REPORT OF THE SUPERINTENDENT OF STREETS


To the Selectmen:


I am submitting to you a report of the work done on the highways during the past year.


Under Chapter 81 of the General Laws the Town ap- propriated $6800 and received $10,200 from the State. Owing to weather conditions last winter much more repair work was necessary on surfaced roads. There was tar penetration built on the following roads: 4000 feet on Meadow Street, 1000 feet on Church Street, and 1000 feet on France Street. This completed France Street to the Middleboro line. 8000 feet of the side roads received a crushed gravel top. A portion of Holmes Street was widened, straightened, and gravelled in readiness for a tar application which is expected to be made nexti sum- mer. It is also planned to build another part of Meadow Street with a penetration top.


Under Chapter 90 of the General Laws the Town ap- propriated $1500, received $1500 from the County and $3000 from the State. This money was portioned over Tremont Street and Cranberry Road. There was 1500 feet of Mixed in Place Tar Penetration built on Tremont Street; which finished this street to the Plymouth line. 40/00 feet of Cranberry Road was gravelled and given a Mixed in Place Tar top. This portion of Cranberry Road was widened and straightened under the C.W.A. last winter.

REPORT OF E.R.A. ADMINISTRATOR


To the Board of Selectmen,


and Voters of the Town of Carver:


I think a report should be made by me to show what the conditions are in our Town that comes under the E.R.A. Program.


E.R.A. is the successor to the C.W.A. Selectman Earl B. Ware was the first Administrator, serving without pay for his services. Many projects were put through by him, giving employment to many men.


Among those projects were the Cranberry Road; cut- ting brush; improving Town Hall Lot; trimming trees in Savery Lane, and painting Gypsy Moth Nests.


Since I became Administrator, E.R.A. regulations have changed. Relief is the password, and Welfare the subject.


Each worker, to be eligible for an E.R.A. job, must be either a Welfare recipient or eligible for such relief.


Applications for work are received by me at the Town Hall daily, and are examined and investigated by a Social Service Worker from E.R.A. Headquarters.


At the present time, according to their ratings, I have filed the following applications for work :

Each worker averages 24 hours a week, the money paying for those services being furnished by the E.R.A.


All material and truck hire has to be borne by the Town as their part.


One project I wish to call the attention to is a sewing project, employing 6 women, who sew garments for the needy in this Town. They make mostly women's and children's clothes which are distributed by the Welfare Board.


Projects in operation since my administration have cost the Town less than $500.00, while the Government has expended nearly $7000.00. There is no charge in these figures for services rendered by myself.


Without adopting an E.R.A. program, I feel safe in saying that the bills for relief in this Town would be a great deal larger than what they really are.

REPORT OF COUNTY AID TO AGRICULTURE (Plymouth County Extension Service) CARVER - 1934


In every branch of agriculture the Extension Service endeavors to keep the farmers of the county acquainted with developments in production and marketing, to give specfiic advice on individual problems and lend aid in cooperative enterprise. In addition'to the usual lines of work it has been important this year to keep the farmers of the county informed of their position under the agri- cultural programs of the federal government.


Marketing programs and new farm credit facilities have been most helpful here. Farmers of the county took advantage of the latter to an amount of nearly $400,000 during 1934. During the year over 3200 farmers in the county were supplied with information in some form on problems directly affecting their production problems.


It is a responsibility of the Extension Service to make available to women in the home a knowledge of the best current practices relative to keeping the family satisfac- torily fed, clothed, and housed, and to aid in adjusting these practices to the family standards and pocket book.


Our home program has reached at least 3000 people either indirectly in solving problems, or through groups organized to study specific points of homemaking. In our major projects alone - Children's' Coats, Home Furnish- ing, Chair Seating, and Parent Education, - fifty-three study groups were formed with over five hundred women enrolled.


In 4-H Club Work, the Extension Service provides for the boys and girls of the county an opportunity for edu- cational development through study and practice in home economics and agriculture, as well as an opportunity for

self improvement. It emphasizes the home and brings club members and parents together in a common interest. It develops cooperation, leadership, self-confidence, ambi- tion, sportsmanship, ability to think, responsibility, and community spirit.


Carver citizens, in addition to participating in the many county-wide activities of the Extension Service, have benefited by the following specific activities which were carried on in the town itself.


Carver benefits more than any other town from the services of the cranberry agent supplied by the Exten- sion Service. Personal visits were paid to nearly fifty bog owners in town to give advice on cranberry prob- lems. In addition, all growers were supplied with copies of the Pest Control chart for cranberries and were sent mimeographed circulars giving timely suggestions on pest control. The agricultural agent met with the Garden Club on one occasion. Citizens of the town interested in other agricultural subjects were supplied regularly with material giving suggestions and information.


Homemakers have organized groups to study problems of child training. They have learned to upholster chairs and also to reseat with cane, fiber, or rush, at one of the largest local groups in the county.


Many have attended meetings in home ground im- provement.


Four-H Club members enrolled in the following 4-H Clubs during 1934 - garden, lunch box, and canning.


The Garden Club under the leadership of Mrs. Wm. Holmes had an exhibit at the Old Home Day celebration and it is hoped that this exhibit will become a permanent affair.


The Lunch Box Club was led by Mrs. Anne McFarlin, who gave the boys and girls some training in packing attractive nutritious lunches.

REPORT OF THE SCHOOL COMMITTEE


There has been a change in membership of this com- mittee during the past year. Rev. William I. Ward of North Carver chose to retire to private life in the com- munity after nine years of faithful service as a member of the School Committee. Mr. Clyde D. Griffith of Carver was elected to fill an unexpired term of one year and Mr. Russell E. Shaw of North Carver was elected for a three- year term as a successor to Mr. Ward.


The same teachers continue to serve, with one excep- tion. Miss Eleanor L. Birch of Lynn was elected to the position at the special school following the resignation of Mrs. Charlena Walton of Plymouth.


Teachers' salaries, which represent one of the largest items in the budget of school expenses, are as follows: Principal, Center School $1,170.00
