Voted, Article 7. That the vote passed under Article 56 at the adjourned town meeting of April 6, 1922, relating to the appropriation of $19,000 for the addition of two rooms to the Palmer school, so called, and the issuance by the Treasurer, with the approval of the Selectmen, of bonds or notes of the town therefor to an amount not exceeding $19,000, together with the vote by ballot under Question 2 on said ballot at the adjourned meeting of April 13, 1922, adopting the recommendation of the Finance Committee for said appropriation to be raised by bonds or notes of the town, and all acts done or performed under authority of said votes, be and the same are hereby ratified, confirmed and approved. (Unanimous.)


Voted, Article 8. To accept and adopt the report of the Finance Com- mittee, that the town extend the sewer in Phillips street to Claremont terrace for a distance of about seventy-five feet, the same to be paid for by the Water and Sewerage Board out of the emergency sewer fund.


Voted, Article 9. To accept and adopt the report of the Finance Com- mittee for the purposes specified in Articles 1 and 2, which relate respec- tively to the appropriation of $4,500 for the laying of a six-inch water main in Fuller avenue for a distance of about 950 feet, and the appro- priation of $2,500 for the laying of a six-inch water main in Franklin avenue for a distance of about 800 feet, said appropriations aggregating $7,000, that the Treasurer, with the approval of the Selectmen, be author- ized to borrow a sum not to exceed $7,000 and to issue bonds or notes of the town therefor, said bonds or notes to be signed by the Treasurer and countersigned by a majority of the Selectmen, and shall be issued and payable in accordance with section 19 of chapter 44 of the General Laws and of chapter 155 of the Special Acts of 1916, as amended by chapter 252 of the Acts of 1920, so that the whole loan shall be paid in not more than thirty years from the date of the issue of the first bond or note, or at such earlier dates as the Treasurer, with the approval of the Select- men, may determine. Said bonds or notes shall be denominated on the face thereof "Swampscott Water Loan, Act of 1916," and shall bear such rates of interest as may be fixed by the Treasurer with the approval of the Selectmen. Article XLVIII of the Amendments to the Constitution is hereby amended by striking out, in that part entitled "II. Emergency Measures," under the heading "The Referendum," the words "A separate vote shall be taken on the preamble by call of the yeas and nays, which shall be recorded, and unless the preamble is adopted by two-thirds of the mem- bers of each House voting thereon, the law shall not be an emergency law; but" and substituting the following :- A separate vote, which shall be recorded, shall be taken on the preamble, and unless the preamble is adopted by two-thirds of the members of each House voting thereon, the law shall not be an emergency law. Upon the request of two members of the Senate or of five members of the House of Representatives, the vote on the preamble in such branch shall be taken by call of the yeas and nays. But

Petition for recount of votes cast at State Election November 7, 1922, was received, petitioning for a recount of votes cast for United States Senator. The votes were recounted by the Board of Registrars, assisted by Harry E. Cahoon and Frank G. Melvin. While errors were found, they were not of sufficient number to change the election.

GENTLEMEN,-I submit herewith my report of an audit of the accounts of the town of Swampscott for the period from January 1 to June 30, 1922, made in accordance with the provisions of section 35, chapter 44 of the General Laws. This report is in the form of a report made to me by Mr. Edward H. Fenton, Chief Examiner of this division, who was placed in charge of the work.

SIR,-In accordance with your instructions, I have made an audit of the accounts of the town of Swampscott for the period from January 1 to June 30, 1922, and report thereon as follows:
