ANNUAL TOWN MEETING, MARCH 2, 1942


Pursuant to the warrant a meeting was held in the Rockland Opera House, beginning at 7:30 P. M. and the following votes were passed and action taken.


The meeting was called to order at 7:30 P. M. by the Moderator, Magorisk L. Walls.


The warrant and Constable's return of service thereof was read by the Town Clerk.

SENSE OF MEETING VOTES


Voted to change the status of the Fire Chief from that of a Call Chief to Full Time Chief.


Voted that the Police Department consist of five patrol- men instead of four as at present.


Voted that there be two clean-up periods each year, one in May and the other in September.


Voted to pass over the raising and appropriating of any amounts for Military Aid and Soldiers' Burials.


Voted that the increase voted in the budget for the Memorial Library be used for increasing the salary of the Librarian from $1,200.00 to $1,300.00 per year, and

the salary of the Janitor from $900.00 to $1,040.00 per year.


Voted that the proceeds of the Dog Fund ($408.50) be turned over to the Library Trustees in addition to the regular Library appropriation.


A motion to return to Item No. 6, Schools and Libraries, in Article No. 2 was not agreed to.


Article 3. Voted to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the finan- cial year, beginning January 1, 1943, and to issue a note or notes therefor, payable within one year, and to renew such note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.


Article 4. Voted to raise and appropriate two hundred and fifty dollars ($250.00) to be used by the School Com- mittee to pay the expense of heating, lighting and casualty insurance of Junior-Senior and Mckinley School Build- ings as well as additional expense for janitors when the buildings are used by individuals and associations for educational recreational and like purposes under the pro- vision of Chapter 71, Section 71 of the General Laws, and acts in amendment thereof.


Article 5. Voted to raise and appropriate the sum of five hundred dollars ($500.00) to pay for the expense of heating, lighting, janitor service, gas and removal of garbage in the Mckinley School building and other school buildings when the building is used by the Nursery, Sew- ing and Recreational projects of the Works Progress Ad- ministration and National Defense Program as well as by the Civil Aeronautics and other recreational projects.


Article 6. Voted to raise and appropriate the sum of seven hundred dollars ($700.00) to be expended for im- provements, maintenance, and cost of supervision at Reed's Pond and supervision be delegated to the Board of Selectmen.


Article 7. Voted to pass over the raising and appro- priating the sum of thirty-nine hundred and fifteen dol-

lars ($3,915.00) to defray the cost of bringing up to date the Assessors' Map.


Article 8. Voted to pass over the raising and appro- priating the sum of fifteen hundred dollars ($1,500.00) to publish a list of the valuations of Real Estate as called for under Article 9, Section 1, of the Town By-laws.


Article 9. Voted to lay on table and later voted to pass over the raising and appropriating the sum of twenty-one hundred eighty-eight dollars and ten cents ($2,188.10) to reimburse the Federal Works Agency for overdraft on official Project 665-14-1-98.


Article 10. Voted to raise and appropriate the sum of three hundred ninety-three dollars and twenty-six cents ($393.26) to pay in part for administrative expenses of the Surplus Commodities Division.


Article 11. Voted to raise and appropriate the sum of four hundred dollars ($400.00) to pay the expense of fore- closing tax titles in the Land Court and cost of sale of lands of low values acquired by the town by tax sales without foreclosure, and other expenses, in connection with the preservation, care and maintenance and insur- ance of the town's interest in properties thus acquired.


Article 12. Voted to authorize the Board of Select- men to convey to the United States of America for pur- poses of National Defense, such land within the area acquired for the Naval Lighter-than-Air Base in Rockland as it owns under foreclosure of tax titles, and such rights to effect foreclosure as it may have on such properties now held under tax title.


Article 13. Voted to pass over the raising and appro- priating of the sum of thirty-one hundred and fifty dol- lars ($3,150.00) for a two-way radio system for the bene- fit of the Police, Fire and Water Departments, and auth- orize the Police, Fire and Water Departments jointly to purchase and install the same.

Street, as laid out by the Selectmen and filed in the office of the Town Clerk, from Green Street easterly a distance of approximately 512 feet.


Article 15. Voted to install a street light on Florence Street at the corner of Lancaster Street and the sum of fifteen dollars ($15.00) be taken from the amount raised and appropriated under Article 2 for Street Lighting, to pay for the cost of same.


Article 16. Voted to accept as a town way Stanton Street Extension, as laid out by the Selectmen and filed in the office of the Town Clerk, from Liberty Street east- erly a distance of approximately 384 feet.


Article 17. Voted to construct a roadway on Stanton Street Extension and the sum of three hundred dollars ($300.00) be taken from the amount raised and appro- priated under Article 2, Highway Sundry Expense to cover the cost of same.


