I submit herewith my report of an audit of the books and accounts of the Town of Carver for the period from November 9, 1939 to November 9, 1942, made in ac- cordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

As directed by you, I have made an audit of the books and accounts of the Town of Carver for the period from November 9, 1939, the date of the previous examination, to November 9, 1942, and submit the following report thereon :


General ledger accounts were compiled for the period covered by the audit, the appropriations and tranfers from the reserve fund being checked with the town clerk's records of financial votes passed in town meetings and with the finance committee's records of transfers author- ized. A balance sheet, showing the financial condition of the town on November 9, 1942, was prepared and is ap- pended to this report.


The books and accounts of the town treasurer were examined and checked. The cash book additions were verified and the recorded receipts were analyzed and checked with the rocords of the several departments col- lecting money for the town and with other sources from which money was paid into the town treasury, while the payments were check with the selectmen's warrants au- thorizing the treasurer to disburse town funds. The cash balance as of November 9, 1942, was proved by reconcilia- tion of the bank balance with a statement furnished by the bank of deposit and by actual count of cash in the office.


The recorded payments of debt and interest were prov- ed with the amounts falling due and by examination of the cancelled securities on file.

The records of tax titles held by the town were ex- amined. The amounts added to the tax title account were compared with the collector's records, the reported re- demptions were checked with the receipts as recorded on the treasurer's cash book, and the tax title deeds as listed were checked with the records in the Registry of Deeds.


The savings bank books and securities representing the investment of trust funds in the custody of the town treasurer and trustees were examined. The income was proved and the withdrawals were verified.


The books and accounts of the tax collector were ex- amined and checked. The poll, property, and motor vehi- cle excise taxes outstanding at the time of the previous examination and all subsequent commitments were aud- ited and reconciled with the assessors' warrants. The payments to the treasurer were checked to the treasurer's cash book, the recorded abatements were compared with the assessors' record of abatements granted, and the taxes transferred to the tax title account were checked with the treasurer's record of tax titles held by the town.


The outstanding accounts were listed and verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.


The records of dog and sporting licenses issued by the town clerk and of the town clerk's miscellaneous receipts were examined and checked. The recorded payments to the treasurer and to the State were verified by compari- son with the treasurer's books and with receipts on file.


The surety bonds of the town officials required by law to furnish them were examined and found to be in proper form.

In addition to the accounts mentioned, the records of the selectmen, the sealer of weights and measures, and of the cemetery and public welfare departments; as well as of de- partments collecting money for the town, were examined, checked, and reconciled with the treasurer's books.


The examination of the records of the cemetery depart- ment indicated that receipts for opening graves, etc., have been retained by employees doing the work in which con- nection it is recommended that all such receipts be paid into the town treasury, as required by Section 53, Chap- ter 44, General Laws. The compensation of the employees should be paid on duly authorized warrants from an ap- propriation provided therefor.


It was also found that members of the board of ceme- tery commissioners were receiving compensation for work performed at the cemetery, in which connection atten- tion is called to Section 108, Chapter 41, General Laws, which provides that the salary and compensation of all elected officers of a town shall be fixed by vote of the town, and to Section 4A, Chapter 41, General Laws, which provides that a town board may, if authorized by vote of the town, appoint any member thereof to another town office or position and that the salary of such appointee shall be fixed by vote of the town.
