OF THE


Sewer Commissioners.


REPORT OF THE SEWER COMMISSIONERS.


The assessments for the half cost of the Pease District Sewerage System were levied on the abutters in July. About one-half of the amount is already collected, as shown in the collector's report.


At a special town meeting held July 21st, the general act of Legislature, Sec. 49, was adopted.


At this town meeting the Commissioners were authorized and instructed to proceed with the construction of a gravity sewerage system at Oxford Village, with an outfall near the intersection of Cherry street and Pilgrim avenue. Plans were submitted to the State Board of Health and they ad- vised carrying the outfall into deep water, south or south- east of " the Point."


On Sept. 6, the actual work of construction commenced. Before extreme weather put an end to the work, the sewers had been laid in Cherry, Cook, North, Oxford, Lafayette, Main, and West streets. The outlet had been carried across the shore to low water, a trestle wharf built, and the iron pipe laid on it and calked in preparation for lowering. The system has been in use since the middle of November and there are now about twenty abutters connected.


The Commissioners regret very much that they must ask a further appropriation for this system, but the increased length of outfall required by the State Board of Health makes it necessary. They think that $1,000 will provide for all contingencies and leave a balance.


The Shone system is working as heretofore. No exten- sions have been made last year, but it is apparent that some will be required this season in Bridge and Green streets.

The increase in capacity of the power plant spoken of as a necessity last year is not of immediate urgency, but be- comes more so as each year goes by. The Commissioners do not advise immediate action however.


Forty-six connections have been made this year, making a total of four hundred and forty-seven.


The Commissioners recommend the appropriation of $2,500 this year for maintenance of sewers.

OF THE


BOARD OF HEALTH.


REPORT OF BOARD OF HEALTH OF FAIRHAVEN.


To the Citizens of Fairhaven, the Board of Health respect- fully submits its annual report for the year 1904.


The Board organized in March, 1904, with the choice of Charles P. Maxfield, as chairman, Joseph B. Peck, as secre- tary, and Dr. Wm. H. Thayer as medical inspector.


There have been reported to the Board during the last twelve months, eleven cases of contagious and infectious diseases, viz :


3 typhoid fever,


5 scarlet fever, 2 measles, 1 diphtheria.


This shows a decrease in number of twenty-one cases in comparison with last year. There were no deaths from con- tagious diseases during the year.


There were fifteen complaints of nuisances, which upon notice were promptly abated.


During the past year there have been inspected, as the law directs, 172 slaughtered animals, viz :-


163 hogs, 3 cows, 4 oxen, 1 calf, 1 bull.


Mr. E. G. Grinnell inspected at the general inspection, the following animals, viz :-


438 cows, 81 young cattle, 6 bulls.

No cases of the Foot and Mouth disease have been found within our jurisdiction the past year.


The Board recommends, as before, that the Town license some responsible person to collect the swill and garbage, at least twice a week, from the residences of those who make application to him. Water-tight cans should be used in removing said garbage.


No license was granted to any person or place where the Jews could slaughter, under the license of others ; we recom- mend the same condition continue.


At the annual Town meeting, the Town voted that no swine be kept within the district bounded by the following :


North, by Bridge street, East, by Adams street, South, by Church street,


West, by the Acushnet River.


There have been but two cases known to the Board, and they were promptly removed upon notice.


The Board would recommend that the Town provide a suitable building on the outskirts of the Town, for the pur- pose of placing suspects of Small Pox and those who have that most dreaded disease for proper treatment, as we may at any time be compelled to have need of the same, and we have no place to quarantine a patient in case of an emer- gency.

LIBRARIAN'S REPORT FOR THE YEAR ENDING DEC. 31, 1904


To the Trustees of The Millicent Library :


I have the honor to present the librarian's report for 1904.


Growth in Volumes


The additions for the year number 877 volumes ; 754 by purchase, 24 by gift and 99 by the binding of periodicals. 370 volumes were withdrawn, leaving a net increase of 507 which added to 116,958, the actual number in the building Dec. 31, 1903, makes the present total 2 17,465.


The most extensive purchases were in fiction, of which 312 volumes out of the 877 were added. The next largest class was fine arts 127; then travel and history 85; bound periodicals and bibliography 83; literature So; biography 63; science and nature study 19, etc. 152 volumes were assigned to the young people's room. Of the 877 volumes added, 538 are entirely new works, technically called new titles, and 164 are additional volumes, as the second of a cyclopedia or the 106th of Harper's magazine : these together make 702 volumes of new matter. The remaining 175 vol- umes are additional copies, or duplicates, in fiction alone 147 such dupli- cates being required.


Registration


340 persons have received borrower's cards; adult residents of Fair- haven 185, of school age 104; residents of New Bedford 20, and of other places 31. These 340 names added to the 1,842 reported on Dec. 31, 1903, make 2, 182 registered since May 1, 1902. The total number in Fairhaven is 1,773, which among a population of 3,750 is 47% and is hardly surpassed in the country.


Age Limit


The age limit of II years was removed under conditions on December 3d by the addition of an exception to the by-laws, so that the section con- cerning borrowers now reads :


All inhabitants of the town of Fairhaven of eleven years of age and upwards shall have the right to visit and use the library building and to take books therefrom under such regulations as the book committee under the direction of the board of trustees determine; except that persons under eleven years may enjoy these privileges upon recommendation of the super- intendent or one of the principals of the public schools and with the approval of the librarian.
