MONROE SCHOOL COMMITTEE REPORT
To The Citizens Of the Town of Monroe:
Your School Committee has submitted to the Selectmen and Finance Committee its 1961 Budget for $23,600.00. This is an in- crease of 5% above the 1960 Budget and due to the continued in- crease costs of materials, administration and teachers salaries. It is however well within the average increases to be found in the sur- rounding Towns in the area.
Our school system, while one of the smallest in the state, is sound and progressing sensibly. The equipment and facilities are in keeping with modern advancement as far as possible. The work and effort of our teachers is reflected in the manner in which our students are able to adjust themselves to the increased workload when they enter High Schools to continue their education.
The task of fixing adequate salaries for competent teachers is of major importance and, has become very complex due to the up- grading salary adjustments in the school systems throughout the state. This is the direct result of legislation passed by the general court during its session last year. This committee is striving to be fair to its teachers, the parents and the tax payers, while still main- taining the neccessary school standareds.
The Northern Berkshire Vocational Regional School District
The Northern Berkshire Vocational Regional School District, of which Monroe is a member Town, continues its rapid progress towards the construction of its first Vocational High School. Plans have been completed and received approval of the State Department of Education and the School Building Assistance Commission. Bids for the school construction have been asked for and it is hoped that the contracts will be let and construction started by March or April of this year. The probable opening date of the school will be September 1962.
The sudden and untimely death of Charles H. McCann, Director of the Vocational School, on December 27, 1961 was a tragic loss to the school, its Committee and all who were concerned with its plan- ning and proposed construction. His unceasing efforts to get this school built for the benefit of the boys and girls in the area, has been one of the major factors contributing to rapid progress towards the construction staage. In his memory it is to be named the "Charles H. McCann School of Vocational Education".

REPORT OF SUPERINTENDENT
To the School Committee and the Citizens of Monroe:
My fourth educational report is submitted for your considera- tion. Due to your support and the teamwork of the educational staff we are able to report continued progress.
We are fortunate to have our devoted and dedicated teachers who give unstintingly of themselves to the educational welfare of their pupils. The pupils' record of achievement speaks well for their efforts as inspired and directed by their teachers.
We have had the able professional assistance of Miss Ruth Kittle, Penmanship author and consultant, and Miss Frances Bar- ret, Reading Consultant. Their counsel was most practical and help- ful.
The performances of the children at the Graduation Program in June and their Christmas program speaks well for the regular and music teachers. The poise and confidence displayed by the children shows the result of their excellent teaching.
Dr. Corbin, our School Physician, and Mrs. Catherine Horsfall, School Nurse, have completed the physical examinations. Mrs. Everett Chalmers has completed the Vision and Hearing Screening. MI. James Gentile from the State Vision and Hearing program met with the School Committee during the summer to explain the purpose and limitations of the program. Mrs. Elizabeth Watt, State Dental Hygienist, conducted a Dental Screening and Health Program in September. With the cooperation of the Board of Health a successful TB Skin Testing program was conducted for all school children and school personnel. Not a single positive reactor was found in Monroe.
We appreciate the assistance of the Selectmen in providing a Stereo Hi-Fi Record player. The Town and School can justly be proud of this equipment.
Mr. Oakes is to be complimented and commended for the ex- cellent care given to the school plant. His work as a handyman at times is exceedingly helpful.
Monroe's membership in the Regional Vocational School Dis- trict can be looked upon with real pride. Their representatives have been valuable members of the Planning and School Committees.
The 1961 School Budget of $23,600 shows nearly a 5% increase over the 1960 budget allowance. This increase is mostly in High School tuition and salary accounts.
I am pleased to accept the opportunity to express my gratitude to the School Committee, municipal officers, citizens, teachers and pupils for their excellent cooperation in moving our educational program forward.

Several trees were found to be affected by Dutch Elm Disease this year. Orders were issued to the Tree Warden for their removal.

Made several calls for brush burning near camps and woodland areas.
Check on all back roads to see all camp fires were extinguished after picnics.

Report of the Western Franklin Veterans' Service District
To the Selectmen of Monroe:
Herewith is the report of the Western Franklin Veterans' Service District and summary of Veterans' Benefits handled through this office.
Requests for service were received from Nine Hundred veterans and dependents during the past year. Of this number, Forty-Seven were applications for hospital care or out-patient treatment. Sixty- One applied for help with non-service disability or widow's pensions and supporting evidence was procured. One Thousand, Eighty-Four copies of records and vital statistics were made for one Hundred Fifty-Nine requests.
Thirty-One cases received assistance under Chapter 115, the Veterans' Benefits public assistance program of the Commonwealth Eighty-Seven persons were included in these cases and a total of $23,342.30 was paid during 1960. Towns will receive reimbursement from the State of Fifty percent (50%) in settled cases and full re- imbursement in State Settled cases.
The total expense of District Administration, as shown on our monthly warrants, was $5,899.22.
The cooperation of neighboring Veterans' Agents and the Con- tact"office of the Veterans' Administration has been most helpful in handling claims and procuring necessary evidence.
The continued interest and cooperation of the Town Repre- sentatives is very helpful and is greatly appreciated.

Report of the Western Franklin Welfare District
The case load has remained fairly steady as to total numbers, covering losses and gains. Our administration shows several changes as follows:
1. During August we had to run a close check on drug expenses and this continues.
2. Effective Sept. 1, 1960 all budgets were increased 5.2%, a cost of living adjustment. This excluded cases in licensed board and nursing homes.
3. The last week in November we received orders of a new category called Medical Assistance for the Aged, with effective date October 1, 1960.
1. The middle of December we received another directive to the effect all OAA cases were to have the transportation allowance increased from $2.50 to $4.00. That DA was to be allowed $4.00 L.T.A. and $2.50 for transportation, which are items new to this category. This effective January 1, 1961. The above changes have caused confusion for recipient as well as to administration, along with volumes of extra clerical work.
