Annual Town Meeting, March 2, 1948.


Commonwealth of Massachusetts


Middlesex, ss.


To Howard F. Damon, Constable of the Town of Ashby, in said County.


Greetings:


In the name of the Commonwealth of Massachusetts, you are directed to notify and warn the inhabitants of the Town Of Ashby, qualified to vote in election and Town affairs, to meet at the Town Hall in said Ashby, the 2nd day of March, next, at 12:00 o'clock noon, then and there to give in their votes on one ballot for the following Town officers; Modera- tor, 1 year; 1 Selectman, 3 years; 1 Assessor, 3 years; 1 Auditor, 1 year; 1 School Committee, 3 years; 1 Cemetery Commissioner, 3 years; 1 Library Trustee for 1 year; 3 Library Trustees, 3 years; 1 Constable, 1 year; 1 Park Com- sioner, 3 years; 1 Tree Warden, 1 year; 1 Member Board of Public Welfare, 3 years; 1 Superintendent of Streets, for 1 year; 1 Tax Collecter for 3 years.


Balloting for Town Officers down stairs in Town Hall. Polls may be closed at 7:30 P. M. Business meeting in First Parish Hall at 7:30 o'clock P. M.


Article 1. To elect all other town officers not required by law to be on the official ballot.


Article 2. To hear the reports of the town clerk, selectmen, overseers of the poor, assessors, treasurer, school committee, trustees of the free public library, auditor, and any other officers or committees.


Article 3. To see if the town will bear the expense of burying the dead the ensuing year. (Approved by the Finance Committee.)

Article 4. To see if the town will vote to authorize the town treasurer, with the approval of the selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1948 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws. (Ap- proved by the Finance Committee.)


Article 5. To see if the town will raise and appropriate any sum of money for band concerts or act anything thereon. (Approved by the Finance Committee for $350.00 and $150.00 for Traffic Duty.)


Article 6. To see if the town will raise and appropriate the sum of $35.00, or some other amount, and elect a director, the money to be spent in the furtherance of agriculture and the director to serve, in cooperation with the Middlesex County Extension Service, under the provision of Sections 40-45, Chapter 128, General Laws of Massachusetts. (Approved by Finance Committee.)


Article 7. To raise and appropriate money for the several departments of the town a detailed list of which will be found in the budget prepared by the selectmen and approved by the Finance Committee.


Article 8. To see if the town will vote to raise and appro- priate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 81 Highways, or take any action in relation thereto. (Approved by the Finance Committee for $2900.)


Article 9. To see if the town will vote to raise and appro- priate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Maintenance, or take any action in relation thereto. (Approved by the Finance Committee for $500.)


Article 10. To see is the town will vote to raise and appro- priate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Construction Rindge Rd. and New Ipswich Rd., or take any action in relation

thereto. (Approved by the Finance Committee for $1500 on New Ipswich Rd. and $1000 on Rindge Rd.)


Article 11. To see if the town will appropriate the income from invested funds to reduce the tax rate for the current year or act anything thereon. (Approved by the Finance Committee.)


Article 12. To see if the town will vote to appropriate any sum of money from free cash for use by the assessors in com- puting the tax rate or act anything thereon. (Approved by the Finance Committee for $3500.)


Article 13. To see if the town will vote to authorize the Selectmen to have a survey made at no expense to the Town to the end that a water district may be created within the com- munity to supply water to those who wish to participate in the water district or act anything thereon.


Article 14. To see if the town will appropriate and raise the sum of $350.00 for the purpose of patroling the highways of Ashby to check speeding and other violations, this money to be spent under the jurisdiction of Chief of Police and Selectmen.


Article 15. To see if the town will transfer funds from Cemetery lots, funds to purchase land at West Cemetery, or act anything thereon.


Article 16. To see if the town will raise and appropriate any sum of money for purchase of snow fence. (Approved by the Finance Committee for $250.)


Article 17. To see if the town will raise and appropriate the sum of $175 for firemen's salaries. (Approved by the Fi- nance Committee.)


Article 18. To see if the town will vote to appropriate funds for repairs, painting or alteration to the Town Hall, or act anything thereon.


Article 19. To raise and appropriate the sum of $179.00 payable to the treasurer of the Middlesex County Retirement

System in accordance with the provisions of Sect. 22 (7) (c) (11) of Chapter 32 of the General Laws.


Article 20. To see if the Town will raise and appropriate any sum of money for repairs and cleaning out water holes or act anything thereon. (Approved by the Finance Committee for $2000.)


Article 21. To see if the Town will reappropriate the bal- ance of $110 for the Bennett-Holmes-Curran Post No. 361 Amer- ican Legion, or act anything thereon.


And you are directed to serve this warrant by posting an attested copy at three public places in said Ashby, seven days at least before holding of said meeting.


Hereof fail not, and make due return of this warrant with your doings thereon, at the time and place of holding of said meeting to the Selectmen or Town Clerk.

7:30 P.M. Business meeting was held in the First Parish Hall, and was called to order by Moderator Luther H. Hayes. The balance of the warrant was read by the Town Clerk. The Town Clerk was assisted by Jean Farley in taking motions during the meeting.


Art. 1. Motion was made and seconded that the Clerk cast one ballot for Albert M. Wilder, Fred L. Taylor, Frank M. Mills, Harold W. Loveland, Roscoe Ballou, Elmer L. Mason, Roland F. Simonds and James Hayes to serve as Surveyors of Wood, Bark and Lumber for the ensuing year. Voted: Yes.


Motion was made and seconded that the Selectmen act as Field Drivers and also as Fence Viewers for the ensuing year.

Motion was made and seconded that the Chairman of School Committee, Selectmen, Public Welfare and Dr. Claire Cayward act as Board of Health for the ensuing year.

Motion was made and seconded that the Town vote to au- thorize the Selectmen to have a survey made at no expense to the town to the end that a water district be created within the community to supply water to those who wish to participate.

Art. 14. Motion was made and seconded that this article be passed over. Voted: Yes.


Art. 15. Motion was made and seconded that the town authorize the Cemetery Commissioners to purchase land adjacent to West Cemetery-funds available from Cemetery lots, with the approval of the Selectmen. Voted: Yes.


Art. 16. Motion was made and seconded that the town raise and appropriate the sum of $250.00 for the purchase of Snow Fence and some of this to be installed on Wheeler Road. Voted: No.


Amendment: Road Supt. to have authority to say where this snow fence is to be placed. Voted: No. Motion and Amendment withdrawn.


Motion was made and duly seconded that the town reappro- priate the 1946 unexpended balance of $300.00 for the purchase of Snow Fence and a portion of this fence to be installed on Wheeler Road. Voted: Yes.


Art. 17. Motion was made and seconded that the town raise and appropriate the sum of $175.00 for Firemen's salaries. Voted: Yes.


Art. 18. Motion made that a committee of five be nomi-

nated and elected from the floor this evening empowered to spend up to the sum of $923.60 for plans and blueprints for re- modeling the Town Hall-reporting their action and recom- mendations at a special Town meeting to be held some time in June 1948. This money to be reappropriated from the Special Building Fund Committee's funds. Memorial Building Com- mittee.

Committee elected: Chairman of the School Board, Chair- man of the Selectmen, Mr. Albert Damon, Mr. William Tantum and Mr. Herbert O'Neil.
