REPORT OF THE HIGHWAY SURVEYOR

The following work, other than general maintenance, was done by the Highway Department during the year 1955.

2,500 feet of Cranberry Road and 2,500 feet of Tremont Street were grader honed.
3,000 feet of West Street was honed and the previous added width covered with asphalt.
700 feet of Green Street and 600 feet of Main Street were covered with an average of 2/2" of Mixed in Place top.
2,400 feet of High Street was constructed and one application of asphalt applied.
5,000 feet of Plymouth Street was sealed and covered with an armor coat of %" crushed stone.
About four miles of highway were sealed with asphalt and sand covered.
Approximately 26,000 gallons of asphalt were used.

The entire allotment of Chapter 90 funds was spent on Plympton Street.
Approximately one mile of road was constructed to a width of 24 feet. About 2,700 feet of the old road bed was utilized and widened, and about 2,500 feet was relocated. The re- location process entailed two excavations consisting of about 3,000 cubic yards of material. The drainage consisted of four catch basins and about 500 feet of connecting 10" and 12" con- crete pipe. A minimum of six inches of gravel was used as a base on the new location and widened portion. This was covered with 212" of Mixed in Place asphalt.
750 tons of Hot Mix Top was laid in two courses, starting at the Plympton line and covering the 2,000 feet to Montello Street.
The shoulders and slopes were completed and loamed on that section.

At the 1955 Annual Town Meeting it was voted to appropri- ate one sum to be known as PUBLIC ASSISTANCE which in- cludes the categories of Old Age Assistance, Aid to Dependent Children, Disability Assistance and Public Welfare. One amount was also voted for PUBLIC ASSISTANCE ADMIN- ISTRATION. It seemed both practical and economical to have an integrated budget as it eliminated the necessity of calling a special town meeting or to request the Finance Com- mittee to transfer funds from one category's appropriation to another in the event of insufficient funds. It is difficult, indeed, to estimate accurately the amount of assistance to be expended.
The State Medical Plan which has now been in effect for a year and a half has undergone minor changes. The main pur- pose of the plan to provide for high standard medical services to public assistance recipients has been met; however, medical costs have not decreased but have steadily increased. All medical services with the exception of drugs are authorized prior to the service except in emergencies. It is expected that drugs will come within the scope of the Medical Plan within a short time.
The provisions of Chapter 603 of the Acts of 1955 increased the board and care rate for recipients in licensed Boarding Homes for the Aged from $20 to $25 per week - effective 7/26/55 for Old Age Assistance and extended to the Disability Assistance program effective 9/1/55.
Chapter 492 of the Acts of 1955 increased the exemptions of children in the Disability Assistance program in some in- stances.
Chronic hospital rates at Tewksbury State Hospital and In- firmary have increased from $23.65 to $24.87 per week.
Effective 1/1/56 Chapter 728 of the Acts of 1955 authorized a new budgetary item for Old Age Assistance to be known as Transportation Allowance for each recipient who is not an in- mate of a nursing home or institution in the sum of $2.50 monthly. This new item is required in addition to the minima

amounts stated in the law and has the effect of increasing the minima to $61.50 and $81.50 per month.
Old Age Assistance cases have increased, there being 24 cases on 1-1-55 and 33 cases 12-31-55. Of the new cases added during the year there were five persons on whose real estate a lien was taken. During the year three liens were enforced and a total of $3,752.32 was repaid to the town for assistance granted on and after 1/1/52. Under Section 4a of Chapter 118A of General Laws as amended, a recovery was made in the amount of $1,463.62.
The Aid to Dependent Children case load has decreased from 8 at the beginning of the year to 5 cases on 12/31/55. The average number of children aided during the year was 15. All applicants for ADC must make formal complaint to the court against the deserting parent when the case involves desertion and non-support.
The number of Disability Assistance cases remains at 13 as of 12-31-55, there being 13 on 1-1-55. This is a costly program because of the nature of the eligible person who must be classed as "permanently and totally disabled". The town's share is always 25%; Seventy-five percent of the cost of assist- ance and administration is borne by the Federal and State grants. Two recipients are chronic cases at Tewksbury State Hospital and Infirmary.
Assistance given under Public Welfare is usually for a tem- porary period. There were 4 active cases 1/1/55 and 5 active cases 12/31/55. Hospitalization has been high in this category during the year. Hospital rates vary from $10.95 to $21.74 per diem.
The administration of these programs has been facilitated by the close cooperation of the Board Members.

As directed by you, I have made an audit of the books and accounts of the town of Carver for the period from January 1, 1954 to August 2, 1955, and report thereon as follows:
The records of financial transactions of the several de- partments receiving or disbursing money for the town or com- mitting bills for collection were examined and checked with the records of the town treasurer.

The appropriations and transfers, as recorded, were checked with the town clerk's record of town meetings and with the finance committee's records. General ledger accounts were compiled for the period of the audit, and a balance sheet showing the financial condition of the town on August 2, 1955 was prepared and is appended to this report.
