SCHOOL SUPERINTENDENCY UNION NO. 35
Report of the Secretary
The annual meeting of School Superintendency Union No. 35 was held at the Consolidated School in Rochester on April 29, 1957.
The following officers were elected for the ensuing year: Chairman - Douglas H. Church Secretary - Norma E. Perkins
The most important question for discussion at this meet- ing was the future organization of the Union Committee. As Lakeville is concerned with the regional school program with the town of Freetown, Mr. Austin explained to the members that the best arrangement for any town would be to have both elementary and secondary administration under one supervision.
A committee consisting of teachers from the three towns of the Union are studying the plan concerning a "merit" system for salary increments for outstanding personnel in the school department.
The semi-annual meeting of the Union was held at the Governor John Carver School on November 8, 1957.
At this meeting Mr. Griffith informed the members that the school committees of Freetown and Lakeville had met separately and voted in favor of forming a union together when the plans for their regional school are in operation. He requested an expression of opinion from the Carver and Rochester committee members to present for approval to the Department of Education concerning the withdrawal of the Lakeville committee from this present union. It was

voted that Lakeville be allowed to withdraw in the advent it will be advantageous to do so in the near future.
The Lakeville members appreciate the cooperation of the other members of the Union committee and feel our association has been congenial.
As the many changes in our educational program occur, the Union committee is grateful for the extra time and effort Mr. Austin has so ably and unselfishly given. We feel that we have received the full benefit of our superintendent's guid- ance to meet the needs of the individual towns and the union.

PUBLIC HEALTH NURSE
To the Public Health Committee:
The following is my report as Public Health Nurse for 1957.
In 1957, 371 home visits and 2 office visits were made as follows:

No emergency visits were made during the year.
14 trips were made to Plymouth County Hospital, Han- son for medication and I transported those scheduled for chest X-rays and other tests there. One unlisted visit was made at the request of Dr. Fred Allen, Boston.
We held 6 polio clinics during the year of which 3 were held in the evening. 34 doses were administered by Dr. Mayo at the January 14 clinic, 58 on January 17, 255 on May 9, 97 on May 22, 51 on June 20, and 20 on December 9. Our total polio count through December 1957 stands as follows:

On the evening of December 3, a flu clinic was held at the school for essential town personnel with 20 doses of vaccine administered by Dr. Mayo.
My office hours at the Gov. John Carver School are from 8:30 A. M. to 1:00 P.M. All calls for home visits should be in by 9:30, if possible.
The following is my report on school health from Janu- ary 1957-June 1957 and from September 1957-December 1957:
In July and August, 40 pre-school visits were made to obtain information for each child's health record prior to entrance to school. These visits prove most satisfactory in that they give the opportunity to meet the family and to ob- tain information for an accurate record of the child.
The Community Service Group donated new gloves, slacks, boots, shoes, underwear, socks and many articles of used clothing which were distributed to needy children at school and in the community.
In January, we held our annual polio drive at school. $21.19 was collected and a check for the amount sent to Mrs. Florence Sand, Chairman of the drive.
160 home-school visits were made during the school year. Most of these were children transported home due to illness during the school day. Other visits were made be- cause of prolonged absence with no known reason, impetigo, to check on evidence of communicable disease, conjunc- tivitis, and pediculosis. All known cases of communicable disease were reported to the Board of Health.

In regards to absences from school, each child, upon re- turning to school must see the nurse before school accom- panied by an excuse as to the reason for the absence. Most children have reported faithfully, but there are some who must be reminded.
There were many minor injuries treated at school. The most serious conditions and accidents were: a hard stone- like mass removed from an infected area (was under a Doc- tor's care), one hit on head by a swing, with 3 stitches taken by Dr. Nye, 3 dog bites reported, 1 dislocated finger treated by Dr. Mayo, 1 concussion admitted to Jordan Hospital, Plymouth, 1 asthma attack, 1 taken to St. Luke's Hospital, Middleoro to have lead from pencil removed from cheek by Dr. Silliker.
One trip was made to St. Luke's, Middleboro for a chest X-ray and two trips were made to Dr. Gibbons', optometrist, to have eyes examined and fitted for glasses.
In September, and October, Dr. Mayo examined 138 pupils. Invitations were sent home with all first and fourth graders requesting parents to be present during his child's physical if he wished. Only 2 parents accepted and were present during the examination to discuss the child's health with the doctor. A urinalysis was done for each one ex- amined. Two urine re-tests were done and were negative. All those examined and found to be in need of attention by the family doctor were given notices. In November, Dr. Mayo examined 16 children competing in basketball. All were found fit to play.
In March, Mr. Reardon from the Division of Maternal and Child Health came to the school to instruct me in the use of the vision testing equipment. Children of all grades were tested and those failing were given notices. 16 failed the test. Of these 16, 3 were unable to be corrected with

