Report of Finance Committee.
The Finance Committee herewith respectfully submits its report for the year ending January 31st, 1909.
Our recommendations, including that for the Poor Depart- ment, are based on the requirements for the Fiscal Year and, with judicious handling of the funds, the Committee believes that under ordinary conditions the amounts will be sufficient to carry all the Departments through the entire year, and thereby eliminate the Fall appropriations which necessarily enter the tax levy for the following year. While the amounts in some cases may not appear as large as usual, this is due to the fact that they are based, so far as practicable, on an eleven months' basis, in accordance with vote of last town meeting that the fiscal year end December 31st instead of January 3Ist as heretofore. Were the recommendations based on a period of twelve months, the amounts would all be as large and in many cases larger than they were last year. In the School Department, the amount required for twelve months would be larger than last year, due principally to the salary increases per schedule adopted by the town.
The attention of the voters is particularly drawn to the increased State charges, viz., for the Metropolitan Park, Metropolitan Sewer, and State tax, amounting in the aggre- gate to about $1.00 more on the tax rate than required pre- vious year.
One fact presented itself prominently to the Committee, viz., there seemed to be very few items in our town charges where any material reduction could be made. We feel that on the whole the Departments are well conducted so far as expenditures are concerned. How to secure a reduction in the tax rate is a problem, and there can be no question but

what a high rate checks the development of the town. As to whether a re-valuation will place additional revenue in the town treasury, and in that manner effect a reduction of the tax rate, time can only tell.

TOWN MEETING MARCH 8, 1909
Article 1. To choose a moderator, by ballot, to preside at said meeting.
Thomas G. O'Connell was elected moderator.
Art. 2. To act upon the reports of the town officers as published.
Voted. That the reports of town officers as printed be accepted and laid upon the table.
Art. 3 To choose all town officers not required to be chosen by ballot.
Voted. That a committee of seven be appointed to bring in a list of town officers not chosen by ballot. Chair appointed S. T. Parker, Frank Long, S. E. Ryder, Wm. T. Curley, Daniel Evans, P. J. Kelley, Melvin W. Boardman.
Art. 4. To see if the town will authorize its Treasurer to hire money to pay all demands in anticipation of taxes.
Voted. That for the purpose of procuring temporary loans to and for the use of the Town of Wakefield the Town Treas- urer is hereby authorized and directed, with the approval of a majority of the Board of Selectmen, to borrow money from time to time in anticipation of the taxes of the present muni- cipal year, not exceding $240,000, and to execute and deliver the note or notes of the town therefor. Any debt or debts incurred by a loan or loans to the town under this vote shall be paid from the said taxes of the present municipal year.
Art. 5. To raise such sums of money as may be necessary to defray town charges for the ensuing year and make appro- priations for the same.

That compensation for a pair of horses, cart and driver be no more than $5.00 per day ; to single horse, cart and driver, to be no more than $3.50 per day.
Motion was amended by striking out $6000 and substitut- ing $12,000.

It was accepted by the town and a vote of thanks given them for the good work they have done.
Voted. That so much of report that relates to the electric part of the Plant be referred to a new committee of five, to report at adjourned meeting.
