Article 75. REPORTS OF COMMITTEES
Mr. Silveira moved to hear and act upon the reports of any Committees appointed in any Town Meeting and to choose any committee or committees the Town may think proper.
1. Town Manager:
Your committee, appointed as a result of action taken under Article 60, Annual Town Meeting of 1962 to study Town Manager Form of Government, is composed of the following members: Mrs. Theresa Gold, Mr. James A. Vincent, Mr. Victor O. B. Slater, Mr. William H. Carey, and James B. Lanagan.
Meetings were scheduled and attended, and definite conclusions have been drawn as a result of having listened to both sides of this issue.
Periodically we hear of towns that want to look into the desirability of changing their present form of Government from a 3 man to a 5 man Board of Selectmen with the addition of a Town Manager to reign the affairs of the Town.
We found that the 5 member aspect exists in only 32 of the 312 towns, which is less than 1.5%. The general feeling was that a 5 member board was unwieldly and would create more con- fusion and indecision than a 3 man board.
It has been shown that a Town Manager would provide no appreciable increase in service to the Town, that was not cur- rently being done, much more reasonably.
We have found the general consensus to be that if the present government is functioning smoothly there is little reason to change it.

One very formidable disadvantage of the manager form of govern- ment is that in many cases the town simply acts as a training school for a young man to pick up experience at the town's expense before moving on to another community that offers him more money. This is not theory. Mansfield has had three in five years, Stoughton has just appointed another and Ipswich is on its third one in six years.
Another main objection is the cost as compared with the Select- man form of government. Three years ago Westwood spent a total of $25,000 - Manager's salary $10,000., Asst., $5,200., clerical $7,200. and Selectmen's salaries $2,700. Brookline spent $16,000. for the Manager's salary; Weston spent $12,500. for the Manager and $5,200. for his assistant along with $3,400. for clerical help. Wakefield spent $12,000. for Manager and $3,700. for clerical; Wayland $10,560. for the Manager and $3,600. for his secretary, and so on down the line.
These figures prevailed over five years ago, and have no doubt increased substantially since then.
In view of the fact that a Town Manager will be more expensive; cannot save substantial amounts on purchasing, cannot improve imaterially on the cooperation and unity between departments and would not be needed to solve planning or engineering problems of the town, this Committee wishes to go on record against the adoption of the Town Manager Form of Government. Some attention has recently been given to the creation of a Department of Public Works in order to achieve greater effi- ciency and consolidation of departments. It is at this operational level where, possibly, a more balanced economy might be at- tained - not by creating a figurehead at the Executive level.

Mr. Armand A. Guilmette moved to have a committee of five persons with at least one member appointed by the school committee and four by the Selectmen, to study the feasability of the Town of Fairhaven to own and operate busses for trans- porting the school students. The committee to make their findings and report to the next annual Town Meeting.
4. Water Committee:
Mr. Marinus Vander Pol moved to establish a Water Com- mittee of five to be appointed by the Board of Selectmen. Seconded. Voted :- Unanimously.
