SUMMARY
The proposed amendment imposes no new taxes but gives the General Court the power to pass an income tax at graduated or proportioned rates and is a change in the constitutional limitations now in effect on the power of the General Court to pass tax measures. The proposed amend- ment would add a new Article to the Constitution of the Commonwealth by which full power and authority is granted to the General Court, in the alternative to the power and authority to tax incomes in the manner provided in Article XLIV of the Amendments to the Constitution, to impose a tax on incomes at rates which are proportioned or graduated according to the amount of income received, irrespective of the source from which it may be derived, and to grant reasonable exemptions, de- ductions and abatements. It further provides that any property the in- come of which is taxed under the provisions of the proposed Article may be exempted from the imposition and levying of proportional and reasonable assessments, rates and taxes as at present authorized by the Constitution, and that the Article shall not be construed to limit the power of the General Court to impose and levy reasonable duties and excises.

SUMMARY
This act increases the compensation each member of the General Court shall receive for each regular annual session from fifty-two hundred dollars to sixty-seven hundred dollars and increases the additional com- pensation the President of the Senate and the Speaker of the House of Representatives shall receive from fifty-two hundred dollars to sixty- seven hundred dollars. The act also increases the additional compensa- tion the floor leaders of the major political parties in the Senate and

House of Representatives, the Chairman of the Senate Committee on Ways and Means and the Chairman and Vice-Chairman of the House Committee on Ways and Means shall receive from twenty-six hundred dollars to thirty-three hundred and fifty dollars, and provides that a member of the General Court chosen to fill a vacancy, or who resigns his seat during a regular annual session, shall receive a per diem com- pensation at the increased rate of compensation for each regular annual session.
