Report of the Highway Department
REPORT OF THE SUPERINTENDENT OF STREETS
At the organization of the Board of Selectmen Mr. Thomas W. Whitfield was appointed Superintendent of Streets, under authority of Chapter 371 of the Acts of 1928, and vote of the Town Meeting.
At that meeting it was voted to macadamize the follow- ing streets; Sycamore, Brown, Wilding, Ball, Green and Burgess Avenue; to establish a Drain in Elm Avenue and to build a Sidewalk on Adams Street. This work has all been completed within the appropriations, and the amount of money appropriated allowed the building of the Sidewalk on Adams Street from Huttleston Avenue to Coggeshall Street.
There was also appropriated the sum of $1,000 for the purpose of improving the condition of the North Fair- haven Park, which was re-graded and the lower west end and playground for the children filled in. I would recom- mend an appropriation of $1,000 for the further improve- ment of this Park.
In relation to the Elm Street Drain, it is a pleasure to report that this building of sand catchers and drain to the river has taken care of a very bad condition that existed for a number of years.
The town trucks have continued the carting of cinders and we are continually improving all roads in the out-lying districts. All trucks and equipment belonging to the Street Department have been thoroughly overhauled and are in excellent condition.

In the collection of ashes and rubbish we would ask that the citizens kindly remember the regulation that they must not have containers too heavy or bulky to be handled. We are endeavoring to properly take care of this work, but need the co-operation of the citizens. We again respectfully request the townspeople to refrain from dumping rubbish in the gutters of the streets.
During the past year maps have been made showing the present status of construction on all roads and streets in the town. The following is a summary of the character of surface.

Report of the Planning Board
January 6, 193C.
To the Board of Selectmen :
The Planning Board during the past year has followed a policy of opportunism. The hesitation in growth of this district and the obvious need of economy in expenditure have not been stimulating to forward looking plans. Fair- haven itself, however, has had greater progress industrially during 1929 than usual. The moving of the Nye oil works to this town, has added an excellent and considerable manufacturing plant. The conversion of the Duff farm in East Fairhaven to an airport for this town and New Bedford promises to be of moment to the eastern section of the town, stimulating to business and industry rather than residential growth in the immediate vicinity.
In the warrant for the town meeting will be found articles prepared by the Planning Board, zoning for business purposes a portion of the Duff field about the old farm buildings and another portion on Washington street planned by the airport officials for a gasoline station. No opposition has presented itself to make the need of a special hearing on these changes apparent and the Planning Board has given its approval following its policy of making the zoning laws adaptable to natural alterations in the requirements of the community. Progressing business at the airport may require widening and improved layout of Mill road. An increase in the business district may be necessary but the Planning Board has thought it better not to try to throw open a large territory until the trend of development is more certain.

Committees were appointed to investigate violations of the Building Code which had been called to the attention of the Board.
At various gasoline stations the pumps were found to be nearer the street line than the Building Code permits. Several houses and a store were also found to be too near the street line. The Building Inspector was invited to attend a meeting of the Board to explain these violations. It is the earnest desire of the Board to co-operate with, and to have the co-operation of the Building Inspector and the Board recommends that he enforce the Building Code in the future.

Report of the Board of Appeals
The Fairhaven Board of Appeals held three Public Hearings during the year 1929.
The board recommended that permits be granted for the following :
Additions to garages 2
Additions to buildings 1
One family dwelling in small area lot 1
One car garage nearer to line than specified by zoning laws 1
One family dwelling nearer to line than specified by zoning laws 1
The following petitions were given leave to withdraw :
To build a public garage in residential area 1
The following petitions were granted building permits for period of one year :
To build combination house and store in residential area 1
Meetings are held the first Wednesday evening of each month when there is business requiring such meetings.
The Board recommends the appropriation of One Hun- dred Fifty Dollars in order that this work may be carried on as a separate unit rather than under the jurisdiction of the Building Department.