glasses due to muscle imbalance, 4 failed to see the family doctor, 4 obtained glasses, 1 seen by his doctor but no glasses needed, and 3 who failed with glasses had them checked and corrected.
T. B. Santa Claus pins at 5¢ each were again sold in school in December. 214 pins were sold and $10.70 was sent to help support the Plymouth County Health program.
On March 22nd and 18th, Mrs. Bernadine Tassinari, den- tal hygienist, visited the school and examined the teeth of all present. Notices were sent home for those whose teeth needed attention. About half of those receiving notices consulted the dentist for necessary treatment.
On November 20, Mrs. Mary Wolfe, from the M.S.P.C.C., Brockton visited to check on health records of some school children. She was concerned with the condition of their teeth and, in the meantime, we have been discussing the pos- sibility of making arrangements to have them cared for. Thus far there has been no conclusion to this.
I wish to thank the Public Health Nurse Committee, Mr. Shaw, the teachers, and parents for their wonderful help and cooperation.

Plymouth, ss. To either of the Constables of the Town
of Carver, Plymouth County, Greeting:
In the name of the Commonwealth of Massachusetts, you are directed to notify and warn the Inhabitants of the Town of Carver qualified to vote in elections and in town affairs to meet at the Town Hall in said Carver on Monday, the third day of March, 1958, at twelve o'clock noon, then and there to act on the following article, namely:
Article 1. To choose all necessary town officials, the following officers to be voted for all on one ballot, viz .: One Moderator, Three Auditors, Three Constables, Three Herring Committeemen, One Tree Warden, One Highway Surveyor, each for one year. One Assessor, One Selectman, One School Committeeman, One Cemetery Commissioner, One Park Commissioner, One Member of Board of Public Welfare, Two Library Trustees, each for three years. One Assessor (to fill vacancy), for two years, One Cemetery Commissioner (to fill vacancy), for one year, and to vote by ballot "yes" or "no" on the following question:
"Shall the town vote to accept the provisions of Sec- tion 6C of Chapter 40 of the General Laws, which authorize cities and towns to appropriate money for the removal of snow and ice from private ways therein open to public use?"
The polls will be open for at least seven hours.

And you are directed to further notify said Inhabitants of said Town that as soon as the ballots have been counted the meeting will adjourn to Saturday, March 8, 1958, at two o'clock P.M., and at that time will reconvene at the Gov. John Carver Schoolhouse in said Carver, then and there to act on the following articles, namely:
Article 2. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the rev- enue of the financial year beginning January 1, 1958, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 2. Recommended by the Finance Committee.
Article 3. To see if the Town will vote to appropriate a sum of money not to exceed one thousand ($1,000.00) dollars from free cash in the town treasury for the sole pur- pose of meeting charges against the Cemetery funds in the town treasury.
Article 3. Recommended by the Finance Committee.
Article 4. To see if the Town will vote to accept the bequest of One Thousand ($1,000.00) Dollars in accordance with the provisions of paragraph three of the will of the late Betsey Crowell Look, said sum of money to be invested in a Savings Bank and to be known as The Betsey C. Look Gen- eral Care Fund for the Central Cemetery, the interest from said Fund to be used for the general care of Central Cemetery as the Cemetery Commissioners may determine.

Article 5. To see if the Town will authorize the Select- men to prosecute, compromise or defend suits for or against the Town.

Article 7. To see what amount the Town will vote to raise and appropriate for the use of Plymouth County Trustees for County Aid to Agriculture and choose a Town Director as provided in Section 41 and 45 of Chapter 128 of the Gen- eral Laws and act thereon.
Article 7. Recommended by the Finance Committee that the sum of $100.00 be raised and appropriated for County Aid to Agriculture.
Article 8. To see if the Town will vote to fix the salary and compensation of all elective officers of the Town as provided by General Laws, Chapter 41, Section 108, as amended namely:
Highway Surveyor $1.75 per hour
Town Treasurer $1,350.00
Town Clerk. $800.00
Tax Collector $1,350.00
Moderator $20.00 for the Annual Town Meeting, and $5.00 for each Special Town Meeting.
Members of School Board $3.00 for each meeting, plus $1.50 per hour for all meetings of over 2 hours.
All other elective Town Officers $1.50 per hour.

