THE COMMONWEALTH OF MASSACHUSETTS
FRANKLIN SS:
To John H. Newcomb, Constable of the Town of Leyden GREETING:
In the name of the Commonwealth you are hereby di- rected to notify and warn the inhabitants of said Town who are qualified to vote in elections and in town affairs to meet in the Town Hall, Monday, the second day of March next at eleven o'clock in the forenoon, then and there to act on the following articles:
ARTICLE 1. To choose all necessary town officers for the year ensuing:
One Moderator for one year
One Town Clerk for one year
One town treasurer for one year
One Selectman for three years
· One Assessor for three years
One School Committee for three years
One Constable for one year One Auditor for one year
One Tree Warden for one year
One Collector of Taxes for one year
One Trustee Robertson Memorial Library for three years and fill any vacancies that may occur.

ART. 2. To see if the town will vote to authorize the treasurer with the approval of the selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1953 and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
ART. 3. To see if the town will vote to accept the report of the Town Officers for the year 1952, or pass any vote or votes in relation thereto.
ART. 4. To act on the list of jurors as posted by the selectmen.
ART. 5. To see if the town will vote to appropriate the accumulated and current income of the Davenport Fund in the sum of $77.00 in equal shares toward defraying the ex- penses of the poor and schools.
ART. 6. To see if the town will vote to appropriate the accumulated income of the Barstow Fund in the sum of $108.61 toward defraying the expenses of the welfare account.
ART. 7. To see if the town will vote to raise money for the necessary expenses of the town and appropriate same, or pass any vote or votes in relation thereto.

ART. 18. To see if the town will vote to accept the fol- lowing trust fund:
Belle C. Shick trust fund for $100.00 for perpetual care of Newton Carson lot in South Cemetery.
ART. 19. To see if the town will vote to raise and ap- propriate the sum of $625.00 to be used with State and County Chapter 90 Construction funds for a cement bridge on the Keats Brook Road.
ART. 20. To see if the town will vote to extend the W. J. Black Road by the residence of Edward Smith to the Brattle- boro Road, or pass any vote or votes in relation thereto.
ART. 21. To see if the town will vote to accept the new elementary school building and discharge the Committee, or pass any vote or votes in relation thereto.
ART. 22. To see if the town wishes to request the School Committee to allow organizations to use elementary school building for meetings.

Report of Northern Franklin Welfare District

During the year 1952 the District Welfare Office in Ber- nardston continued to administer Public Assistance for Leyden under the direction of the Leyden Board of Public Welfare. This work included investigations of applications for as- sistance, periodical investigations of continuing need, deter- mination of the amount of needs, preparation of payrolls and reports and related matters.
A total of forty-two trips were made to Leyden by auto- mobile during the year and sixty-two contacts were made to assist applicants or recipients. A considerable number of additional conferences and contacts were made in con- nection with Public Assistance matters including conferences with Board members, and contacts with police, S.P.C.C., Dis -. trict Court, Civil Defense, Division of Child Guardianship, physicians, dentists, druggists and others.
Old Age Assistance
On January 1, 1952 substantial increases were made in Old Age Assistance grants as a result of legislation and other adjustments made by the Department of Public Welfare in the mandatory State Standard Budget including required mini- mum payments of $79.00 per month for those living alone or with non-relatives and $59.00 per month for all others. These adjustments resulted in increasing grants in Leyden an av- erage of approximately $6.00 per month each. At the same time legislation became effective requiring the towns to file liens on real estate owned by recipients covering aid fur- nished after January 1, 1952. Ten such liens have been filed

at the Franklin County Registry of Deeds. One of these has since been discharged following death of the recipient and payment was made back to the town for assistance given in 1952.
At the beginning of the year seventeen cases were being aided at a cost of $1025.00 per month exclusive of medical needs. At the end of the year there were sixteen on the rolls with regular monthly payment of $960.00. Additional costs of medical needs vary greatly from month to month with an average cost of $100.00 per month during 1952.
Three new applications for assistance were received dur- ing the year all of which were approved and aid furnished. Four cases were closed during the year, two as a result of death of the recipients, one because of the lien law and one became self-supporting.
