuant to the foregoing Warrant, the voters of the Town were called to order at 7.30 P. M., by the Town Clerk.


Daniel F. Knowlton was elected Moderator.


ARTICLE 2. Voted not to adopt this Article.


ART. 3. Voted, 17 to 5, that the Board of Selectmen is hereby authorized and directed to purchase one-half of the estate of Mrs. Sarepta H. Morris, on Burrill street in Swampscott, being the westerly half of said estate, for the sum of $2,800, and that the said sum of $2,800 be and is hereby appropriated for the same, to be raised by a loan, and the Town hereby accepts the option of Mrs. Morris on the balance of her said estate.


ART. 4. Voted, To appropriate $400 to remove ledge and build two catch-basins and put Mapledale place to grade.


ART. 5. Voted, to appropriate $1,500 to regrade Humphrey street from a point near house of Galeucia to the Lynn line.

Special Town Meeting August 14, 1905.


TOWN WARRANT.


ESSEX, SS.


To either of the Constables of the Town of Swampscott in said County, GREETING:


In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Swampscott, qualified to vote in elections and in Town affairs, to meet at the Town Hall, in said Swampscott, on Monday, the fourteenth day of August, current, at seven-thirty o'clock in the evening, then and there to act on the following articles, viz. :


ARTICLE I. To choose a Moderator to preside in said meet- ing.


ART. 2. To see if the Town will appropriate a certain amount of money to carry on moth work as required by the Commonwealth of Massachusetts.


ART. 3. To see if the Town will vote to establish the Police Department in the Morris property, recently acquired by the Town, and appropriate money for the same.


ART. 4. To see if the Town will appropriate the sum of three hundred and fifty dollars ($350) to be used on the Play- ground.


ART. 5. To see if the Town will vote to adopt the following as an amendment to the by-laws of the Town, or to see what other action will be taken thereon :


"No person shall, without permission from the Sewer Com- missioners, open, raise, or in any way intermeddle with, any man-hole cover, or misuse or intermeddle with in any way any part of the sewer system."

ART. 7. To see what action the Town will take to re-surface Eureka avenue, and appropriate money for the same.


ART. 8. To see if the Town will extend the sewerage system through Burrill street to Essex street, through Essex street to Cherry street, through Cherry street to Hillside avenue, and through Hillside avenue to Roy street.


ART. 9. To see if the Town will extend the sewerge system through Burrill street, from the junction of said Burrill street with Middlesex avenue, to Columbia avenue, thence through Columbia avenue to the Lynn line, or do anything in relation to to the same.


And you are directed to serve this Warrant by posting attested copies thereof at the Town Hall, Depot, Post Office, and three other public and conspicuous places in the Town, seven days at least before the time of holding said meeting.

Return on the Warrant.


Pursuant to the within Warrant to me directed, I have notified the legal voters by posting attested copies of said Warrant at the Town Hall, Depot, Post Office and twenty other public and conspicuous places in Swampscott on Saturday, the fifty day of August, 1903. The posting of said notices being, at least, seven days before the time of said meeting.

Daniel F. Knowlton was elected Moderator.


ARTICLE 2. Voted to appropriate $1,200 for the suppres- sion of Gypsy and Brown-tail Moths, as called for in Chapter 381 of the Acts of 1905.


ART 3. Voted to accept and adopt this Article and to appro- priate $500 for the same, to be expended under the direction of the Selectmen and Chief of Police.


Voted to lay Article 4 upon the table.


ART 5. Voted to lay this Article over until the next annual Town Meeting, and that the Selectmen be instructed to insert in the annual Town Warrant an Article covering this matter.


ART. 6. Voted to accept the portion of Roy street as laid out by the Selectmen in accordance with plan dated July 20, 1905, on file in the Town Clerk's office, and to appropriate $200 for the same.


ART. 7. Voted to appropriate $too to resurface Eureka avenue, to be expended under direction of the Highway Surveyor.

remembrance of my husband, an ambulance for the the use of and protection of all persons within your Town, who may be in need of your consideration through sickness, accident, death, crime or any other adversity.


May the ambulance shelter you, and those dear to you, in life and in death, and cover with the mantle of mercy the wrong doer and all such as do err from the paths of justice and peace. The conditions of the gift are as follows :


Ist .- That all persons unable to pay shall have the use of the ambulance free of all charge. All other fellow-towns-men and those who have temporary residence, shall pay a charge such as is made by the surrounding towns.


2nd .- That the ambulance shall be kept under the supervision of your Police or Fire Departments, which ever your honorable Board may deem most expedient for your own convenience and where it can be used to the best advantage for the greatest num- ber of the inhabitants of the Town of Swampscott.


3rd .- That in the opening of each summer season you send printed notices to the hotels announcing the fact that the "Beattie Ambulance" may be had in all cases of emergency by calling telephone - adding here number to be used.


4th .- That as far as possible it may be known as the Beattie Ambulance of Swampscott.


I request that this letter be put on the Records of your Town. And also that if you decide to accept the gift, I may receive your answer over the seal of the Town of Swampscott.


The conditions are not made in any self or individual interest but simply from my earnest desire to put within reach of every man, woman and child in Swampscott, this memorial so sacred to me, and which I send to you hoping it will bring naught but usefulness and peace within your borders.

Voted, unanimously, That the Town accept the gift of Mrs. Beattie, and extend thanks for the same, and that it be placed in the hands of the Board of Selectmen to carry out her wishes ; and


WHEREAS, The Town is in receipt of a beautiful and per- fectly equipped ambulance through the kindness and generosity of Mrs. Dr. Robert F. Beattie ; and


WHEREAS, This additional appliance to our efficient police service fills a much needed want.


BE IT RESOLVED, That we, the citizens in Town Meeting assembled, take this opportunity to express our thanks to the generous giver and that we hereby testify to our appreciation of the sympathetic, humane, and kindly spirit, as well as practical foresight, that prompted its presentation.


RESOLVED, That these resolutions be spread upon the records of the Town and that a copy with the Town Seal attached be presented to the noble hearted donor.


ART. 3. Voted, That for the maintenance of the "Beattie Ambulance" during the remainder of the current year, the Board of Selectmen are hereby authorized to use any part of the appropriation voted at the annual Town Meeting of 1905 for the purpose of procuring an ambulance for the use of the Town.

Report of the Selectmen.


To the Citizens of Swampscott :


The past year has been a busy one with this board. As the Town grows, each department requires more attention and a larger appropriation. The Selectmen believe that the Town should practice economy in the various departments, and for citizens when new improvements are proposed, to study them carefully, that the rate of taxation may be kept at a low figure.
