REPORT OF THE LIGHTING COMMITTEE.


WEYMOUTH, January 1. 1906.


To the Honorable Board of Selectmen :


The Lighting Committee respectfully submits the following report :


At the annual Town Meeting held March 1905, it was


Voted, To raise and appropriate the sum of $7,400, for electric lighting, to be expended under the direction of the following com- mitte :


A. Francis Barnes, chairman ; Russell B. Worster, Matthew O'Dowd, George W. Baker and W. J. Coleman.


Your committee made a contract with the Weymouth Light and Power Co. to light the streets by electricity, on a basis of 33 arc lights and 296 incandescent lights for the sum of $611.36 a month (the same rate as in previous years, that is $70 for arc and $17 per year for incandescents) less rebates for poor lights and lights not burning.


Having received instructions from the last annual Town meet- ing in regard to the several articles for lights in different parts of the town, and as we only had an increase of $200 for the said articles we installed incandescent lights in place of arc lights which were asked for, as it has been the experience of the several committees that they gave better satisfaction excepting in the principal squares, placing them in different parts of the town so as to agree as nearly as possible with the said Articles of the Warrant.


The Committee at its meeting in November voted that the lighting be continued mornings in winter of the coming year, on the same condition and basis as last year, for the convenience of workmen leaving town by early cars and trains and not having any appropriation for the same, we voted to use the rebates that we had deducted from the bills as presented to us which we have found sufficient for the purpose.

We have several requests for lights and especially from the sum- mer residents, along the shore. As our shores are now being built up with fine houses and bringing in taxable property to our town it is no more than right that something should be done towards lighting the town streets leading to the different beaches. We would also recommend that the people living near any electric light and finding the same not lighting would send word to us, so that it may be attended to properly. We find most of the trouble is with boys breaking the globes and lamps. We would be very glad to hear of any complaints, as we do not want to spend money for anything we do not get value for.


As we have never exceeded our appropriation which just covers our expense for lighting we cannot put in any new lights without an extra appropriation at the Annual Town Meeting.

REPORT OF SUPERINTENDENT OF STREETS.


To the Board of Selectmen :


GENTLEMEN :- I hereby submit my report for the year ending Dec. 31, 1905.


The highway appropriation has been expended on general re- pairs, which includes such items as removal of snow, care of bridges, culverts and drains, cleaning streets, renewal of fences, street signs and various other ways, many of which are but indi- rectly concerned in the improvement of the surface of the high- ways. When it is considered that this work has to be distributed over 110 miles of road, it can be readily seen that with our present appropriation it leaves nothing for new construction.


The care of the roads is becoming more difficult every year and the public demands good roads properly maintained.


We have a stone crusher, roller, road material and plenty of labor. If in addition to our usual work we could thoroughly re- build a portion of some of our most important streets each year, we would be able in a short time to show a substantial gain in the condition of our roads and I wish the Town to bear these facts in mind by making this department as liberal an appropriation as possible, if it wishes its streets to assume the standard, as set by . other towns and cities.


As in previous reports, I will again call your attention to the imperative needs of surface drains in Ward One and Two, at junction of North and Sea" streets, Broad street opposite Dizer's Factory and Commercial square.


STATE ROAD.


The unfinished work on this road has been done, and the work has been accepted by the Highway Commissioners.

HIGHWAY. APPROPRIATIONS,


The special highway appropriations are as follows :


Saunders Street-This street was resurfaced with gravel and sidewalks built on west side.


Pilgrim Road-This street resurfaced with gravel but was un- able to complete the work and it will require a small additional appropriation to finish the job.


Summit Street-This street was rebuilt from Granite street to the residence of James McAvoy. Encountered a great deal of ledge during the progress of the work.


Keith Street-This street was built to the new location accepted by the town.


Chard street-Rebuilt from Putnam to Maple street. During the progress of the work, encountered a great deal of ledge.


WARD ONE.


All the streets received general attention, gutters and streets being cleaned when needed and such repairs made as deemed necessary. The most important were as follows :


Norton street-Rebuilt this street to point nearly opposite cemetary. Removed a great deal of ledge which required blasting to make a satisfactory job. Would recommend that the work be continued to North street the ensuing year.


River street-Resurfaced with gravel from Bridge street to Lovell street.


Sea street-Resurfaced with gravel about 600 feet toward beach.


The road machine was used where it could be worked to an ad- vantage.


The sidewalks received minor repairs where deemed most neces- sary, the most important being on Bridge street.


During wet weather the square at junction of North and Sea streets is nearly impassable. There is no way to relieve this con- dition but to put in a suitable drain with the necessary catch basins and convey the water from this point to Neck street. A special appropriation should be made for this work.


WARD TWO.


The principal work was done on the following streets :


Broad street-Resurfaced with gravel from Putman street to Central square.

Cedar street-Refaced from High to Hawthorne street.


School street-Resurfaced with gravel.


Lafayette avenue-Resurfaced with gravel, built two new catch basins.


Commercial street-At junction of East and Madison street rebuilt, making a decided improvement by changing grade of hill.


Lake street-In accordance with the vote at Town meeting $500 was expended on this street, resurfaced with gravel from Middle street to a point about 1200 feet east. Built two catch basins and laid 275-10 inch Tile Pipe. Would recommend that this work be continued until street is completed.


Sidewalks repaired on Broad, Middle, Grant, Shawmut and Commercial streets.


Among the streets in need of immediate repairs are Shawmut, Water, Hawthorne and Commercial streets.


WARD THREE.


Owing to the hills this is one of the hardest wards to maintain and to prevent washouts great care must be given to drains, cul- verts and pipe crossings. Most of the money expended in this. ward is for the above and leaves little for new work. The prin- cipal work was on the following streets :


Broad street-Resurfaced with crushed stone from Vine to Washington street.


Washington street-From Front street to Braintree line with crushed stone.


Summer street-From Front street to residence of John F. Dwight, with gravel.


Foy avenue-Rebuilt from Broad street to end.


Webb, Phillips, Commercial and Front streets were repaired in. worst places with gravel.


Sidewalks on Commercial, Front, King avenue, Sterling and Washington streets received some attention. Relaid brick side- walks in front of Mr. Patrick Casey's on Broad street. The side- walks in general are in poor condition and need attention.


Commercial street, between railroad crossings is in bad con- dition. This should be thoroughly rebuilt with crushed stone. This work is too expensive to take out of the regular appropri- ation, and some special provision should be made to repair this. road.

WARD FOUR.


The principal road work was as follows :


Front street- From West to Main street, also worst places from Mill to Winter street.


Middle street-Different sections re-surfaced with gravel from cemetery to Main street.


Pleasant, Washington streets and Park avenue have received some attention.


In accordance with the vote at last town meeting, retaining wall near church was rebuilt.


Among the streets which should receive immediate attention are Pine and Park streets which are in very bad condition.


WARD FIVE.


The work has been distributed over the different streets in the ward, small repairs being made on nearly all the streets. The principal work was as follows :


Union street-Rebuilt with gravel from Central street to a point opposite the residence of Addison Stoddard. The rest of the street is in very poor condition and as this is a very important thoroughfare, it should be rebuilt to the Rockland line as soon as possible.