To see if the Town will vote to transfer from the overlay reserve account to the 1958 Reserve Account the sum of two thousand ($2,000.00) dollars, and also, to transfer the additional sum of three thousand ($3,000.00) dollars, from available funds in the treasury to the said 1958 Reserve Account, and act thereon.
Article 9. Recommended by the Finance Committee.
Article 10. To choose all necessary Town Officers not elected by ballot.

To see if the Town will vote to raise and appropriate the sum of five thousand ($5,000.00) dollars for Chapter 90 Highway Construction, and to transfer the sum of twenty thousand ($20,000.00) dollars from unappropriated available funds in the Treasury to meet the State's and County's shares of the cost of work, the reimbursements from the State and County to be restored, upon their receipt, to unappropriated available funds in the Treasury, and act thereon.

Article 12. To see if the Town will vote to raise and appropriate the sum of six thousand six hundred ($6,600.00) dollars for Chapter 81 Highways, and to transfer the sum of eighteen thousand one hundred fifty ($18,150.00) dollars from unappropriated available funds in the Treasury to meet the State's share of the cost of the work, the reimbursements from the State to be restored, upon their receipt, to unappro- priated available funds in the Treasury, and act thereon.

Article 13. To see if the Town will vote to authorize the Cemetery Commissioners and the Park Commissioners to employ themselves as laborers in the Cemeteries and Parks, and act anything thereon or thereto.

Article 14. To see if the Town will vote to raise and appropriate the sum of six hundred and fifty ($650.00) dol- lars to be used to pay for all private work and material in Town Cemeteries, such as, opening graves, building founda- tions, etc., as according to General Laws, Chapter 44, Section 53.

Article 15. To hear the report of any standing com- mittees and act anything thereon or thereto and establish any new committees.

Article 16. To see if the Town will vote to transfer the sum of two thousand six hundred forty ($2,640.00) dollars from the Road Machinery Fund to the Machinery Account, and act thereon.

Article 17. To see if the Town will vote to instruct the Selecmen to petition the Director of Accounts for the instal- lation of an accounting system as provided by Section 35, Chapter 44, General Laws.

Article 18. To see what action the Town will take on the Proposed By-Laws for the Town of Carver, and act anything thereon.
PROPOSED BY-LAWS FOR THE TOWN OF CARVER
Article I
Section 1. The annual town meeting shall be held for the election of officers on the first Monday in March at 12 noon. The polls shall be open for at least seven hours, and as soon as the ballots are counted the meeting will be adjourned to the following Saturday at 2 P. M. for the transaction of municipal business.
Section 2. Twenty-five votes shall be necessary to con- stitute a quorum at town meetings provided that a number less than a quorum may from time to time adjourn the same.
Section 3. All articles in the warrant shall be taken up in order until all articles in the warrant have been acted upon.
Section 4. No motion to adjourn without day. shall be in order until all articles in the warrant have been acted upon.
Section 5. In all town elections the counting of ballots shall not begin until the polls have been open for four hours.
Section 6. The check list shall be used in admitting voters to a town meeting, except that non-voters may be ad- mitted to a defined and separate portion thereof, and non- voters may address the meeting if the town so votes.
Section 7. The articles to be acted upon at the annual town meeting in March shall be in the hands of the Board of Selectmen on or before February first preceeding said meet- ing.

Article II
The town warrant shall be posted in the Town Hall and in each Post Office in town.
Article III
The moderator shall be elected for one year, the name to appear on the official ballot.
Article IV
The powers and duties of the presiding officer not especially provided for by law shall be determined by rules of practice as contained in Cushing's Manual so far as they are adapted to the conditions and powers of the town.
Article V
Section 1. The Board of Selectmen shall consist of three members, each elected for a three year term, one term ex- piring annually.
Section 2. The Board of Selectmen shall serve as the Board of Public Welfare.
Section 3. The Board of Selectmen shall have the power to prosecute, compromise or defend suits for or against the town and employ counsel at any time if in its judgment the interests of the town so require.
Section 4. It shall be the duty of the Board of Select- men to transmit a copy of any warrant for any regular or special town meeting as soon as said warrant is drawn, to the Finance Committee.
Section 5. The Board of Selectmen shall appoint an Inspector of Wires, as provided in Chapter 66, Section 32 of

