ANNUAL REPORT.


At the adjourned annual town meeting held April 4, 1903 no business was transacted. Voted to adjourn.


A town meeting was held on April 4, 1903 to consider the following articles.


Article first. To choose a moderator.


Article second. To see if the town will accept of a change in Chestnut street by discontinuing three hundred and sixty feet of the south end of said street and layout and continue said street from a point three hundred and sixty feet northwesterly from Winthrop street southerly two hundred and twenty feet to the state highway agree- able to the findings and report of our road commissioners at a hearing held March 25, 1903.


Article third. To see if the town will discontinue nine hundred and ninety feet of Winthrop street from the state highway running westerly to the new layout of Chestnut street agreeable to the findings and report of our road commissioners at a public hearing held March 25, 1903.


Article fourth. To see what action the town will take in relation to spraying shade trees and the spraying apparatus by request of the tree warden.


Article fifth. To provide such sums of money as may be necessary to construct the change in Chestnut street if accepted and ordered built by the town.


Article sixth. To see if the town will grant compen- sation to the school committee for their services agreeable to their request.


Dighton, April 4, 1903.


The meeting under foregoing warrant was called to order by the town clerk at 3.45 P. M., who read the Warrant. Charles S. Chase was chosen Moderator. The report of road commissioners in regard to Chestnut street was read by the clerk as follows : Agreeable to a vote of

the town of Dighton at an adjourned meeting held Dec. 6th 1902, instructing the road commissioners to hold a pub- lic hearing and find out if the southeasterly part of Chest- nut street and the part of Winthrop street leading from the state highway westerly to the same ought to be discon- tinued, and if the public required a street to be laid out and constructed from said Chestnut street to the state, highway.


We, the road commissioners of Dighton have caused notices to be posted in the several post offices and in other parts of said town, caused notices to be left with the owners of land abutting on said streets and a notice pub- lished three weeks in the Taunton Herald-News, that we would meet at the house of N. Allen Walker and on the premises in said Dighton on Wednesday March 25th 1903, at ten o'clock A. M. The full board of road commissioners met at the time and place aforesaid, no person objected to the discontinuance or layout.


After viewing the premises and hearing all parties present it appears that nine hundred and ninety feet of Winthrop street westerly from the state highway, and three hundred and sixty feet of Chestnut street westerly from Winthrop. street are not needed for business or pleasure and we recommend that both be discontinued.


We find that public necessity required that a street 'or road should be laid out from the northwesterly end of the discontinuance of Chestnut street fifty feet wide to the state highway.


We do therefore lay out a continuance of Chestnut street to commence three hundred and sixty feet north- westerly from Winthrop street and be fifty feet wide and run southerly through land of William L. Walker two hundred and twenty feet to the state highway according to the bounds and stakes we have set in said land. We find

there is no damage done any of the owner of land abutting on said discontinued part, and for the land taken from William L. Walker, and all flowage from any culvert on his premises we fix the damages to be paid him in the sum of twenty-five dollars.

Voted to discontinue nine hundred and ninety feet of Winthrop street from the state highway as recommended.


Voted to discontinue three hundred and sixty feet of Chestnut street, northwesterly from Winthrop street.


Voted to lay out a street fifty feet wide from the northwesterly end of the discontinuance of Chestnut street to the state highway as recommended.


Voted to raise and appropriate ($225,) two hundred and twenty-five dollars for lay out and construction of pro- posed extension of Chestnut street and to pay for land damages.


Voted that the selectmen and road commissioners have charge of construction of extension of Chestnut street and that they let the same to the lowest responsible bidder.


Voted to take up article 4.


Voted to indefinitely postpone article 4.


Voted to take up article 6.


Voted that the secretary of the school committee be

paid ten dollars per year for services as secretary and that the school committee have a reasonable compensation for their services.

A town meeting was held on June 6, 1903, to consider' the following articles.


Article first. To choose a moderator to preside.


Article second. To see what action the town will take relative to repairing and planking Dighton and Berk- ley Bridge.


Article third. To raise and appropriate money or hire money to carry into effect any vote of the town rela- tive to repairing, to planking and fixing Dighton and Berkley Bridge.


Article fourth. To see if the town will vote to recon- sider the vote to build a macadam road from the Dighton Finishing (`o. to Odd Fellows' hall and see if the town will vote to build it with gravel, by the request of one of the road commissioners.


