REPORT OF AUDIT OF BOOKS AND ACCOUNTS

Gentlemen :


I submit herewith my report of an audit of the general accounts of the town of Acton for the period from November 5, 1948 to November 26, 1949, and of the accounts of the tax collector from November 27, 1949 to March 8, 1950, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

In accordance with your instructions, I have made an audit of the books and accounts of the town of Acton for the period from November 5, 1948, the date of the previous ex- amination, to November 26, 1949, and of the tax collector's accounts to March 8, 1950, preparatory to a recommitment of the outstanding taxes to the new collector, and submit the following report thereon :


The financial transactions, as recorded on the books of the departments receiving or disbursing money for the town or sending out bills for collection, were examined, checked, and verified.


The books of the town accountant were examined and checked. The receipts as recorded were checked with the available departmental records and "with the treasurer's books, while the payments were compared with the treasurer's warrants authorizing the disbursement of town funds.


The ledger accounts were analyzed for the period covered by the audit, the appropriations as recorded on the ledgers were checked with the amounts voted by the town as shown on the town clerk's record of town meetings, the transfers from the reserve fund were compared with the amounts authorized by the finance committee, and a balance sheet which is appended to this report was prepared showing the financial condition of the town on November 26, 1949.


The books and accounts of the town treasurer were ex- amined and checked. The recorded receipts were analyzed and verified by comparison with the records in the several departments collecting money for the town and with other sources from which money was paid into the town treasury, while the disbursements were compared with the selectmen's warrants authorizing the payments. The cash balance on November 26, 1949 was proved by reconciliation of the bank

balances with the statements furnished by the banks of deposit.


The records of tax titles and tax possessions held by the town were examined and checked. The amounts added to the tax title account were checked with the town collector's records, the tax titles redeemed were compared with the receipts as recorded on the treasurer's cash book, and the outstanding tax titles and tax possessions were listed and checked with the records in the Registry of Deeds.


The savings bank books and securities representing the trust fund investments in custody of the town treasurer and the trustees of the Charlotte L. Goodnow Fund were ex- amined and listed, the income being proved and the with- drawals being verified.


It is again recommended that withdrawals of income be made from trust funds by the treasurer before bills charge- able to such income are paid.


The books and accounts of the town collector were ex- amined and checked. The taxes and assessments outstanding according to the previous examination, as well as all subse- quent commitments, were audited and checked to the warrants for their collection. The payments to the treasurer were checked to the treasurer's cash book, the recorded abate- ments were verified by comparison with the assessors' re- cords of abatements granted, the transfers to the tax title account were checked with the treasurer's records of tax titles held by the town, and the outstanding accounts were listed and proved with the town accountant's ledger.


Verification notices were mailed to a number of persons whose names appeared on the books as owing money to the town, and from the replies received thereto, it would appear that the outstanding accounts, as listed, are correct.


It was noted that the town voted under Article 31 of the warrant for the annual town meeting on March 14, 1949 that the collector of taxes shall collect under the title of town: collector all accounts due the town. It is therefore recom- mended that all departmental accounts receivable be commit- ted to the town collector in accordance with the vote under this article.

The departmental accounts receivable were examined and checked. The recorded receipts were checked with the pay- ments to the treasurer and with the accountant's books, the abatements as recorded were checked with the departmental records of abatements granted, and the outstanding accounts were listed and proved to the accountant's ledger.


The town clerk's records of dog and sporting licenses were examined and checked, the payments to the State being verified by comparison with receipts on file and the payments to the town being checked to the treasurer's cash book.


The surety bonds of the town officials required by law to be bonded were examined and found to be in proper form.


The records of receipts of the selectmen, health nurse, school and cemetery departments, and of all other depart- ments collecting money for the town, were examined, checked and reconciled with the treasurer's and town accountant's books.


In addition to the balance sheet, there are appended to this report tables showing a reconciliation of the treasurer's and town collector's cash, summaries of the tax, excise, tax title and departmental accounts, as well as tables showing the condition and transactions of the trust funds.


For the cooperation extended by the various town officials during the progress of the audit, I wish, on behalf of my assistants and for myself, to express appreciation.