the General Laws, as amended by Chapter 529 of the Act of 1949.
Section 6. The Board of Selectmen shall notify all de- partment heads and all committees appointed or elected by the town of any special town meetings at least seven days prior to the posting of the warrant of said meeting.
Article VI
The following officers are to be chosen from the floor at the annual town meeting to serve a one year term:
Three field drivers and pound keepers
Three surveyors of lumber and measurers of wood Three fence viewers
Three members to serve as a herring committee.
Article VII
Section 1. The Finance Committee shall consist of nine members, each of whom shall be appointed for a term of three years, provided that the Finance Committee as pres- ently constituted shall continue in office until the expiration of their respective terms, and when the membership falls be- low nine the Moderator shall fill such vacancies. No member of the Finance Committee, after having served two consecu- tive terms, shall be eligible for appointment to said Com- mittee until one year shall have passed.
Section 2. All qualified voters on the voting list for the Town of Carver are eligible for appointment to the Finance Committee except that no elected or appointed town officer is eligible for membership on such committee, and no mem- ber of a special town committee shall have a vote as a mem- ber of the Finance Committee on any matter pertaining to the duties of that special committee.

Section 3. On or before the first day of May it shall be the duty of the Moderator to call the organization meeting of the Finance Committee.
Section 4. The Finance Committee at its organiza- tional meeting shall elect a chairman, vice-chairman, and a secretary, all who shall serve until the next annual town meet- ing. Within ten days after the organization the secretary shall notify the Town Clerk in writing of such organization.
Section 5. Any vacancies occurring in the Finance Com- mittee shall be filled by the Moderator within seven days of the notification in writing of said vacancy by the chairman of the Finance Committee.
Section 6. Three consecutive absences of any member of the Finance Committee at a duly called meeting, except for reason of sickness, shall constitute a vacancy.
Section 7. The report of the Finance Committee to the annual town meeting shall be in print and shall contain the request of all departments and the appropriations recom- mended by the Finance Committee, together with such rec- ommendations on other matters in such warrant as in its judgment should be brought to the attention of the town, but reports to all other town meetings shall be in such form as the Finance Committee shall deem advisable.
Section 8. The Finance Committee shall have authority at any time to investigate the town's accounts and manage- ment of any department, and the books, records and ac- counts of all departments of the town shall be open to the inspection of the Finance Committee, or any of its authorized sub-committees, or any person authorized to act for said committee.

Section 10. The members of the Finance Committee excepting chairman and secretary shall serve without pay, but may be reimbursed for actual expenses incurred in the discharge of their duties. Salary for chairman and secretary of said committee to be set by a vote of the town.
Section 11. On or before December 21 of each year the Officers, Boards, or Committees having charge of expendi- tures of the town's money shall transmit, in writing, to the Finance Committee their estimate of expenditures for the conduct of their departments for the next municipal year. On or before January 15 of the following year these same officers shall present to the Finance Committee, in writing, a detailed list of the expenditures for the year previous.
Article VIII
A summary of all town meetings and results of all elec- tions shall be included in the annual town report.
Article IX
Valuation lists for the Town of Carver shall be published every five years unless otherwise voted by the town.
Article X
Any of these by-laws may be modified or amended or repealed at any annual town meeting by a majority of votes of those present and voting, any article or articles for the pur- pose having been inserted in the warrant for such meeting.
Article XI
No person shall commence within the town any new con- struction of a building of any type or description, or com- mence major alterations, additions or improvements of any existing building, without first having applied for and ob- tained a permit therefor from the Board of Selectmen. No permit shall be required for ordinary repairs or renovations.

The application shall be in triplicate and contain infor- mation as to the name and address of the applicant and the name and address of the owner, and the nature and loca- tion of construction or proposed work. One copy of the ap- plication shall be kept on file, one copy given to the appli- cant, and one copy given to the Board of Assessors. The Selectmen shall grant the permit in written or printed form within fifteen days of the filing of the application if all in- formation required is given. The permit shall become void unless operations thereunder are commenced within six months of the date of issuance.
Any person who violates any provision of this law shall be subject to a fine of not more than twenty dollars ($20.00) to be paid to the Treasurer of the town.
Article XII
All by-laws in force are hereby repealed.
Article 18. Recommended by the Finance Committee.
Article 19. To see if the Town will vote to raise and appropriate the sum of three hundred eighty-six dollars and thirty cents ($386.30) to pay the following unpaid bills of 1957, namely:
