SCHOOL SUPERINTENDENCY UNION NO. 42 Report of the Secretary


The annual meeting of the School Superintendency Union No. 42 Committee was held at the Peirceville School in Rochester on the evening of April 12, 1949. The committee elected the following officers for the ensuing year:


Chairman, John Carter, Carver


Secretary, Doris E. Dunklee, Carver


The semi-annual meeting was held at the Center School in Carver on November 4, 1949.


During the year the Union office in Middleboro was moved from the Sullivan Building to a larger, more ade- quate room in the Peirce Building. A telephone has been installed in the office so that teachers, school committee- men and anyone else interested can get in touch with the central office without delay.


The committee felt that additional time was needed by the School Nurse to carry on a more rounded health program and so hired Mrs. Baker to work as school nurse on a five-day full time basis, starting November 1, 1949.


The Town of Lakeville has taken the lead in the build- ing program and a modern addition to the Assawompset School is now being constructed. The Towns of Carver and Rochester are still considering plans for new schools to make room for the steady increase of pupils and to replace obsolete schools now being used. Mr. Austin has given tirelessly of his time to help the towns in their building programs.


The committee has been kept informed by Mr. Austin of the laws dealing with education passed by the State Legislature so that we could conform with these laws as soon as possible.

Annual Town Meeting, March 6, 1950 at 12:00 Noon


TOWN WARRANT AND REPORT OF FINANCE COMMITTEE


Plymouth, ss. To either of the Constables of the Town of Carver, Plymouth County, Greetings:


In the name of the Commonwealth of Massachusetts, you are directed to notify the Inhabitants of the Town of Carver qualified to vote in elections and in town affairs to meet at the Town Hall in said Carver on Monday, the sixth day of March, 1950 at twelve o'clock noon, then and there to act on the following article, namely:


Article 1. To choose all necessary town officials, the following officers to be voted for all on one ballot, viz: Three Auditors, Three Constables, Three Herring Com- mitteemen, One Tree Warden, One Highway Surveyor each for one year. One Town Clerk, One Treasurer, One Collector of Taxes, One Assessor, One Selectman, One School Committeeman, One Cemetery Commissioner, One Park Commissioner, One Member of Public Welfare, and Two Library Trustees, each for Three Years.


The polls will be open for at least seven hours.


And you are directed to further notify said Inhabitants of said Town that as soon as the ballots have been counted the meeting will adjourn to Tuesday, March 7, 1950, at nine o'clock A.M. and at that time will reconvene at said Town Hall in said Carver, then and there to act on the following articles, namely:


Article 2. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1950, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given

for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 2. Recommended by the Finance Committee.


Article 3. To see if the Town will vote to appropriate a sum of money not to exceed one thousand dollars ($1,000.00) from free cash in the town treasury for the sole purpose of meeting charges against the cemetery funds in the town treasury.


Article 3. Recommended by the Finance Committee.


Article 4. To see if the Town will vote to accept the cemetery fund or funds paid into the town treasury under the perpetual care statutes, or act anything thereon or thereto.


Article 4. Recommended by the Finance Committee.


Article 5. To see if the Town will authorize the Se- lectmen to prosecute, compromise or defend suits for or against the Town.


Article 5. Recommended by the Finance Committee.


Article 6. To see what disposition the Town will make of the dog fund.


Article 6. Recommended by the Finance Committee that it be added to the Library Account.


Article 7. To see what amount the Town will vote to raise and appropriate for the use of Plymouth County Trustees for County Aid to Agriculture, and choose a Town Director as provided in Sections 41 and 45 of Chap- ter 128 of the General Laws, and act thereon.


Article 7. Recommended by the Finance Committee that $100.00 be raised and appropriated.


Article 8. To see if the Town will vote to fix the salary and compensation of all elective officers of the Town as

provided by Section 108 of Chapter 41, General Laws, as amended:


Highway Surveyor $1.25 per hour


Town Treasurer $1,100.00


Town Clerk 550.00


Tax Collector


1,100.00


Moderator $20.00 for the Annual Town Meeting and $5.00 for each Special Town Meeting.


Members of School Board $2.50 for each meeting, plus $1.00 per hour for all meetings of over 21/2 hours.


All other elective Town officers $1.00 per hour.


Article 8. Recommended by the Finance Committee.


Article 9. To see if the Town will vote to raise and appropriate a sum of money not to exceed thirty-five hundred dollars ($3500.00) for the 1950 Reserve Account, and act anything thereon or thereto.


Article 9. Recommended by the Finance Committee.


Article 10. To see if the Town will vote to authorize the Board of Public Welfare to use the Federal Govern- ment Reimbursement for administration, and to act any- thing thereon or thereto.


Article 10. Recommended by the Finance Committee.


Article 11. To choose all necessary Town officers not elected by ballot.


Article 12. To see if the Town will vote to raise and appropriate or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Construction, or take any action in relation thereto.


Article 12. Recommended by the Finance Committee and the Selectmen that $3,000.00 be raised and appro-

priated, and not over $9,000.00 to be transferred from un- appropriated available funds in the Treasury to meet the State's and County's shares of the cost of work, the re- imbursements from the State and County to be restored, upon their receipt, to unappropriated available funds in the Treasury.


Article 13. To see if the Town will vote to raise and appropriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 81 Highways, or take any other action in relation thereto.


Article 13. Recommended by the Finance Committee and the Selectmen that $6,500.00 be raised and appro- priated, and not over $17,875.00 be transferred from unap- propriated available funds in the treasury to meet the State's share of the cost of the work, the reimbursements from the State to be restored, upon their receipt, to unap- propriated available funds in the treasury.


Article 14. To see if the Town will vote to authorize the Cemetery Commissioners and the Park Commis- sioners to employ themselves as laborers in the Ceme- teries and Parks, and act anything thereon or thereto.


Article 14. Recommended by the Finance Committee.


Article 15. To see if the Town will vote to raise and appropriate the sum of seven hundred dollars ($700.00) to be used to pay for all private work and materials in Town Cemeteries, such as, opening graves, foundations, as according to General Laws, Chapter 44, Sec. 53.


Article 15. Recommended by the Finance Committee.


Article 16. To hear the report of any standing com- mittees and act anything thereon or thereto.

Article 17. To see if the Town will vote to transfer the sum of seventeen hundred and forty-five dollars ($1745.00) from the Road Machinery Fund to the Ma- chinery Account, and act thereon or thereto.

Article 18. To see if the Town will vote to appropriate from surplus cash the sum of Two Thousand Dollars ($2000.00) for the purchase of a new Cruiser Car for the Police Department and act thereon.


Article 18. Recommended by the Finance Committee.


Article 19. To see if the Town will vote to authorize and instruct the Selectmen to sell the Old Cruiser Car and act thereon or thereto.


Article 19. Recommended by the Finance Committee.


Article 20. To see if the Town will vote to accept Hines Avenue (so called) leading from the north side of route 44 and located in North Carver, said Avenue having a distance of 1000 feet more or less, and act thereon or thereto. (By Petition)


Article 20. Not recommended by the Finance Com- mittee.


Article 21. To see if the Town will vote to raise and appropriate the sum of $200.00 for the purpose of pruning and destroying all existing dead wood in the town elms, in accordance with the provisions of Section 13 of Chapter 761, Acts of 1949, and act thereon or thereto.


Article 21. Recommended by the Finance Committee.


Article 22. To see if the Town will vote to establish a Wire Inspector Account and that a sum of money be

raised and appropriated for same and act thereon or thereto.


Article 22. Recommended by the Finance Committee.


Article 23. To raise and appropriate such sums of money as may be necessary to defray Town charges for the ensuing year.


Article 23. Recommended by the Finance Committee.


And you are directed to serve this warrant by posting up attested copies thereof, at the several places desig- nated by vote of the Town seven days at least before the time of holding said meeting.


Hereof fail not and make due returns of this warrant, with your doings thereon, to the Town Clerk at the time and place of meeting aforesaid.
