WELFARE REPORT
To the Citizens of the Town of Carver:
We regret exceedingly that we cannot show an improve- ment in the Welfare situation for the past year. Our Town is built around the cranberry industry and if the bog owners do not receive a net profit sufficient to employ laborers, the Town is compelled by law to take care of the needy.

Due to the good financial condition of the Town, a com- paratively light welfare load-except in late fall, winter, and early spring,-and our low tax rate, our W. P. A. quota is small, and is figured on the three items mentioned.
In January we started our Work Relief program on a different angle than previously. All who apply for aid are put to work, and are receiving for their services no money, but orders for necessities, etc. The law is that we cannot put aliens on W. P. A., Chapter 90, or Chapter 81. In other words, citizens have the preference in all work. Our welfare load is over 50% aliens. It is impossible to antici- pate the amount needed in advance. For instance, we bur- ied 7 unfortunates in 1938. A new law, approved June 28, 1838, reads all funerals $100.00.
I want to thank the Police Dept. for their 100% co- operation.
Suggestions and criticisms will be welcome as they will help improve the Department.
40% of the total cost was paid to other Cities and Towns, having Carver settlements.

TOWN WARRANT AND REPORT OF FINANCE COMMITTEE
Plymouth, ss. To either of the Constables of the Town of Carver, Plymouth County, Greeting:
In the name of the Commonwealth of Massachusetts, you are directed to notify the Inhabitants of the Town of Carver qualified to vote in elections and in town affairs to meet at the Town Hall in said Carver on Monday, the sixth day of March 1939, at two o'clock in the afternoon, then and there to act on the following article, namely :
Article 1. To choose all necessary town officers, the following officers to be voted for all on one ballot, viz :- Moderator, Treasurer, Town Clerk, Collector of Taxes, Three Auditors, Three Constables, Three Herring Com- mitteemen, one Tree Warden, and one Highway Surveyor, each for one year. One Assessor, One Selectman, One School Committeeman, One Cemetery Commissioner, One Park Commissioner, One Member of Public Welfare and Two Library Trustees, each for Three years, and to vote by ballot "Yes" or "No" in answer to the following ques- tions: "Shall licenses be granted for the sale of all alco- holic beverages ?" and "Shall licenses be granted for the sale of wines and malt beverages ?"
The polls will be open for at least four hours.
And you are directed to further notify said Inhabitants of said town that as soon as the ballots have been counted the meeting will adjourn to Tuesday, March 7th, 1939, at nine o'clock A. M. and at that time will reconvene at said Town Hall in said Carver, then and there to act on the following articles, namely :

Article 2. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1939, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 2. Recommended by Finance Committee.
Article 3. To raise and appropriate such sums of money as may be necessary to defray town charges for the ensuing year.

Article 4. To see if the town will vote to appropriate a sum of money not to exceed eight hundred dollars ($800.00) from the free cash in the town treasury for the sole purpose of meeting charges against the cemetery funds in the town treasury, all monies expended under this vote to be refunded before the end of the current year.

Article 5. To see if the town will vote to accept the cemetery fund or funds paid into the town treasury under the perpetual care statutes, or act anything thereon.

Article 6. To see if the town will authorize the Select- men to prosecute, compromise or defend suits for or against the town.

Article 9. To see what amount the town will vote to raise and appropriate for the use of the Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service) and to choose a town director as provided in Sections 41 and 42 Revised Chapter 128 of the General Laws and act thereon.
Article 9. Recommended by Finance Committee, $100.00 be appropriated.
Article 10. To see if the town will vote to raise and appropriate a sum of money not to exceed One hundred dollars ($100.00) for rental for the American Legion. Money to be paid to the Treasurer of the Sons of Veterans and act thereon or thereto.

Article 11. To see what pay the town will vote the Treasurer, Town Clerk, Collector of Taxes and other Town Officers for the ensuing year.
Article 11. Recommended by Finance Committee that the pay be the same as last year.
Article 12. To see if the town will vote to raise and appropriate a sum of money not to exceed twenty five hundred dollars ($2500.00) provided allotments are re- ceived from the State and County, under Chapter 90, Gen- eral Laws, for excavating and surfacing Purchase Street. Said appropriation to be expended in the proportion of two by the town, four by the state, and two by the county, based on the sums allotted by State and County, and act thereon or thereto.

Article 13. To see if the Town will vote to raise and appropriate a sum of money not to exceed fifty five hun- dred dollars ($5500.00) to purchase a new fire truck com- pletely equipped, and act anything thereon or thereto. Recommended by Fire Apparatus Committee.

Article 14. To see if the Town will vote to raise and appropriate a sum of money not to exceed five hundred dollars ($500.00) for the purpose of taking out Workmen's Compensation insurance covering all manual labor, and act anything thereon or thereto. Recommended by the Selectmen.

Article 15. To see if the town will vote to raise and appropriate a sum of money not to exceed one hundred dollars ($100.00) to be used for School Dental Clinic, and act anything thereon or thereto.

Article 16. To choose all necessary Town officers not elected by ballot.
Article 17. To see if the town will vote to appropriate twenty two hundred and fifty dollars ($2250.00) from the Highway Fund, provided by Chapter 2 of the Acts of 1939 for work to be done on Meadow Street, and act anything thereon or thereto.

Article 17A. In view of the increase of the State Tax to the Town of Carver of nearly $10,000.00 which in itself will increase the town tax rate about $3.00, a majority of the Finance Committee are of the opinion that this $2250.00 the Town has received as its portion of the Gaso- line tax should be used to reduce its regular road appro- priation rather than use it for extension of more road work. This is the fundamental reason for the Finance Committee's recommendation to apply this money to Chapter 81. And the Committee further recommends that the extension of work on Meadow Street be accom- plished gradually each year under Chapter 81.
Article 18. To see if the Town will vote to authorize the Selectmen to make alterations on the old town hall to house fire trucks and to act anything thereon or thereto.
Article 18. Not recommended by the Finance Com- mittee.
Article 19. To see if the Town will vote to raise and appropriate a sum of money not to exceed five hundred dollars ($500.00) for the alterations on the old town hall for housing of fire trucks, and act anything thereon or thereto.

Article 20. To see if the Town will vote to raise and appropriate for cemeteries for 1939 seven hundred and fifty dollars ($750.00) and that the sum of ninety dollars ($90.00) now held by the Town Treasurer as a special cemetery fence appropriation be transferred from said special fund to cemeteries, making the cemetery total of eight hundred and forty dollars ($840.00) for 1939, as recommended by cemetery commissioners and selectmen, and act anything thereon or thereto.
Article 20. Recommended by the Finance Committee.
Article 21. To see if the Town will vote to transfer from the overlay reserve account to 1939 Reserve Ac- count, the sum of five hundred dollars ($500.00) or such

other sum of money as may be voted the 1939 reserve account by the Town.

Article 24. To see if the Town will vote to raise and appropriate One hundred dollars ($100.00) for land dam- age on Meadow Street, and act anything thereon or thereto.

And you are directed to serve this warrant by posting up attested copies thereof, at the several places designated by vote of the town seven days at least before the time of holding said meeting.