Article fifth. To see if the town will waive all its rights under the provisions of Sect. 10, Chap. 47 of the Revised Laws to enter into a contract for the construction of a section of state highway which the Commonwealth propose to construct in the town this year.


Dighton, June 6th, 1903.


The meeting under the foregoing warrant was held on above date. The warrant was read by the clerk. James N. Paul was elected moderator by ballot.


Voted that the selectmen of Berkley have the privilege of speaking while discussing the repairing of Dighton and Berkley bridge.

Voted that the road commissioners of Dighton and the selectmen of Dighton and Berkley are authorized to inves- tigate and perform all necessary repairs on Dighton and Berkley bridge.


Voted to lay article 3 on table.


Voted to lay article 5 on table.


Voted that the town waive all it rights to enter into a contract to build the section of state highway which the Commonwealth proposes to build this year.


Voted to lay article 4 on table.


Voted to adjourn to the last Saturday in June at 7.30 o'clock P. M.


Dighton, June 27, 1903.


The adjourned town meeting, adjourned from June 6th, 1903, was held on above date James N. Paul moderator in the chair.


Voted to take up article 3.


Voted that the treasurer be authorized under the direction of the selectmen to hire ($800) eight hundred dollars for the purpose of paying for repairs, planking and painting Dighton and Berkley bridge and to give the note of the town therefor payable Nov. 1st, 1904, the said note to be paid from the taxes of 1904.


Voted to lay article 3 on table and take up article 4.


Voted that the selectmen and road commissioners be instructed to proceed to construct the road from Mt. Hope Finishing .Co., plant to Odd Fellows' Hall by contract. Voted to adjourn.

Dighton, Mass., Oct 3rd, 1903.


The selectmen and road commissioners met at town house on above date and chose Albert N. Goff a road com- missioner to fill the vacancy caused by the death of Darius M. White, and Albert N. Goff was qualified for that office before the town clerk.


At the annual state election held Nov. 3, 1903, the following were appointed and qualified as tellers, D. Thurber Wood, Jr., John T. McCabe, Albert N. Goff and Silas H. Whelden, ballot clerks were Nathan O. Walker and John F. Driscoll.


The ballots having been assorted and counted the re- sult was declared as follows: Whole number of votes one hundred and forty-nine.


For Governor, John L. Bates of Boston has 128, Oliver N. Goff of Easthampton has 3, William A. Gaston of Boston has 14, blanks four.


For Lieut. Governor John Quincy Adams of Amesbury has 3, Curtis Guild, Jr., of Boston has 23, William F. Merrill of Malden has 4, Richard Olney 2d, of Leicester has 10, Moritz Ruther of Holyoke has 1, blanks 8.

A town meeting was held on above date to act on the following articles :


1st. To choose a moderator to preside at said meeting.


2d. To see if the town will instruct the selectmen to sell the fish privileges at public auction and if so instruct- ed, then and there to sell the same.


3rd. To see if the town will instruct the road com- missioners to raise and secure a supply of water for the drinking trough at the corner of Hart and Pleasant street, agreeable to the request of interested parties.

The meeting was called to order at 3.10 P. M., by the town clerk who read the warrant.


Charles S. Chase was chosen moderator.


The fishing privileges were sold to A. N. Goff and E. D. Perry respectively at $25 each. They giving their note for the same payable June 1st, 1904.


Voted to instruct H. A. Briggs one of the road com- missioners to procure a supply of water for the drinking fountain at the corner of Hart and Pleasant streets and to raise the fountain if deemed necessary.


Voted to adjourn.


Taunton, Nov. 13, 1903.


On above date the town clerk of Dighton and Berkley met with the city clerk of Taunton at his office to examine records of votes for representative in the 5th Bristol dis trict and found the result as follows :


Whole number of votes 1223. Edward C. Paul of Taunton has 1010, b'anks 213. Edward C. Paul was de- clared elected, certificates made out, sigued and forwarded according to law and adjourned.

Public Library Report.


The Trustees of the Public Library respectfully sub-, mit the following report :


The volumes in the library have been renumbered and classified under the direction of Norma Andrews, a com- plete catalogue has been prepared and printed and is for sale at 25 cents each. We are anxious to sell as many as possible, so that the patrons of the library may have the rules and regulations, and to bring in revenue to purchase more books. Any one having old town reports that they do not care for can confer a favor by presenting them to the Trustees as a complete set is desired.
