STREET DEPARTMENT.


The town has grown so fast in the past few years, that ashes and rubbish has accumulated in such quantities and dumped in so many places, as to make certain parts of the town look unsightly, and for that reason the street department has taken up for trial the removal of ashes and rubbish, and establish the following rules :


REGULATIONS FOR THE REMOVAL OF ASHES AND RUBBISH.

The following regulations are established for the re- moval of ashes and rubbish :


All receptacles containing ashes and rubbish for removal, must be of such size, and contain no greater amount than will be convenient for handling by two men.


Such receptacles should be on the outer edge of the side- walk as early as 7 a. m. The carts will not collect over the same route a second time.


Parties must understand that the Street Department can- not authorize the placing of such receptacles in the streets, and that all damages which may be occasioned by their pres- ence must rest upon those parties who place them there.


Persons are also cautioned against continuing such re- ceptacles in the street longer than necessary for the collection of their contents by the department.


Ashes and rubbish to a reasonable limit, placed in proper receptacles on the sidewalks as above will be removed; but the removal of unreasonable quantities will not be undertaken.

Parties must not heap refuse material and rubbish in the streets. The removal of dirt and rubbish, caused by the con- struction and repair of buildings will not be undertaken by the department, and the same must not be dumped in the streets.


Bushes, limbs of trees and grape vines, to a limited amount, and tied in bundles convenient for handling, will be removed by the department ; but the piling of large quantities of such material in the street will not be permitted.


The town carts will make collections as follows : Friday-North as far as the Riverside Cemetery. South to Cedar Street.


East to Pleasant, Summer, Rotch and Adams Streets. West to Fort, Water, Middle, Main and West Streets. Per order Superintendent of Streets.


SYCAMORE STREET


300 feet south from C'oggeshall street was graded and put in passable condition.


HAWTHORNE STREET


was repaired to considerable extent, about 900 feet in length. and several tons of crushed stone used in the low places. A sidewalk was made on the north side, 900 feet long, and cov- ered with stone screenings.


ADAMS STREET


from Bridge to the Oxford School, was plowed on both sides of the road and gutters made, and the dirt taken used for fill ing other streets.

MAIN STREET


from the Riverside Cemetery to the Acushnet line was plowed and gutters made on both sides of the road, and the dirt taken used for filling and grading Brown, Maitland and Blackburn streets.


BRIDGE STREET


was repaired with gravel from the Mill Road to the new Boston Road, and some repairs made on the

TREE WARDEN'S REPORT.


Last year no appropriation was made by the town for the care and spraying the Ehm trees. The beetle made its appear- ance as usual, and it was found necessary that some work should be done, and on June 24th, six men were put to work spraying the trees, and kept to work until July 29th. We found as in previous years, the necessity of going on private grounds for the general good, as well as for the protection of our trees in the streets ; to give the same care and attention to the back yard as to the highway.


Through the generosity of Mr. H. H. Rogers, 108 young Elms and 31 young Maples were set out in the public streets of our town the past year. Some complaints were made as to persons careless with their horses; most of them seem to be reasonable when spoken to. I desire to publicly thank all persons who have interested themselves in this matter of making complaints to me, of reckless and careless drivers of teams, and ask all good citizens to join with the Tree Warden in rendering such assistance as is necessary for the better pro- tection of our shade trees.

FIRE ENGINEERS' REPORT.


To the Honorable Board of Selectmen :


Gentlemen :- The Board of Fire Engineers hereby present their report for the past year. During the year we have had seven fire alarm calls and two still alarms. The total loss by fire as estimated by the Board was $2200.00. The house of Hose No. 2, Spring street,is in need of new sills, and we ought to have at least 300 feet of new hose, and would recommend for that purpose, an increase in the appropriation of $500.00. The Fire Department, at the present time, is in first class condition in every respect, and the equal of any of its size in New England.

SELECTMEN'S REPORT.


To the Citizens of Fairhaven :


The Selectmen present the following report, referring to the special reports herein contained for details of each depart- ment :


The very fine condition of our highways is apparent to all our citizens, and shows the efficient work of the Street Depart- ment. A new feature of this department, inaugurated within a few weeks, is the collection of ashes and other refuse. This we feel is a step in the right direction and will be much appre- ciated by the citizens.


In making the estimate of the requirements for the Debt and Interest account, we submit the following figures and sug- gestions :-


One-half Oxford School note due Nov. 13, 1906, $5,000.00 Pease District Sewer note, due Nov. 12, 1906. 1,000.00


Sewer Bonds, due 1906, 3,000.00


Interest on outstanding Sewer Bonds. 2,240.00


Interest on floating debt, (notes), 1,120.00

In view of the above figures, the Selectmen would suggest that an appropriation of $5,500 be made for debt and interest. This sum, together with an estimated collection of $1,500, on account of sewer assessments will furnish the required amount,


($7,000) to carry out the suggestions and recommendations as stated above.


The Selectmen would recommend that the balance of $.94 to the credit of Tree Warden account, be transferred to High- way account. The balance to credit of Pease District Sewer account, $410.60, be credited to Incidental account, and that the overdraft of Green Street Extension of Pease District Sewer account, $489.43, be charged to Incidental account.


At a special town meeting, held June 27th, 1905, the town authorized its Treasurer, with approval of its Selectmen, to hire the sum of $1.200, for Oxford Sewer account and $800 for account of Green Street Extension of Pease District Sewer. It has not been found necessary to hire these sums, and the expenditures made on the above named sewers, have been paid from the Incidental account.


The overdraft of the Town Hall account, amounting to $411.20, was caused by an unusual expenditure in making the Post Office furnishings, to conform to the requirements of the Post Office Department. In doing this the town incurred an outlay of about $500. The rent of the Post Office has been in- creased from three hundred to four hundred dollars per annum.