Report of the Board of Fire Engineers
To the Honorable Board of Selectmen:
Gentlemen :
The Board of Fire Engineers hereby submit their annual report for the year ending December 31, 1929.
This Department has answered 31 Bell Alarms and 112 Still Alarms; a total of 143 alarms. This is an increase of 22 alarms over 1928.
The apparatus is in good condition and consists of the following :- one 750 Gallon Triple Combination hose, chemical and pumping engine; three Combination hose and chemical trucks; one Type 14 City Service ladder truck equipped with a chemical tank; one Combination hose and chemical truck equipped with a 350 gallon Barton Fire Pump; one Whippet roadster for the use of the chief.
The Barton Fire Pump has continued to prove its reliability in every way and at the Fairhaven Iron Foundry fire last May it proved to be the added strength needed by our Department to handle a large fire.
Twenty one Phantom Fire Alarm Boxes, located in the outlying parts of the town, have been added to the Fire Alarm System, and have proved very satisfactory. These added to the 45 street boxes of our fire alarm system cover the entire town.

The Board of Fire Engineers recommends the appro- priation of $15,500. (Fifteen Thousand Five Hundred), for the maintenance of the Fire Department and for the maintenance and extension of the fire alarm system $400. (Four Hundred).
The Board also recommends the purchase of another Barton Fire Pump to be installed on the Hose No. 1 chassis, which is located at North Fairhaven, and an appropriation of at least $500. (Five Hundred) for the purchase of new hose.
To the citizens of Fairhaven and to the Members of the Police Department: The Fire Department wishes to extend its appreciation and thanks for their cooperation.

Report of the Building Inspector
There were 156 permits for building issued from the office of the Building Department for the year ending Dec- ember 31st., 1929, at an estimated cost of $122,935.00. The office received for the issuing of these permits, the sum of $127.00. One permit for a dwelling and one for a garage was cancelled and the money returned to the owners.
Following is a list of the various permits : 16 dwellings, 43 garages, one for nine cars, 68 alterations and additions, 14 henhouses, 2 boat sheds, 1 barn, 1 oil factory, 1 iron foundry, 1 bath house, 9 sheds.
The office will be open from 9 A. M. to 5 P. M. to answer all questions and give any information regarding the Building Code, in the Town Hall.
TITLE AND SCOPE
Section No. 1. These by-laws shall be known and cited as the Building Laws. No building, structure or part thereof, shall hereafter be constructed, and no building or structure now or hereafter erected, shall be razed, altered, moved or built upon except in conformity with the pro- visions of these building laws. Nor shall plumbing, gas piping, drainage, heating, wiring, or ventilation be installed or altered in any building or structure except in conformity herewith.
PLUMBING INSPECTIONS
There were 137 plumbing inspections made during the year 1929.
PLUMBING PERMITS
All Plumbing Permits, in the future will be issued from the office of the Building Inspector.

Report of the Tree Warden and Moth Superintendent
To the Citizens of Fairhaven :
The Tree Warden hereby respectfully submits his annual report.
The trees of the Town are in very good condition due to the constant spraying of them from year to year. I feel that the number of bugs are greatly lessened each year and I am in hopes that there will come a time when I can stop spraying for the "Elm Leaf Beetle." By so doing I can give more time to the trimming and also be able to plant more young trees from year to year.
This year we planted one hundred and fifty young Maple trees and there is plenty of space where there could be several hundred more planted, which I am in hopes of doing from time to time.
In order that we may be able to continue the preserv- ation of the trees and thus beautify the town I would re- commend the appropriation of twenty-five hundred dollars for the work of the Tree Department.

Report of the Board of Health
To the Honorable Board of Selectmen :
The Board of Health hereby submit their annual report for the year ending December 31, 1929.
COMMUNICABLE DISEASES
There were reported 128 cases as follows: Diphtheria 12, Chicken Pox 19, Scarlet Fever 5, Whooping Cough 7, Tuberculosis (all forms) 14, Measles 33, Mumps 2, Eye Infection 7, Cerebro-spinal Meningitis 1, Lobar Pneumonia 8, Dog Bite 9, Typhoid Fever 2, Influenza 7, German Measles 2.
One hundred fourteen inspections have been made by the inspector.
GARBAGE
The garbage has been collected in a very satisfactory manner, very few complaints having been received. The Board wish to call the attention of householders to the regu- lations regarding the collection of the same.
We also wish to call the attention of heads of families to the necessity of reporting all cases of communicable diseases in their families. This is required under state law, Section 109 of chapter 111, G. L. The Board has an article in the town warrant asking for an appropriation of One Hundred Twenty-five dollars for the control of Diphtheria, which we hope the citizens will support, as this is of vital importance.
