DEPARTMENT EQUIPMENT
The equipment of this department is regularly inspected and tested and no effort is spared to have it ready for in- stant use at all times.
RECOMMENDATION
I recommend that the Town purchase two patrol cars to replace two 1962 Chevrolets.

I wish to express my sincere apprecia- tion to the Board of Selectmen, to the members of my department, to the offi- cers and members of the Auxiliary Police, to the traffic Policewomen, to all Town Departments and to all others who have co-operated with me during the year.
WORKMEN'S COMPENSATION
DOUGLAS F. ALLEN, Workmen's Compensation Agent
During 1962 thirty-five claims under Workmen's Compensation involving employees of the Town were reported. Of these three employees were disabled more than seven days.
Compensation payments to or on behalf of the employees amounted to $4,386.64, higher than in recent years. In this amount were two large payments made on claims incurred in previous years. Handling of this activity without the excellent cooperation of Town employees would be difficult and special thanks are due the Town Counsel, Town Accountant and the Board of Public Works personnel.

The Board reviewed twenty-eight hearings, of which eighteen were for use and business permits and ten for variances.
We wish to express our sincere appreciation to Mr. John S. McKenney for his help and cooperation, and regret his resignation from this Board.

QUESTION: On Article 33 of the Annual Town Meeting for 1962, the Planning Board recommended that the Town's Zoning By-Law, Article 3, Sections 3 and 4, and the Table of Heights and Area Regulations, be amended as follows :-

QUESTION NO. 1 PROPOSED AMENDMENT TO THE CONSTITUTION
Do you approve of the adoption of an amendment to the constitution sum- marized below which was approved by the General Court in a joint session of the two branches held May 13, 1959, received 143 votes in the affirmative and 118 in the negative, and in a joint session of the two branches held March 29, 1961, received 144 votes in the affirmative and 121 in the negative ? SUMMARY
The proposed amendment imposes no new taxes but gives the General Court the power to pass an income tax at graduated or proportioned rates and is a change in the constitutional limitations now in effect on the power of the General Court to pass tax measures. The proposed amendment would add a new Article to the Constitution of the Commonwealth by which full power and authority is granted to the General Court, in the alternative to the power and authority to tax incomes in the manner provided in Article XLIV of the Amendments to the Constitution, to impose a tax on incomes at rates which are proportioned or graduated according to the amount of income received, irrespective of the source from which it may be derived, and to grant reasonable exemptions, deductions and abatements. It further provides that any property the income of which is taxed under the provisions of the proposed Article may be exempted from the imposition and levying of pro- portional and reasonable assessments, rates and taxes as at present authorized by the Constitution, and that the Article shall not be construed to limit the power of the General Court to impose and levy reasonable duties and excises.

SUMMARY
This act increases the compensation each member of the General Court shall receive for each regular annual session from fifty-two hundred dollars to sixty- seven hundred dollars and increases the additional compensation the President of the Senate and the Speaker of the House of Representatives shall receive from fifty-two hundred dollars to sixty-seven hundred dollars. The act also increases the additional compensation the floor leaders of the major political parties in the Senate and House of Representatives, the Chairman of the Senate Committee on Ways and Means and the Chairman and Vice-Chairman of the House Committee on Ways and Means shall receive from twenty-six hundred dollars to thirty-three hundred and fifty dollars, and provides that a member of the General Court chosen to fill a vacancy, or who resigns his seat during a regular annual session, shall receive a per diem compensation at the increased rate of compensation for each regular annual session.
