The trustees wish to urge the voters to take some action by which the crowded condition of the library room at the Town Hall may be changed. The room is so crowded, the heating and lighting so poor, that not only does the librarian find it impossible to do good work, but conditions are posi- tively dangerous. Many volumes have never been put on the shelf on account of the lack of room. On dark and stormy days, scarcely a single book number can be read, while it is impossible to warm the room to a comfortable temperature. The trustees feel that the time has come when something should be done immediately.

The Selectmen have been asked to insert an article in the warrant for the annual town meeting, that some action may be taken to give us more room. We understand that the offer of Andrew Carnegie is still open, and we may have a library building if we vote to accept one. It has also been suggested that we build a front on the Town Hall, not only giving the library more room, but also giving the town offi- cers more room, and the Town Hall a better appearance.


During the year 1910, a system of delivery to the public schools will be started. Each school will be given a small bookcase, and its books will be changed every two weeks. This will mean a larger number of patrons, an increase in the call for books, and messengers who will have to be paid. Therefore the trustees feel justified in asking for an appro- priation of $400, which will increase last year's appropriation $200.


We trust then that the people of Dighton will see the defi- ciencies of their library and soon take steps to overcome them.

The following is a synopsis of business recorded during 1909.


At the annual town meeting held March 1, 1909, Nathan O. Walker, Silas H. Whelden, D. Thurber Wood, Charles G. Staples, W. E. Walker and John A. Williams were appointed as tellers. Charles S. Chace was chosen moderator.


The committee on appropriations was composed of William H. Walker, Joseph K. Milliken, Julius G. Romero, Josiah S. Place, George M. Chase, Edmund Hathaway, Nathaniel R. Lincoln and Charles A. Horton.

Voted-That for the purpose of procuring a temporary loan to and for the use of the Town of Dighton, in antici- pation of the taxes for the present municipal year the Town Treasurer is hereby authorized and directed to borrow from time to time with the approval of a majority of the Selectmen a sum or sums not exceeding in the aggregate eleven thousand dollars, and to execute and deliver the note or notes of the town therefor payable within one year from the time the loan is made. Any debts incurred by a loan or loans to the town under this vote shall be paid from the said taxes of the pres- ent municipal year.


The vote on granting licenses for sale of intoxicating liquors was: Yes, 16; No, 72.


The vote on the question of accepting the act relating to forest and sprout land was: Yes, 39; No, 14.


Voted-To accept report of town officers as printed.


Voted-That the salary of the Town Treasurer be one hundred and forty dollars, and that he pay for his official bond.


Voted-That the salary of Tax Collector be one per cent. of all legally assessed taxes plus forty dollars and that he pay for his official bond.

Voted-To authorize the Selectmen to waive the town's right to contract with the Commonwealth for building a sec- tion of state highway during the year 1909.


Voted-To authorize the Selectmen to give a bond to in- demnify the state against damage by taking of land or change of grade in the building of a section of state highway. this year.


Voted-That the compensation for labor on the highway be the same as last year which was: for a man $1.75 for nine hours work; for a horse, 121/2 cents per hour ; for cart, 21/2 cents per hour ; for horse and cart, 15 cents per hour, or $1.50 for ten hours; for yoke of oxen and cart, 20 cents per hour, or $2.00 for ten hours; for double team of horses $2.75 per day, or $1.25 for each horse; for shoveling snow, 20 cents per hour.


Unanimous consent having been given, Charles S. Chace read a letter from the Mellen's Food Company of Boston, saying they could not locate in Dighton on account of the pollution of Taunton river by sewage. The letter was placed on file with the Town Clerk for future reference.


Voted-To instruct the Selectmen to ascertain if the Town has any action at law against any municipality or the city of Taunton on account of sewage disposal in the Taunton river.


Voted-To authorize the Overseers of Poor to hire a Town Physician for the year succeeding their term of office.


Voted-That the Collector of Taxes be instructed to col- lect all interest due on taxes and pay them over to Town Treasurer.


Voted-That all bills for labor on the highways and bridges be paid by the Town Treasurer direct to the person perform- ing the labor, the same having been approved by the Road Commissioners and ordered paid by the Selectmen.


At a meeting of the Board of Selectmen held April 10, 1909, the Southern Massachusetts Telephone Company was

authorized to erect poles and wires on Somerset avenue to the Town Hall.


At the adjourned annual town meeting held April 10, 1909, it was voted that the Tax Collector have all the powers of a Town Treasurer in collecting taxes, and that all taxes shall be due on the twentieth day of October, 1909, after which date interest shall be charged at the rate of six per cent. on all unpaid taxes. After December first the Tax Collector shall issue his summonses for delinquent tax payers and pro- ceed to collect the taxes according to law on or before Febru- ary 1, 1910.


Voted-The Town Treasurer be and is hereby instructed to deposit the amount received from sale of town farm and per- sonal property in two of the savings banks of Bristol County less the amount of expenses of sale, this money not to be used for any purpose except by vote of the town passed at a regu- lar annual town meeting, the necessary article having been inserted in the warrant for said meeting.


At a meeting of the Board of Selectmen held May 8, 1909, the Mount Hope Finishing Company were granted the right to lay water pipes and erect hydrants in the streets of the town as follows: on Spring street, Lincoln avenue, School and Pearl streets.


At the town meeting held at the Town Hall September 17, 1909, Charles S. Chace was chosen moderator.


Voted-To appoint a committee of three to serve with the Board of Road Commissioners to investigate the condition of Dighton and Berkley Bridge and report at an adjourned meet- ing. J. S. Place, J. K. Milliken and George M. Chase were appointed as that committee.


Voted-To authorize and empower the Board of Selectmen . to adjust all claims for damages where possible, caused by the layout and construction of a state highway between the Broad Cove and Muddy Cove bridges.

At an adjourned meeting it was voted that the Bridge Com- mittee be instructed to ask for bids for concreting said Dighton and Berkley Bridge under the direction of the en- gineers of the Massachusetts State Highway Commission, if after further time the bridge is found to be strong enough to bear the extra weight of concrete and is of suitable construc- tion, and make a further report at an adjourned meeting to be held two weeks from tonight at the Town Hall at 7:45 P. M.


At the adjourned meeting held October 8, 1909, it was voted that the Committee on Dighton and Berkley Bridge report at the annual town meeting as to what action was necessary in regard to concreting said bridge.
