Overseers of the Poor Report


The report of the Overseers of the Poor for the year ending Dec. 31, 1915, is hereby respectfully submitted :


The business depression of the winter of 1914 and 1915, and the consequent unusual number of unemployed caused many additional calls to be made on the Overseers for re- lief and these calls continued through the Spring and into the Summer.


We have aided :


229 individuals in 75 families of one or more having a set- tlement in Rockland


71 individuals in 24 families of one or more having a set- tlement in other cities or towns


22 individuals in 4 families, no settlement, aided on ac- count of the State


II individuals in 2 families, of which the husband has no settlement the mother and children having a set- tlement here


2 individuals unsettled (aided temporarily)


32 individuals in 7 families having a settlement in Rock- land aided under Chapter 763, Acts of 1913


4 Individuals in one family having a settlement elsewhere aided under Chapter 763.


371 individuals, an increase of 68 over the previous year.

The management at the Home, during the past year has been very satisfactory to the Overseers.

We think the town is to be congratulated in having the services of such competent persons as Mr. and Mrs. Wyatt in the position of Superintendent and Matron.


Under the management of Mr. Wyatt the farm has in- crased in value and, by the production of milk and raising produce he has tried, not only to reduce the living expense, as well as make a better living possible for the inmates, but he has endeavored to create a revenue to lessen the entire cost of maintenance.


The housekeeping is conducted in a business like manner by Mrs. Wyatt, the house is always neat and clean, the in- mates kindly treated and well cared for.


It is to be regretted that more of the citizens do not visit the home and see for themselves what a credit the place is to the town.


Mrs. Elliot F. Denham has been appointed, by the State Board of Charity, as an almshouse visitor and she joins with the Overseers in inviting the citizens to visit the Home.


The Board voted at the beginning of the year to increase the salary of the superintendent and matron from $600 a year to $700 a year, dating from January 1, 1915.


Thirty-five different persons have been cared for at the Home the past year: 29 males and 6 females; of these three were temporarily aided, 8 had settlements in other cities or towns, 24 had settlements in Rockland.

One death occurred at the Home during the past year.

largest 23; this is the number at present; two boarders, six have settlements in other places and fifteen are settled in Rockland.


The buildings, to keep them in good repair, should be painted during the coming season.


The Home was inspected by State Inspector of Alms- houses Bardwell on Dec. 14, 1915.


Mr. Bardwell is well pleased with the management of the Home; he recommends that the Overseers discard the beds now in use and that more comfortable and modern beds be purchased.


RECOMMENDATIONS


The Overseers recommend that the suggestion of Mr. Bardwell be adopted and that at least a number of the old beds be discarded this year; that the buildings be painted this year; that the town raise and appropriate the sum of $6,500 for the care of Poor during the year 1916, as with the improved conditions of business, we believe this sum will care for the Poor and enable the Overseers to have the place painted.


We recommend that the sum of $1,800 be raised and ap- propriated for the care of "Mothers with Dependent Chil- dren". (Chapt. 763 Acts of 1913).
