REPORT OF SEWER COMMISSIONERS. YEAR 1922.


ORGANIZATION: G. Winston Valentine, Chair- man ; William J. Fitzsimmons, Superintendent of Power House ; Frank W. Morse, Clerk.


SEWER CONSTRUCTION: Under votes taken at the last Annual Town Meeting the Board has had con- structed the following Sewers :


In Hedge Street easterly from Main Street for a dis- tance of 400 feet more or less, same being an extension of the Oxford Gravity System, at a cost of $929.05, built by B. F. Watkins Trans. Co., Contractors.


In North Walnut Street, southerly from Linden Ave- nue for a distance of 175 feet more or less, same being an extension of the Huttlestone Avenue Gravity System, at a cost of $348.75; built by B. F. Watkins Trans. Co., Con tractors.


In Maple Avenue the Town has taken over the sewer built by M. A. Bowman same being 165 feet of 8-inch sew- er : at a cost of $365.00.


In Cottage Street the Sewer is under construction but not yet completed same being built by the B. F. Watkins Trans. Co., Contractors.


CONNECTIONS: During the past year ten connec- tions have been repaired and one hundred and six new connections made, making a total of 1064 sewer connections now in use: and eight private sewers have been built by

private parties, under the supervision of this department.


REMARKS: The Contracts have been awarded for the building of the New Pump House and installation of the machinery, at the Corner of Rotch and Center Streets, and weather permitting we hope to have same in operation in a short time.


We ask for an appropriation for Sewer Maintenance the sum of $14,000.00 for the year 1923.

REPORT OF TREE WARDEN.


To the Citizens of Fairhaven :


The Tree Warden hereby respectfully submits his an- nual report.


The trees of the Town are in a fairly good and healthy condition, much work having been done trimming the dead limbs and removing dead trees. The work of spray- ing must continue to insure the healthy condition of the trees, and as long as we want the trees we must expect to spend money. The tree department planted fifty young Maples the Improvement Association furnished, and we planted one hundred small Maples, which is a fairly good showing and insures the Town that the beauty of its street will be preserved.


The Tree Warden respectfully recommends that the citizens appropriate the sum of two thousand dollars.

REPORT OF PARK COMMISSION FOR 1922.


The past year has been a memorable one in the his- tory of Cushman Park, as it has seen a most remarkable development of useful activity.


The public spirit and generosity of the Fairhaven Mothers' Club made it possible to have Mr. Edward Pid- geon in charge of playground activities, and under his guidance and inspiration the work has proved of great value to all the children.


The ball fields were in use all summer and Sunday games proved a great attraction.


The older boys co-operated with the Park Board and offered their services in erecting a suitable backstop on the principal diamond and putting up benches along the base lines. Lunches and material being furnished at special prices by public spirited citizens.


The Band Concerts held in the park have proved very popular and in order to please the automobile guests, the park was opened to the cars on concert nights and traffic officers directed the entrance and exit and also the park- ing along Green Street. Mr. Poor, the new member of the Board was given special charge of developing the park lands east of the Oxford School, using the special extra appropriation of $500 in preparing and surfacing a ball dia- mond.


This park has proved very popular and if we are al- lowed adequate appropriation it may be further developed.


It is very necessary that a playground be provided the children in this part of the town.


It is quite feasible at small expense to flood this land in the Fall and create a skating pond of large area and shallow.


The park being constantly used as a playground is serving a very real need and its future development is full of interesting possibilities.


Your Board felt that it would be a distinct advantage

to the park and to the Town to have lights installed and this has been done under a very favorable arrangement with the N. E. Gas and Edison Light Co., whose officials were much interested to co-operate with us.


Mr. James Goggin has given you another year of faithful and efficient service and has kept the grounds in very good condition.


With new land to be developed as park land, formerly the old High School lot, and the usual expenses and the unknown expenses of playground development, the Board of 1923 would seem to require a larger appropriation, and we have asked for $3500, to be used in the best interests of the townspeople, young and old.

Title and Scope.


SECTION 1. These by-laws shall be known and cited as the Building Laws. No building, structure or part thereof shall hereafter be constructed, and no build- ing or structure now or hereafter erected, shall be razed, altered, moved or built upon except in conformity with the provisions of these Building Laws. Nor shall plumbing, gas piping, water piping, drainage, heating, wiring or ven- tilation be installed or altered in any building or structure except in conformity herewith.

Exceptions.


SECTION 2. The provisions of these Building Laws shall apply to municipal as well as to private buildings, but shall not apply to bridges or to buildings or other structures owned or occupied by the United States or by the Com- monwealth.


Building Department.


SECTION 3. The Building Department shall consist of an Inspector of Buildings (Act of 1913, Chap. 655, Sec. 4) to be called the Building Commissioner, hereinafter referred to as the Commissioner, and such other inspectors and employes as may be authorized by the Board of Select- men. The Building Department shall so far as permitted by law be under the general charge and control of the Commissioner. Other inspectors, clerks and employes shall be appointed and may be removed by the Commis- sioner with the approval of the Board of Selectmen.


FIRE ENGINEERS' REPORT.


The Board of Fire Engineers herewith submit their an- nual report for the year ending December 31, 1922.


During the past year this department has answered 44 still alarms and 10 bell alarms. One out of town call from the town of Mattapoisett was answered by our chemical.


One new fire alarm box has been installed and the addi- tion of at least three more, located at schoolhouses, is very strongly urged.


The motorized hook and ladder truck which has been in constant use for over two years has given excellent service, especially in answering alarms received while the chemical was out on a previous alarm.

REPORT OF THE BOARD OF HEALTH.


The Board of Health hereby submit their annual re- port for 1922.


The general health of the town has been very good, the only disease in epidemic form was Measles of which we had 72 cases from December 11. 1922 to January 10, 1923.


There has been 29 cases of Diphtheria, 3 of Scarlet Fever, 72 Measles, 19 Tuberculosis (all forms), 7 of Chick- en Pox and 2 of Infantile Paralysis, making a total of 132.


The board wishes to call attention to the fact that under the state laws, Chapter 111, Sections 6, 7, 109, 111, 112, the following diseases are reportable and must be re- ported to the board either by the physician or the family : Diphtheria, Chicken Pox, Spinal Meningitis, German Measles, Measles, Eye Infection, Scarlet Fever, Mumps and Whooping Cough.


The collection of Garbage under the supervision of the board has been carried on very successfully during the year, the board recommends the appropriation of $2000.00 for the collection of Garbage for 1923.


The board also recommends that the sum of $4500.00 be appropriated for Health work for the year.


The Slaughter Inspector reports 591 Cows, 1091 Calves, 9 Hogs and 3 Sheep slaughtered during the year.