Article 18. Voted to accept as a town way an exten- sion of Carey Court as laid out by the Selectmen and filed in the office of the Town Clerk. Said extension being from present terminus of Carey Court northerly to North. Avenue, a distance of approximately 507 feet. The entire way upon acceptance of this extension is to be known as Carey Street.


Article 19. Voted to construct a roadway on Carey Street and the sum of three hundred dollars ($300.00) be taken from the amount raised and appropriated under Article 2, Highway Sundry Expense, to cover the cost of same.


Article 20. Voted to accept the provisions of Chapter 31, Section 49 of the General Laws, relative to placing the Chief of Police under Civil Service Laws.


Article 21. Voted to raise and appropriate the sum of three hundred dollars ($300.00) to install a catch basin and drain on the northerly side of East Water Street from the corner of Union Street to the Wainshilbaum Furniture

Article 22. Voted to install a sidewalk and curbing on the southerly side of Forest Street from Union Street, a distance of approximately 1,200 feet, and that the sum of two hundred dollars ($200.00) be taken from the amount raised and appropriated under Article 35, for materials, the labor to be furnished by W. P. A.


Article 23. Voted to install a street light on Taunton Avenue opposite the Junior-Senior High School and that the sum of fifteen dollars ($15.00) be taken from the amount raised and appropriated under Article 2 for Street Lighting, to pay for the cost of same.


Article 24. Voted to install a street light on Grove Street in the rear of the Emerson Shoe Factory and that the sum of fifteen dollars ($15.00) be taken from the amount raised and appropriated under Article 2 for Street Lighting, to pay for the cost of same.


Article 25. Voted to install a street light on Reed Street opposite No. 122 and that the sum of fifteen dol- lars ($15.00) be taken from the amount raised and appro- priated under Article 2 for Street Lighting, to pay for the cost of same.


Article 26. Voted to appropriate the sum of thirty- nine thousand seventy-five dollars ($39,075.00) for the use of the Water Commissioners, and other expenses of the Water Department, the same to be taken from Water Revenue.

Article 28. Voted, providing the Town of Abington does likewise, to authorize the Joint Board of Water Com- missioners to purchase land or easements, bordering on the shores of Great Sandy Pond, Pembroke, for the pur- pose of protecting the water supply, said land to be held jointly by the Towns, and to authorize the Water Com- missioners to expend therefor a sum not to exceed fifteen hundred dollars ($1,500.00) in addition to money previ- ously authorized for said purpose. Said fifteen hundred dollars ($1,500.00) to be taken from the amount appro- priated under Article 26 from Water Revenue.


Article 29. Voted to raise and appropriate the sum of two thousand dollars ($2,000.00) to purchase a Tractor for the use of the Highway Department.


Article 30. Voted to authorize the trading-in of the present town tractor as part payment toward a new tractor.


Article 31. Voted to raise and appropriate the sum of eighteen hundred dollars ($1,800.00) to institute and maintain by contract, or by town forces, as the Select- men may decide, regular garbage collection and disposal. Collections are to be made twice a week during the sum- mer season and once a week during the winter season unless otherwise voted by the town.


Article 32. Voted to pass over the instituting and maintaining by contract, or by town forces, as the Select- men may decide, regular trash collections. Collections are to be made once a month unless otherwise voted by the town and to raise and appropriate a sum of money to de- fray the expense thereof.


Article 33. Voted to authorize the Board of Select- men to enter into contracts for the collections of garbage for a term not to exceed three years.


Article 34. Voted to establish the day rate of pay for town labor at five dollars ($5.00) per day.

Article 38. Voted to raise and appropriate the sum of five thousand dollars ($5,000.00) for the purposes of Civilian Defense. All expenditures to be subject to the approval of the Board of Selectmen, Chairman of the De- fense Committee and Chairman of the Finance Committee. L


Article 39. Voted to raise and appropriate the sum of two hundred fifty dollars ($250.00) to continue the sys- tematic program of placing caution signs near dangerous intersections of streets under the supervision of the Police Department and with the approval of the Depart- ment of Public Works.


Article 40. Voted to raise and appropriate the sum of three hundred and fifty dollars ($350.00) for medical ex- pense in connection with the National Defense Program. Said sum to be granted to the Weymouth Hospital.


A motion to adjourn was not agreed to.


Article 41. Voted to pass over the raising and appro- priating of a sum of money for the improvement of West Water Street; said money to be used in conjunction with any money which may be allotted by the State or County or both, for this purpose.

Article 42. Voted to raise and appropriate the sum of two hundred dollars ($200.00) to adjust pending accident claim for personal injuries and property damage.


Article 43. A motion to pass over was not agreed to and then it was voted to authorize the Board of Select- men and the Chief of Police to institute two hour park- ing within the business district of Union Street during such hours as they may designate.
